Suspected kidnappers shot at cash drop off www.privateofficer.com
LAWRENCEVILLE, Ga. July 9 2008

Ntl. Assoc. Private Officers
http://www.privateofficer/.com Like a scene from a police movie, officers swarmed an area in metro Atlanta and police shot and killed a suspected kidnapper during a ransom pick-up Monday morning in Gwinnett County, but in a bizarre twist, several hours later they were questioning the kidnapping victim.
The incident began when Juan David Arce-Flores was abducted July 1 from his cousin’s apartment at the Magnolia Apartments in the 7100 block of Roswell Road in Sandy Springs, according to a news release from the Gwinnett County Police Department.
“According to the witness, six men dressed in all black that had ‘police’ written on their shirt came into his apartment around 2 in the morning, bound and gagged him and took him out of the apartment,” said Lt. Steve Rose of the Sandy Springs Police Department.
The kidnappers contacted Arce-Flores’ family and demanded a $2 million ransom for his safe release, according to Rose.
The ransom demand included instructions to leave the money at a Waffle House on Pleasant Hill Road in Gwinnett County. The victim’s ex-girlfriend contacted authorities July 3.
When the suspects showed up at the Waffle House early Monday morning, undercover members of the Gwinnett County SWAT team were hidden at the scene.
“When the suspects were confronted by police, one of the suspects made aggressive movements towards his weapon. The SWAT officers opened fire, striking the suspect,” said Corporal Illana Spellman in a news release.
One of the suspects was killed. A second man was taken into custody and immediately arrested.
But in a twist of the kidnapping plot, t 9 a.m. Sandy Springs Police were notified by Gwinnett County Police that a man matching the description of Arce-Flores was spotted walking along Highway 29 in Gwinnett County.
when officers questioned the man, he gave officers a false name and birthdate, but by 9:35 a.m. officers confirmed that the man was Arce-Flores, the original alleged kidnapping victim.
“It’s kind of bizarre, especially when you recover the victim, and your victim is giving false information,” said Rose.
While police were questioning Arce-Flores they discovered outstanding warrants for him for failure to appear on drug charges in 2007. He was jailed on those warrants.
Police said they are still unsure why Arce-Flores lied about his identity and the investigation which has taken numerous twists and turns like a good cops and robbers movie is still on going and more arrests could be made.

Ericka Montgomery, 35, was told by officers not to come back to the hospital after trying to remove the IV in the emergency room at about 8 p.m., according to a Dayton police report.

Busch Gardens manager arrested for theft of $113,000 www.privateofficer.com
TAMPA FLA. July 9 2008

Ntl. Assoc. Private Officers
http://www.privateofficer.com/ An Adventure Island manager has embezzled more than $113,000 from the company since May 2007, police say.
Officers arrested Stephen Andrew Boucher, 28, at 4 p.m. Sunday.
On Sunday, a detective working in an extra-duty capacity was told that Boucher was stealing money from register tills. The detective worked with Busch Gardens’ loss prevention investigators, using security video to watch Boucher.
While Boucher was being watched, he stole $1,500 from three different registers, a police report states.
Boucher “also agreed to relinquish a quantity of the stolen money that he had hidden within his residence,” according to the report. “Defendant Boucher was transported to his residence,” where $6,217 was recovered.
Boucher was charged with scheming to defraud and grand theft of $100,000 or more.
Police say Boucher voided cash sales and removed the cash amount.
His actions “represented a systematic, on-going course of conduct intended on depriving Adventure Island/Busch Gardens of their money,” a criminal arrest affidavit states.
Boucher has been a supervisor of operations at Adventure Island since June 2007 and has been employed by the park since February 2003, according to Busch Gardens spokeswoman Jill Revelle.
He has been suspended, she said.
“Busch Entertainment Corporation has zero tolerance for theft and takes these matters very seriously,” Revelle wrote in an e-mail to the Tribune. “We are working closely with the Tampa Police Department to help them determine the circumstances of this situation. The ongoing investigation restricts us from making further comments at this time.”
Boucher’s bail was set at $30,000. He has been released.

Casino security officers find dead body www.privateofficer.com
Sierra County NV July 9 2008

The decomposing body of a man brought security officers to investigate the smell and they soon discovered the body of a male subject who had been there for a while authorities said Monday.
Right now, it appears that he apparently killed himself behind the Gold Ranch Casino in Verdi on Sunday, a Sierra County officer said.
The evidence is leading toward a suicide,” Sierra County Corrections Officer Steve Dunn said of the man found early Sunday afternoon in a wooded area.
Gold Ranch Casino security officers called the Washoe County Sheriff’s Office to report the body at 12:55 p.m., he said. Deputies called Sierra County because the body of the man was actually lying in California.
“The person had been there for a while because he was starting to decompose,” Dunn said, who is based in Downieville, Calif. “There was a gun out there, but we don’t know if it was involved.”
The man’s name was withheld pending family notification.
Sheriff investigators are still looking into the incident.

If you go to church, you won’t go to jail www.privateofficer.com
COLUMBIA, S.C. July 9 2008 Fugitives who turn themselves in at a Columbia church this week can talk to an attorney, see a judge and even get job counseling without having to spend time behind bars.
Federal, state and local authorities will be at Bible Way Church of Atlas Road from Wednesday through Saturday for the Fugitive Safe Surrender program.
Authorities say most nonviolent offenders should be able to leave the church with a court date and a lawyer. Others may have their charges dropped after a judge reviews the case.
This is the 10th surrender program across the country sponsored by the U.S. Marshal’s office. Officials say more than 10,000 people have turned themselves in since the program began in Cleveland in 2005.

Two bail bond companies in trouble with the law www.privateofficer.com
ORANGE COUNTY, Fla. July 9 2008 A complaint has been filed and investigators and area reporters is investigating an Orange County woman’s claims that her home was invaded by bounty hunters. She claims a group of bail bondsmen raided her Pine Hills home over the weekend and threatened her family.
She says they broke her door and made a big mess looking for her niece who doesn’t even live there.
“‘I don’t need a search warrant. Open the door, we looking for Karen,’ and I said ‘Karen don’t stay here.’ ‘Open the door. If you don’t open the door, we gonna kick it down,’” recounted Johnnie Clayton, the woman who had her home searched.
A bondsman from All-Star Bail Bonds denies doing any damage to the home. He says since the suspect failed to show up to her court appearance and listed the home as one of her addresses, they have the right to raid the home.
The bondsman said they could raid the same home again if they believe the suspect was there.
MORGAN COUNTY MO- The jury trial against an area bail bondsman facing multiple felony charges allegedly committed while chasing a bail jumper starts Wednesday at the Morgan County Courthouse.
Last October bondsman David Vinson of Versailles was attempting to apprehend bail absconder Ronald E. Brown of Stover, when the situation quickly unraveled.
The 25-year-old Brown was facing multiple charges accumulated between March and May 2007 for passing bad checks under $500 and driving with a suspended license. On Oct. 12, he was scheduled to appear in court.
Reports indicate that Brown sent a ’significant other’ into court for him to make an excuse as to why he couldn’t be there. Meanwhile Brown was reportedly outside in his vehicle, circling town.
Vinson, who had bonded Brown out of jail, was also circling town. When the two met, a car chase through Versailles ensued.
Vinson managed to corner Brown on a dead-end street. Nearby residents called police to report the two yelling at each other.
As officers were arriving, Brown escaped by driving through a resident’s yard.
That’s when Vinson allegedly open fired and shot out the back window of the SUV Brown escaped in.
Only one shot was fired and Vinson’s weapon has remained locked up as evidence.
Vinson was taken into custody by the Versailles Police Department and charged with five felony counts including assault in the first degree and unlawful use of a weapon.
He was being held on a $50,000 cash-only bond. That was later reduced to $25,000, 10 percent cash or surety bond and posted by his own bond company.
In January 2008 he was bound over to circuit court.
As long as Vinson does not take a last-minute plea deal, the jury trial will start at 9 a.m. in Courtroom A at the Morgan County Courthouse.
Three days have been set aside for the trial, which Judge Stan Moore will preside over.
Brown remained at large until early November when his arrest warrant was served. He has since pleaded guilty to all pending charges and served jail time.

Disney security officer fired for violation of gun policy www.privateofficer.com
LAKE BUENA VISTA FLA July 9 2008 — A Disney security officer was fired Monday for bringing a gun to work.
A spokesperson said Edwin Sotomayor was let go for violating company policy and failing to cooperate with an investigation.
On July 1, a new state law took effect, allowing Floridians to take their guns to work, as long as they stay locked in their cars.
However, Disney said the rule doesn’t apply to its entire property because the park has a permit for fireworks.
Sotomayor protested the decision, and refused to allow his car to be searched when he got to work July 4.
He was suspended, but Disney made the decision to terminate him.
