Deputy David Gilstrap was struck and killed by a vehicle while directing traffic on Hog Mountain Road at approximately 7:30 am. He and another deputy were providing traffic control at the entrance to a school when the incident occurred. After being struck, he was transported to a local hospital where he remained on life support until succumbing to his injuries later that evening.
Deputy Gilstrap had served with the Oconee County Sheriff’s Office for 3 years and had previously served with the Clarke County Sheriff’s Office for 13 years. He is survived by his wife.

http://www.privateofficer.com/ Authorities in south Georgia have arrested a police officer and accused him of extorting money from Hispanic drivers in Atkinson County.

The county sheriff’s office and Georgia Bureau of Investigation conducted an investigation after receiving information that an officer had taken money from several traffic offenders.
Police have now charged 28-year-old Pearson police officer Robert Julian Bennett with two counts of bribery and two counts of theft by extortion.

Investigators say Bennett was on duty when he was arrested on Friday. He is accused of stopping motorists on Sept. 20 and Sept. 29 and not citing them in exchange for money.
The investigation is on-going and there was no word on Bennett’s job status with the police department.

http://www.privateofficer.com/ Dozens of police officers disrupted the work of a road maintenance crew Tuesday when they heckled civilian flaggers who have replaced law enforcement officers at construction sites under new state rules.
Woburn Police Chief Philip Mahoney and on-duty officers had to restore order, telling the roughly 50 protesters — off-duty officers from Woburn and surrounding communities — to stay out of the way of the crews clearing catch basins.
Tuesday was the first day the new rules affected Massachusetts Highway Department projects. Protesters parked on the state highway and entered a posted work zone, both of which are illegal, said state Highway Commissioner Luisa Paiewonsky.
One off-duty officer also drove down the street against the flow of traffic, saying he had been misdirected by a flagger. Flaggers for at least five other sites worked unimpeded, said Paiewonsky.
“We’re going to keep doing this,” the commissioner said. “It’s the law. We have the right under the law to use flaggers under certain conditions, and we’re going to do that and we’re going to continue to use police details when the conditions warrant.”
Gov. Deval Patrick, who issued the new rules, said the old system unnecessarily increased costs, and that police protection was not needed at all construction sites. Critics have suggested that some officers pass the time on such shifts by sitting in their cars.
They also question whether the overtime details leave the officers too mentally or physically tired for their regular shifts. The administration’s new rules set up a three-tiered system for classifying work sites. Roads with speed limits of less than 45 miles per hour are the most likely to have civilian flaggers assigned to them.
Flaggers are paid $15-$26 per hour, while police officers receive $30-$42 per hour. Most flaggers used Tuesday were paid between $15 and $19 per hour, Paiewonsky said.

Police responded to assist a railroad police officer who was attacked by a man near a homeless shelter in West El Paso, emergency dispatchers.
The incident happed at around 2 a.m. at the Rescue Mission of El Paso in the 1900 block of West Paisano.
Police said that 54-year-old James Stephen Dean was found trespassing on the railroad tracks in the 200 block of Ruhlen Court about 12:55 a.m.
When approached by railroad police officers, Dean allegedly threw objects at them as he fled the scene.
Dean was caught a short distance away. During the arrest, Dean allegedly produced a knife and stabbed Union Pacific police officer Rogelio Quinonez in the right leg, police said.
Dean then fled again and was caught by railroad police in an office at the Resuce Mission at 1949 West Paisano. The suspect was taken into custody, and police used a Taser to disarm him, El Paso police said.
Dean was charged with aggravated assault against a public servant, assault on a public servant and resisting arrest, search, or transportation, and he was booked into the county jail.

http://www.privateofficer.com/ A high school coach in south Georgia has been charged with sexual assault after female students came forward with allegations.
The Georgia Bureau of Investigation says that they and the Lanier County Sheriff’s office have conducted an investigation into the allegations and have charged the coach with two counts of sexual assault.
Police said that 42-year-old Robert E. Williams, the boys basketball coach at Lanier County High School, turned himself in Tuesday and was arrested.
Lanier County Sheriff Nick Norton said Wednesday that bond was set at $20,000. Schools superintendent Keith Humphries says Williams is on paid administrative leave.
The GBI says state law prohibits sexual contact with a person under one’s supervisory or disciplinary authority. The crime is punishable by 10 to 30 years in prison.
Williams is being held at a jail in a jurisdiction outside of Lanier County, GBI officials said.

http://www.privateofficer.com/ A security officer was injured Thursday afternoon when he was hit by a car in the parking lot of a Hialeah shopping center.
Hialeah police said they responded and found that the security officer was trying to catch two women suspected of shoplifting at the Westfield Westland Shopping Center.
The women got into a car and hit the security officer with it as they drove away, police said.
Local police and county deputies searched the area and are looking for the suspects who will face serious charges when apprehended.
The injured guard was taken by ambulance to Palm Springs General Hospital with minor injuries, and police said he is in good condition.
Police did not say if the security officer was employed by the shopping center or one of the stores and they did not release their name.

Two Pima County corrections officers who work at the jail have been arrested for illegally accessing a secure computer database. FBI agents have not revealed what information they obtained or were looking for.
Sameer Qasem, a 5 year employee at the Pima County jail, and Keith Doty, a 2 year employee, were arrested by FBI agents this morning. The FBI says between March 2007 and May 2008, the two men illegally accessed a jail computer database.
FBI assistant special agent in charge Amy Hess says, “Basically they were accessing the information in that computer for unauthorized purposes, meaning purposes not relating to work.”
Qasem is charged with 26 counts of computer tampering, while Doty is charged with 8 counts of computer tampering.
FBI agents also arrested Sameer Qasem’s brother, Jameel Qasem, for having fake driver’s licenses and social security cards. He’s charged with fraud and forgery. As to how the three arrests connect, Hess says, “That’s still being investigated and we’re certainly looking into all possibilities and what they might have been doing with that information.”
The FBI’s Southern Arizona Corruption Task Force worked jointly with the Pima County Sheriff’s Internal Affairs on this case.

A Madison County court security officer has settled his defamation suit against the city of Venice.
Harold Wilson, Jr. filed suit against Venice in December 2007, alleging Venice published to personnel at the Madison County Sheriff’s Department a document stating he could possibly be in custody at the Venice Police Department.
Wilson claimed the statements made by Venice on Dec. 6, 2006 were false and defamatory causing injuries to his reputation.
He claimed the city knew the person they had in custody was in fact not him and made the statements with actual malice, justifying an award of punitive damages.
Venice denied all allegations.On Sept. 24, at a case management conference, both parties notified Madison County Circuit Judge Daniel Stack that a settlement had been reached in the case.

GEORGETOWN, SC OCT 10 2008 Authorities say they’ve arrested a police officer, a corrections officer and the owner of a chop shop in a stolen vehicle scheme.
Georgetown County Sheriff’s Investigators and members of the Organized Crime Bureau arrested 22-year-old Martin Grice of Georgetown, 30-year-old Patrick Cumbee of Andrews, and 26-year-old Dedrick McCray of Andrews Wednesday afternoon.
Grice, a Georgetown County Detention Center correctional officer, was charged with misconduct in office and possession of a stolen vehicle.
Cumbee, an Andrews police officer, was charged with misconduct in office and possession of a stolen vehicle. Mccray, owner of a chop shop, was charged with possession of a stolen vehicle, chop shop, and receiving stolen goods.
The investigation began Monday when members of the OCB received information from a Georgetown County Sheriff’s Office employee that Grice was attempting to sell a stolen motorcycle. Once members of the OCB received this information they, along with sheriff’s investigators, discovered that Grice sold the motorcycle to Cumbee.
As the investigation continued, sheriff’s investigators, members of the OCB and members of the
Andrews Police Department found that Cumbee purchased the motorcycle from Grice and took the motorcycle to McCray’s chop shop for alleged mechanical work.
When the investigation led to the whereabouts of the motorcycle and other valuable evidence, a search warrant was obtained for McCray’s residence to retrieve the motorcycle. During the execution of the search warrant, members of the OCB and sheriff’s investigators located the motorcycle in addition to other motorcycles. At this point another search warrant was obtained for the additional motorcycles.
Once the second search warrant was obtained it was discovered that parts on the other motorcycles were from other stolen motorcycles combined to construct one along with removed VINs and stolen license plates. These motorcycles and the one Grice sold Cumbee were seized along with other evidence items relating to the operation of a chop shop.
Grice, Cumbee, and McCray turned themselves in at the sheriff’s office Wednesday where they were arrested and transported to the Georgetown County Detention Center. All three are incarcerated and are currently awaiting a bond hearing.

http://www.privateofficer.com/ Security officers working at an area mall were ran down by a suspected shoplifter trying to flee and now police are looking for her.
Salem police confirmed that they are looking for a 42-year-old woman who nearly ran over Lancaster Mall security officers who tried to stop her after she was suspected of shoplifting.

Police say that the woman, whose name has not been released by police, is accused of taking items from the Burlington Coat Factory about 7 p.m. Tuesday, Lt. Mark Keagle said.
When security officers confronted her outside, she tried to run over them with her pickup truck as she drove away.
The case has been passed to detectives. No description of the woman was made available. But police do believe they know her identity.
She faces charges of first-degree robbery, third-degree theft and reckless driving, Keagle said.
