The average cost for a regular gallon of gas in Georgia is $3.60.Just as you are feeling the pinch so is the law enforcement agency that patrols state roads.
The Georgia State Patrol is trying to conserve fuel without cutting enforcement.
Senior Trooper Larry Schnall is on the road all day, like most of his fellow troopers. But, because of recent conservation efforts by the Georgia State Police, fuel consumption has been cut significantly.
Schnall said, “Basically what we’re trying to do is encourage our enforcement officers, troopers in our agency to simply take alternate areas of patrol, discretionary patrols.
“What that means is instead of driving around Interstate 285 all day, troopers are sitting in a stationary position, running radar or laser, doing sobriety checkpoints and license checkpoints. All to cut mileage and wear and tear.”
Public safety’s not gonna be affected at all we’re still out here doing our job, we’re just taking a proactive approach to reduce miles, save fuel and money,” Schnall said.They’re taking other measures too. Like car-pooling to training.
And switching over from mid-level gasoline to unleaded regular, in most cases, saving ten cents or more a gallon.Schnall said, “our experts have shown that there’s no damage to the vehicle so again, using the regular unleaded, our vehicles are not going to suffer.
“With the measures the Georgia State Patrol hopes to save fifteen to twenty five percent in fuel costs.

9-year-old boy died after being hit with a falling goal post during his soccer game Thursday.
The boy was playing goalie at the South Mountain YMCA near Central Avenue and Baseline Road around 6 p.m. when he was hit. He was at the soccer game with his grandmother, a YMCA spokeswoman said.
Phoenix Fire Department responded and transported him in critical condition to St. Joseph’s Hospital and Medical Center, where he died
The YMCA is still interviewing its staff and witnesses to determine what exactly happened, a YMCA spokeswoman said.
Phoenix police is conducting an accidental death investigation

SAN DIEGO CA. May 3 2008– A 21-year-old security guard was hospitalized Friday with a serious head injury that he suffered in an attack in the East Village area, police said.
The attack in the 500 block of Park Boulevard was reported at 10:13 p.m. Thursday, according to San Diego police Sgt. Rich Nemetz

Police say that they do have a suspect in the attack and that he has been arrested and booked into the county jail.

However police are not releasing the suspect’s name or the name of the security officer and say that this is still an ongoing investigation.
No other details were made available to the media.

Thursday afternoon, a county judge set bond on 27 year old Ladawn Grissette at $3,065 for possession with intent to distribute cocaine and simple possession of marijuana.
The judge also ordered Grissette to serve his time until his trial under home detention.
Jail director, Tom Fox arrested Grissette after he said Grissette walked into the judge’s chambers inside the jail smelling of a strong burned marijuana odor Wednesday evening.
Grissette’s father, Donell started Donell and Ladawn bonding company in 2003, according to the South Carolina Department of Insurance, the agency that regulates bonding companies in the state.
Fox said the judge asked him to investigate and that Grissette was asleep in the lobby of the jail.
Fox told News13 he and another officer took Grissette into an interview room, searched him and found cash and drugs in his pocket, “We advised him that he was on jail property, and was subject to search and asked if he would allow us to search him and he agreed and pulled some cash out of his pockets, and Captain Grate started searching and found a small baggie of what we thought was crack cocaine in one pocket and along with it was a small bag of marijuana,” Fox said.
“It’s very disrespectful, especially for a man in his position working for a bonding company to come in with narcotics into jail,” Fox told News13.
Detention officers booked Grissette into jail around 6 p.m. Wednesday and Fox called for drug agents to search Grissette’s car.
An agent with the 15th Circuit Drug Enforcement Unit searched Grissette’s white Lincoln in the jail parking lot and found a loaded handgun inside.
Agents ran the serial numbers on the gun through the Alcohol, Tobacco, and Firearms database and the gun came back as stolen, but agents will have to investigate further before charging Grissette with a gun charge.
Agents charged Grissette with possession with intent to distribute cocaine and simple possession of marijuana.
News13 checked Grissette’s arrest record from the State Law Enforcement Division and it shows only one conviction against Grissette.
That conviction came from Myrtle Beach Police in Feb. 2004 on a charge of possession of marijuana and carried a $584 fine.
In 2004, Horry County police charged Grissette with assault and battery of a high and aggravated nature, malicious injury to animals or personal property, possession of marijuana.
Prosecutors dropped the charges against Grissette, according to the SLED report.
Horry County deputies arrested and charged Grissette with driving under suspension in 2005.
Grissette faces several outstanding charges from Myrtle Beach and Horry County police, all from 2006.
Those charges include, unlawful carrying a weapon, simple assault, open container in a vehicle, driving under suspension, and using another’s identification card.
According to the State Department of Insurance, bondsmen must not have been convicted of a felony, or a crime involving moral turpitude within the last 10 years.
Grissette’s possession conviction in 2004 does not fall under the criteria that would lead to the revocation of Grissette’s bonding privileges, according to the DOI.
Donell and Ledawn Bonding has a valid license to write bonds, according to the DOI.

www.privateofficer.com Authorities have arrested a member of the Atlanta Police Department’s Red Dog Unit and he made his first court appearance Thursday on charges he raped his neighbor.
According to investigators with the Clayton County police, a neighbor claims 27-year-old Edward Rabb raped and sodomized her at his house after she used his shower.
“Her hot water heater had gone out and she had actually gone over to use the shower,” said Officer Tim Owens.
After that shower, the woman said she tried to leave and that’s when the assault happened.
According to the police report, she said she told Rabb to stop and that it wasn’t what she wanted but he forcably raped her and according to the police report he used police maneuvers to restrain her.
“The way that he was holding her on the bed, that he did force her arm behind her according to the report,” said Owens.
Rabb’s attorney, Lance Tyler, announced in court they would be requesting bond and pleading not guilty.
In court Thursday, Rabb didn’t say anything and his attorney had no comment on the charges. Officers said Rabb claims the sex was consensual.
Clayton County police said it’s tough when one of their own is accused of a crime but, “If someone has done something wrong regardless of your profession or where you stand in it you have to pay the consequences,” said Owens.
Rabb has been placed on administrative leave with pay and he could lose his job after a hearing with the police chief. He will be back in court for a preliminary hearing in two weeks.
He is currently in the Clayton County Jail without bond.

Police have arrested Two Cortland women who are each facing a felony charge after they were accused of shoplifting more than $2,000 of merchandise Wednesday from a Carousel Center store, Syracuse police said.
Elizabeth F. Empey, 23, of 39 South Ave., and Jessica F. Pitcher, 29, of 1 Pearl St., were both charged with grand larceny following their 5:13 p.m. arrest.
According to the police report, a J.C. Penney loss officer watched as the two women walked through the store selecting merchandise and putting it into three mesh J.C. Penney bags, police said. As the officer watched, one of the women selected a pair of scissors and cut security tags off the merchandise, police said.
The two attempted to flee the store but were stopped outside the exit doors after making no effort to pay for the merchandise.
Authorities say that the bags contained clothing, electronics, stuffed animals and bath items worth $2111.90.
Both suspects were taken into custody by officers and transported to the city jail.
There was no word on bond amount or if both women were still being held at the jail.

The man Houston police fatally shot after an hourlong chase Tuesday had shown a card identifying him as a CIA employee to officers who stopped him earlier for speeding, authorities said Wednesday.
“He (the officer) did not know what federal credentials looked like,” said Capt. Steve Jett, with Houston Police Department’s homicide division. “They look authentic, but you can do a lot of things with a computer.”
Officers shot and killed 52-year-old Roland Vincent Carnaby, saying they feared for their lives when he reached under the seat of his Jeep sport utility vehicle after the chase had ended and he’d gotten out of his car.
The shiny object that Carnaby was apparently reaching for was a personal assistant-cellular phone, Jett said Wednesday.
Officers found three weapons inside the Jeep after it was impounded. One pistol was under the passenger-side floor mat while a second was between the seats. A pistol-grip shotgun was on the floor board of the back seat.
“We believe they are all legal,” Jett said. “We have no reason to believe he didn’t own them.”
Houston Police Chief Harold Hurtt also reiterated that he had no connection — personal or professional — with Carnaby.
“I didn’t recall his name or realize who he was until I saw his photo” on the news, Hurtt said.
A photograph of the two men was taken at an HPD ball within the last year or so, Hurtt said.
“I’ve taken pictures with probably another thousand Houstonians in the last four years,” Hurtt said.
Who Carnaby was remains a mystery to many.

Some people may bring their work home, but Catonsville resident Paul Martin goes a step further.
Martin, the security director for Security Square Mall, has a computer set up in his home connected to the mall’s surveillance cameras.
“I can take a look at it and advise,” he said, adding that technology is one of his hobbies as well as an important part of his job.
Opened in 1972 and owned since the late 1990s by the Chevy Chase-based Capitol Investment Associates, the mall lies just beyond Catonsville’s north boundary of Interstate 70.
With 1,040,000 square feet and 120 stores, it is the only enclosed, regional mall in Baltimore County within a mile of the town.
When not on site at Security Square or linked to the mall via computer, Martin says he enjoys the old-fashioned hobby of fishing.
But after 40 years in law enforcement, including more than two decades as a Baltimore County police officer, the 66-year-old has an understandable affinity for his job.
“He is very dedicated, very hardworking,” said his daughter, Halethorpe resident Michele Hannon.
“And he is hardheaded,” she said, noting that the trait has its ups and downs.
It accounts for Martin’s job dedication, for example, but also led him to do “things he should have let younger guys do,” Hannon said, recalling her father’s willingness to chase shoplifters.
“I tried to explain to him that he is not 20 years old, but he would not listen.”
Martin’s son, county police Lt. Paul Martin Jr., describes his father as conscientious.
“He is old-fashioned,” the younger Martin said. “I guess he is always working to contribute more or make things better.
“I don’t think he would be happy without feeling like he is an active part of something constructive.”
An Alta Vista, Va., native who grew up in Charlottesville, Martin moved to Catonsville in 1957 and joined the county police department 10 years later.
By the time he retired as a traffic unit commander in 1994, he had served as officer, sergeant and lieutenant, working in the Wilkens, Woodlawn and former Garrison precincts.
During the 1980s, he also earned an associate degree in criminal justice from the former Catonsville Community College.
Since joining Security Square Mall’s in-house security force the year he retired, Martin has tried to share his dedication to law enforcement with the 50 or so security officers in his command as well as with shopkeepers, mall housekeeping staff and customers.
“I tell them security is everybody’s business,” he said. “If something does not look right, call and report it.”
Having an in-house security group with Martin at the helm has increased public safety at the mall, according to Security Square general manager Frank Meyer.
Incident numbers at Security Square dropped from 264 reported crimes in 2006 to 210 in 2007, including robberies, burglaries, assaults, motor vehicle thefts and shoplifting, according to the Baltimore County Police Department.
Statistics for the first quarter of 2008 and from before 2006 were unavailable, according to county police spokesman Bill Toohey.
“That’s their mall, they’re familiar with it,” said Capt. John Spiroff, the Wilkens Precinct commander, agreeing that having an in-house security staff is better than using contractual employees.
“It’s that ownership ingredient that is really important,” he said.
Spiroff fondly recalls serving as a corporal at Wilkens when Martin was a lieutenant there.
“He really took me under his wing and taught me (about leadership),” he said.
“He had a firm control of his personnel and was exceptionally dedicated. He is a good guy.”
The chain of instruction has come full circle now, with Spiroff commanding the precinct where Martin’s son works as a lieutenant and is “a good guy, too.”
The older Martin, who counts Spiroff among his friends, says he enjoyed the police force job most because “you never knew what your day was going to bring.”
On the down side, working day and night shifts “takes getting used to,” he said.

Richmond police arrested a biology teacher at a Catholic high school on suspicion of sexually abusing a student, detectives said Thursday.
Rickey Bonds, 30, was jailed Wednesday afternoon with bail set at $2.5 million on charges of continual sexual abuse of a 16-year-old girl who was his student within the past year at Salesian High School.
Detectives plan to meet with the Contra Costa District Attorney’s Office today to discuss criminal charges.
“About a month ago, we received some information involving a student,” Richmond Detective Sgt. Brian Dickerson said. “There were rumors that a teacher had engaged in an inappropriate sexual relationship with an underage girl.”
Allegations surfaced through rumors among students that reached Richmond police the same week the allegations reached the Survivors Network of those Abused by Priests, which distributed leaflets in front of the school April 11 to draw attention to the allegations.
SNAP activists also demonstrated in front of the school in February after a 54-year-old woman came forward and said that a cleric abused her on the campus in the 1960s.
Bonds, accompanied by his attorney, turned himself in at the Richmond Police Department on Wednesday afternoon, Dickerson said.
Police found no evidence of other possible victims. Bonds also is a Salesian alumnus, according to the school’s Fall 2007 newsletter. An article in the newsletter describes Bonds’s work with two seniors and UC Berkeley graduate and postgraduate students last summer in a project competition.
Salesian administrators learned of the rumors April 10 and immediately reported them both to Richmond police and Contra Costa Children and Family Services.
The school immediately placed Bonds on leave, according to a written statement issued Wednesday by Principal Timothy Chambers, and “immediately notified students and parents.”
“Bonds was placed on administrative leave during this time of possible criminal investigation,” Chambers said Thursday.
Bonds has taught biology and anatomy at Salesian for two years, Chambers said. He remains on leave, and the school has no immediate plans to fire him, he added.
Administrators read a news release to students Thursday outlining the allegations, and answered students’ questions.
“We wanted to help them understand they’re in a safe environment and to make sure if they’ve encountered sexual abuse, that they have an avenue for reporting it,” Chambers said.

Decatur County Sheriff’s deputy was killed Thursday morning when he accidentally crashed his patrol car while responding to an emergency dispatch, according to the Sheriff’s Office.
Deputy Robert Griffin, who had been with the Sheriff’s Office since 2005, was killed Thursday, May 1, when his patrol car ran off Brinson Airbase Road in northeast Decatur County and struck two oak trees, according to the Sheriff’s Office.
Deputy Griffin was responding to an E-911 dispatch of a juvenile threatening suicide when the accident happened shortly before 9:30 a.m. Thursday, Major Wendell Cofer of the Sheriff’s Office said.
Griffin was headed east on Brinson Airbase Road when he drove off the asphalt road’s southern shoulder, and attempted to correct his steering-sending the patrol car back across the two-lane road and off its northern shoulder, State Trooper 1st Class J.F. Jackson with the Georgia State Patrol’s Donalsonville post said. Cofer said it appeared the front left of the patrol car struck a small oak tree, shattering its windshield and then struck a large oak tree on its driver’s side before overturning and coming to rest.
The accident was discovered when Capt. Justin Bedwell, who had also responded to the 911 call Griffin was on his way to, became concerned when Griffin did not show up and went to look for him; someone also called E-911 to report the accident, Major Cofer said.
Capt. Bedwell and Deputy Vincent Edmond arrived at the wreck scene and found Griffin deceased, Cofer said.
After Sheriff Wiley Griffin had visited the wreck scene, Decatur County Fire and Rescue firefighters removed Deputy Griffin from his patrol car and he was transported to Memorial Hospital, Cofer said.
Members of the State Patrol’s Specialized Collision Reconstruction Team responded from Valdosta, Ga., and were conducting further investigation of the wreck; however, no additional details were immediately available, TFC Jackson said.
Griffin was former Navy man; Freemason Deputy Griffin joined the Sheriff’s Office in 2005 after retiring from service in the U.S. Navy, Major Linn Harrell said.
Griffin was a Master Mason and a leader in Bainbridge’s Orion Lodge No. 8, part of the Georgia Grand Lodge of Free and Accepted Masons, a fraternal organization.
According to Major Harrell, Griffin is the first Decatur County deputy killed in the line of duty since 1981, when Deputy James West was killed by stabbing.
Cofer said Griffin is survived by a wife and three children. Griffin’s mother is also a resident of Decatur County, according to Cofer.

www.privateofficer.com – - A suicidal man armed with a pellet pistol caused a brief scare at City College Wednesday by holding the weapon to the head of a student inside an office at the Harlem campus, police said.
The incident began at about 2:40 p.m. after a second student, also a woman, noticed that the 22-year-old suspect, an acquaintance, was following her. She grew alarmed and ducked into a financial aid office, where workers called campus security.
Two uniformed New York City Police officers arrived a few minutes later to find that the suspect had put his weapon — which resembled a .44-caliber revolver — to the head of a nearby student as the woman he had originally followed hid in another room. He later removed it from the woman’s head and put it to his own, police said.The student turned out to be the man’s girlfriend, according to officials.
The officers, their guns drawn, managed to coax the man into dropping the weapon at about 3 p.m., police said. He was captured and taken to St. Luke’s-Roosevelt Hospital Center for a psychiatric evaluation.
Police said the man was carrying notes indicating he wanted to kill himself. Authorities said it was not immediately clear if he was a student.

Des Moines IA. A group of thieves managed to elude a security officer at the K-Mart store in northeast Des Moines on Tuesday when a get-away driver picked them up in front of the building. Three women in their late teens or early 20s had been in the store for about an hour, stuffing things into purses, according to a police report. They were confronted by a loss prevention employee in the parking lot at 2535 Hubbell Ave. One of the women, who was wearing blue Betty Boop slippers, told the employee she was not going back into the store, police said. She shoved him, dropped the purse she had stolen and jumped into a get-away car waiting at the front of the store.
Security video showed a possible fourth suspect — the only one to pay for the items she picked up. In the video she is seen chatting with a store employee. At one point she hands her baby to the employee.That fourth suspect drove the get-away car, police said. The employee told investigators that about four years ago she attended North High School with the car’s driver. She couldn’t remember the woman’s name. At last report, police were looking for a North High yearbook.

Davidson County NC Kristie Shinault Heath, 34, of 2550 Green Oaks Court, Winston-Salem, was charged Wednesday with larceny and concealment of merchandise at the Dollar General on Old U.S. Highway 52.Employees at the Dollar General found Heath taking and concealing merchandise from the store, according to a press release from the Davidson County Sheriff’s Office. They detained her until deputies could arrive. She was also told by employees not to return to the store location.

NEWPORT NEWS VA. Three women ran from a Wal-Mart store after being accused of shoplifting Thursday, leaving behind a 2-year-old child.
According to Newport News police, the women were in the Wal-Mart in the 12400 block of Jefferson Ave. just after 2 p.m. Thursday. As they left the store, security confronted them about the theft of some clothing.
The women ran, police said, leaving behind the 2-year-old boy. A few minutes later, one woman returned, only to leave again without the child.
Later the child’s mother, who was not one of the three women in the store, showed up to claim the child.
The case remains under investigation. No charges have been filed.

• At 12:43 p.m., Lernado Pinder, 22, and Crystal Ziccardi, 22, both of Fall River were arrested and charged shoplifting at the Kohl’s store at Taunton Depot Drive.

At 1:30 p.m., Christina Goode, 19, of Middleboro and Madalyn Gutierrez of Marston Mills were arrested and charged with shoplifting at the Kohl’s store at Taunton Depot Drive.

Natasha Nichole Murphy, 19, of 204 S. Mill St., Cleona, was charged with taking several items from Blue Mountain Christian Ministries, 1251 E. Main St., and Treasures From Home Consignments, 1244 E. Main St., about 4:23 p.m. April 14, police said.

Elgin IL
An Elgin teen was accused of shoplifting at 10 p.m. Saturday in J. C. Penney Co. at Spring Hill Mall, police said. Dennys Cuadra, 17, of 11 S. Liberty St., Elgin, was charged with felony retail theft after trying to take three MP3 players, two watches, cologne and a shirt, police said. Cuadra was held in the Kane County jail on $750 bond with a May 2 court date at the Kane County Judicial Center

Washington St., larceny. Summons: Kathleen Aldoupolis, 18, 67 Oak Ridge Circle, Weymouth. Charges: Shoplifting by concealing MDSE.

Collier PA.
• Casey Bible, 18, of Bridgeville, and Karen Schmude, 36, of Robinson, were charged last Thursday with retail theft after they were accused of putting unpaid for hair products and cosmetics in their purses as they were trying to leave Kmart in the Chartiers Valley Shopping Center. Police say they also found stolen plants from Kmart in their car. Total value of the items is $190.

Kennedy Pa. Keith Brown, 41, of McKees Rocks, was charged April 20 with retail theft after he was accused of stealing a canned beverage from Shop N’ Save.

Robinson Pa. Stacey Klein, 31, of the North Side, was charged April 11 with three counts of retail theft and three counts of receiving stolen property after she was accused of stealing $607 worth of merchandise from three stores in the Mall at Robinson

Orland Park IL.

Ashley A. Moore, 17, of Chicago, was charged with retail theft April 15 after she stole clothes valued at $32 from Sears, 2 Orland Square Drive, police said.

Martha Fonseca, 28, of Chicago, was charged with retail theft April 16 after she stole $190 worth of merchandise from J.C. Penney, 3 Orland Square Drive, police said.

Kimberly A. Spears, 30, Dawn M. Spears, 31, and Chi A. Camarillo, 31, all of Whiting, Ind., were charged with retail theft April 17 after they stole items valued at $837 from Costco, 9915 159th St., police said.

Patrese P. Thompson, 22, of Chicago, was charged with retail theft April 20 after she stole $806 in merchandise from Carson Pirie Scott, 4 Orland Square Drive, police said.

Green Township OH. A store security guard is assaulted while trying to stop a shoplifting suspect.
Green Township Police say a woman was spotted stealing from the Home Depot on Glenway Avenue around 5:30 p.m. Wednesday.
A guard followed her out of the store as she took off running.
A man waiting in a getaway car hit the guard with a car door then punched him. The guard was not seriously hurt.
The man and woman took off in a black Cavalier.
