Whacky Laws Still On The Books Part 3 www.privateofficer.com

Whacky Laws Still On The Books Part 3 www.privateofficer.com

Atlanta Ga Jan 17 2008
It’s illegal to collect rags or paper in Indianapolis on Sundays. Don’t go rag or paper collecting on legal holidays either, or you could be subject to a fine. However, it’s generally okay to collect rags and paper after 7:30 a.m. and before 5:30.
Don’t skip your Saturday night bath in Barre, Vermont. There is a law on the books requiring all residents to bathe every Saturday night. Washing on other days of the week is apparently optional and left to the discretion of the residents.
When attacked by a bird, you can throw a rock at it in Indianapolis. However, it is illegal to throw stones at birds if you’re not acting in self-defense.
Michigan will pay you to throw rocks at birds. But only if you kill them, and only if they’re starlings or crows. The state pays three cents for each starling killed and ten cents per crow.
Florida forbids the tethering of pregnant pigs. It is also illegal to confine an expecting sow to a cage, crate or other enclosure that prevents the pig from turning around freely.
You can’t sell your eyes in Texas. “The Eyes of Texas” is the official song of the University of Texas, and they are apparently not for sale. Nor are any other bodily organs, under penalty of law.
Pinball is not for children in South Carolina. For some reason, you have to be at least 18 to play pinball in the Palmetto State.
In Belvedere, California, dogs must not appear in public without their masters on a leash. The city council probably intended to make sure the canines rather than the humans were leashed.
If you have political ambitions in Tennessee, don’t participate in a duel. The state prohibits people who have been in a duel from holding public office.
Only genuine smack-downs are permitted in Louisiana. State law prohibits the exhibition of fake wrestling matches.

3 Arrested In Officer’s Death www.privateofficer.com

3 Arrested In Officer’s Death www.privateofficer.com

Deltona Fla Jan 17 2007
Three teenagers face various criminal charges that accuse them of intentionally putting a plastic chair on Interstate 4 and causing the accident that killed Longwood police Sgt. Karl Strohsal last summer.Florida Highway Patrol officials announced Wednesday that a lengthy investigation sparked by a tip led them to the trio: Tyler Charles Jenkins, 19; Katie Jo Peller, 19; and Eric Benjamin Biggs, 18. All lived in Deltona at the time of the crash. The three had put objects on the highway several times before, Peller told authorities. On July 14, she said she swiped a lawn chair from the porch of a home so the three, and some other buddies, could watch what happened.
FHP spokeswoman Kim Miller said she had never heard of such a thing, although people have been caught in various parts of Florida throwing rocks and dropping cinder blocks from highway overpasses.”We don’t know what they were thinking. We can’t even guess,” Miller said. “People really don’t understand the consequences of their actions.”Jenkins and Peller, who moved to St. Petersburg late last year, were booked into the Pinellas County Jail on Tuesday night and remained there Wednesday afternoon. Jenkins was charged with manslaughter. Peller was charged with being an accessory after the fact.Biggs also was charged as an accessory. Miller said Biggs was on house arrest Wednesday after being released recently from the Volusia County juvenile-detention center.
Biggs could not be reached for comment, and his mother, Diane Biggs, would not comment at her home on Fountain Road on Wednesday.
According to the police report, Jenkins placed the chair in the interstate’s fast lane, and the group watched as Strohsal, driving home to DeLand, swerved to keep from hitting it about 1:30 a.m. Strohsal’s unmarked patrol car struck a guardrail a half-mile east of Saxon Boulevard and bounced off. With his headlights broken and his vehicle disabled, he left the car and tried to make it to safety on the highway’s shoulder. But an oncoming vehicle hit him.The driver, Dwayne Love, 19, was charged with driving on a suspended license and misdemeanor DUI.Strohsal, the head of criminal investigations for the Longwood Police Department, was pronounced dead at the scene.Biggs told authorities he drove the group of friends home after the crash. Peller said she took Jenkins back to get the chair, which she stored in her garage, according to the police report.Miller said the FHP has turned its findings over to the State Attorney’s Office.

Man gets prison term for hot food incident www.privateofficer.com

Man gets prison term for hot food incident www.privateofficer.com

WINCHESTER, Va. Jan 17, 2008 – A Boyce man has been sentenced to 21 months in prison for burning a young relative with hot food.
Forty-year-old Robert Eston Larrick Jr. was sentenced on Tuesday in Winchester Circuit Court.
Assistant Commonwealth’s Attorney Jason Caccamo said Larrick shoved a “smoldering” Hot Pocket sandwich in the 11-year-old victim’s face.
Caccamo said the child suffered first- and second-degree burns around her eye. Larrick did not take the child to the hospital for medical treatment after the incident.
Last month, Larrick entered Alford pleas to charges of malicious bodily injury and felony child abuse. An Alford plea means he did not admit guilt, but acknowledged sufficient evidence exists for a conviction.
Larrick will begin serving his sentence immediately and there was no word on whether or not the child had any permanent injury.

Security guard arrested for workplace burglary www.privateofficer.com

Security guard arrested for burglary at workplace www.privateofficer.com

Murfreesboro TN Jan 17 2007
Police say that a hospital security guard has been arrested for stealing from one of the shops on the property that he had been hired to protect.
Burglary and theft charges were filed against a Middle Tennessee Medical Center security guard videotaped while allegedly stealing cash from a new mother’s boutique last week, authorities said.
Guard Derrick M. Williams, 40, of 517 Federal Court Murfreesboro, was charged after the videotape showed him with using a master key to enter the shop where he allegedly stole $217, Officer Shondale Clark reported.
MTMC spokeswoman Angie Boyd-Chambers said Williams was accused of entering the Lactation Boutique, a shop in the Baptist Women’s Pavilion that carries merchandise for breast-feeding mothers. He was relieved of his duties after his arrest.“An investigation is underway to see if the theft is linked to other thefts that have occurred on our campus,” Boyd-Chambers said.
Clark responded to MTMC last Tuesday where Security Director John Davis reported he was notified about a theft from the boutique. Davis reviewed surveillance video showing a man he identified as the off-duty Williams taking a master key off the wall and entering the boutique with a key.“Williams went into the boutique’s adjacent manager’s office and got the key to the filing cabinet before he entered the boutique,” Clark reported. He returned to the security office and talked with on-duty officers before leaving.
Davis contacted Murfreesboro Police and obtained arrest warrants charging Williams who was taken into custody by Clark and Detectives Katrina Henderson and Kerry Thorpe. He was taken to the police department for an interview being booked into Rutherford County Adult Detention Center. A hearing is pending in General Sessions Court.

Ports begin security identification enrollments www.privateofficer.com

Ports begin security identification enrollments www.privateofficer.com

CAPE CANAVERAL, FL–( January 17, 2008) – Port and longshore workers, truckers and others at Port Canaveral today will begin to enroll in the Department of Homeland Security’s Transportation Worker Identification Credential (TWIC) program. The program’s goal is to ensure that any individual who has unescorted access to secure areas of port facilities and vessels has received a thorough background check and is not a security threat.
Close to 12,000 workers from the port region are expected to enroll. Nationwide, more than 1 million workers with unescorted access to secure areas are expected to apply for TWIC.
“The start of enrollment is one more step in our effort to prevent persons who are a threat from gaining access to secure areas of port facilities,” said Maurine Fanguy, TWIC program director for the Transportation Security Administration (TSA). “We appreciate the support of our partners at Port Canaveral for helping to make one of the world’s most advanced interoperable biometric systems a reality.”
Port Canaveral; Portland, Ore.; and Kahului, Hawaii all begin enrollment today, bringing the total number of enrollment sites to 52 nationwide. Ultimately, fixed enrollment centers will be in place at 147 ports along with mobile enrollment centers at dozens of other locations as needed.
“TWIC will be the transportation workers’ key for rapid and reliable access to port facilities in Port Canaveral,” said Coast Guard Capt. of the Port Paul Thomas, who is responsible for enforcing TWIC requirements. “We encourage workers to enroll early, ensuring their ability to access the port after the enforcement date has been set.”
A tremendous amount of planning and work has been done collectively by TSA, the Coast Guard, port owners/operators, employee groups and other stakeholders in preparation for this critical phase of the TWIC program to assure a successful and smooth transition.
“Canaveral Port Authority is working with the Coast Guard and TSA to make the transition to TWIC as smooth as possible for our 200 tenants and the nearly 12,000 people who will be required to obtain the new federal credential in order to continue to conduct their business at Port Canaveral,” said Stan Payne, chief executive officer, Port Canaveral.
Workers at Port Canaveral are able to pre-enroll for TWIC online at www.tsa.gov/twic or the Coast Guard’s Homeport site, http://homeport.uscg.mil/. Pre-enrolling speeds up the process by allowing workers to provide biographic information and schedule a time to complete the application process in person. This eliminates waiting at enrollment centers and reduces the time it takes to enroll.
The TWIC Enrollment Center is located at 707 Mullet Road, Suites 117 and 118, Cape Canaveral, 32920. The hours of operation are Monday through Friday, from 8 a.m. to 5 p.m.
Port Canaveral is the second busiest cruise port in the world and an increasingly important port for cargo. It offers more recreational opportunities for the public than the other 13 deepwater ports combined. In the most current economic impact report, Port Canaveral contributed 34,000 jobs and more than $1.5 billion to Brevard County. Regionally, the port’s impact contributed 50,000 jobs and $2.3 billion to the central Florida economy. Statewide, Port Canaveral affects 90,000 jobs with a total economic impact of nearly $4 billion

City votes to ban officers from wearing uniforms on security details www.privateofficer.com

City votes to ban police from wearing uniforms on security posts www.privateofficer.com

Meridian MS. Jan 17, 2008
The Meridian City Council voted Tuesday not to allow city police officers to wear their city uniforms while working private security jobs on their time off.
Meridian Mayor John Robert Smith said the decision was made because of the potential liability. He says the city could also be brought into lawsuits if off-duty officers are wearing city uniforms and carrying department weapons.
When a citizen sees someone dressed in a police uniform, they figure the officer is acting in the capacity of a city police officer and anything that he does whether good or bad will be assumed that we okay’d it.
“If there was a way to put the city to it, the assumption would be that the city has deep pockets, deeper than the private group of the officer, so let’s go after the deep pockets,” said Smith.
While the officers are working private security details on their own time they are in fact private citizens and must be responsible for their own actions.
Assistant Meridian police chief, Tommy Miller, says the public is more likely to obey a security guard wearing a police uniform than one who is simply wearing a security outfit. He says that is why the officers made the request.
