www.privateofficer.com — A man trying to flee with stolen property from a store in the Westfarms mall slashed a security officer who was trying to stop him from stealing a food processor from a mall, West Hartford police said.
The man walked out of Macy’s Wednesday night with a $300 food processor, police said.
When the security officer grabbed the suspect and tried to stop him, the man pulled a knife and slashed the guard’s hand, police said.
The guard was not seriously hurt and police are looking for the man who cut him.
The man fled in a blue Toyota Corolla with stolen Connecticut license plate 270TLC with someone else behind the wheel.
Security officers were not able to see the driver.The wanted man is described as white or Hispanic, about 5 feet 6, 160 to 180 pounds. He was wearing a white Yankees hat, a tan Nike hoodie, tan sweat pants and white sneakers. He also wore glasses and had a thin mustache according to mall security officers.
Anyone with information about the incident is asked to call Det. Jose Rivera at 860-523-2070.

3 Alabama firefighters charged with arson http://www.privateofficer.com
ARAB, Ala. OCT 18 2008 — The arrest of three members of the Ruth Volunteer Fire Department and a juvenile on arson charges has shaken the department, but it hasn’t broken it.
“It’s been a terrible ordeal for department,” said Chief Nancy Nolen.

“We are all taking it pretty hard, but we are still responding to calls, and we are still training, and we don’t plan on stopping. We still want to serve our community and get our (insurance) ratings lowered.”
Brandon McQueen, 22, of Elmore Drive, Derrick Greer, 29, of Saylor Circle, Steven Christopher Owens, 24, of Mount Oak Road and a juvenile are charged in a string of arsons in this summer.
They are no longer associated with the fire department in any way, Nolen said.
Members of the RVFD initiated the investigation.
“The last two fires, there was just something about them that were very strange,” Nolen said. “I can’t quite put my finger on what it was, but something just wasn’t right. So, we called the sheriff’s office and began the investigation.
“The sheriff’s office has been very good to work with,” she continued. “Their response to it and their professionalism has been wonderful. And, they’ve been very supportive of the department. We are glad they solved the case, regardless of the outcome.”
The hardest part, Nolen said, was knowing that firefighters were involved.
“It’s hard to imagine how they could do this, not only to the community but to the department,” she said. “They stood shoulder to shoulder with us fighting the fires that they knew they started. It’s just hard to understand the betrayal.”
Part of that betrayal came from Nolen’s son, Owens, who was a captain in the department.
“I really can’t discuss the individuals because the case hasn’t been closed yet,” she said. “They still have to go to court, so I can’t really get into specifics.”
Support from the Ruth community has been overwhelming, Nolen said.
“We have gotten cards, calls and e-mails, and they have been good,” she said. “To know that they are standing beside us has been a tremendous help.”
With only about 10 active members, losing three to arrests has hurt.
“We are looking for new members,” Nolen said. “We need the help. Anyone who wants to volunteer is welcome. I would encourage the community to help us. Anyone in the community is welcome to join or attend our meetings.”
The department meets at 7 p.m. tomorrow and each third Thursday of the month at the fire hall on Mat Morrow Road.
“If you don’t want to fight fires, we have other things that need doing, from cleaning to fundraising,” Nolen said. “We’ll find you something to do.”
Nolen, who has been in the department for 10 years and chief for two years, said RVFD will do background checks on new members and possibly current members.
“We’ve talked about doing it in the past, but we never did,” she said. “We will definitely be doing that, now. We’ll be looking at driving records and criminal history.”
That’s not a guarantee of rooting out would-be criminals, though.
“I don’t think background checks would have turned up anything on (the four charged),” she said.
Nolen said the department has been tested over the past few weeks.
“But we aren’t going to let it tear us down,” she said. “We’ll be here serving the community. We are planning our annual chili supper (Oct. 31), and we’ll continue with our training.”
The same week the first arrest was made, the department began a drive to get money donated through residents’ water bills.
“It was strange to have that begin the same week as the first arrest, but it had been planned,” she said. “The water company tells us there has been a good response from the community, but we don’t know exact numbers yet. We are really excited about this project.”
Nolen also asked that a comment in an earlier Tribune story be clarified.
Greer was featured in a Tribune story on Sept. 17 as a business owner. In the story, he claimed to be the RVFD’s chaplain.
“We don’t have a position of chaplain in the department,” Nolen said. “We never have had.”
At the time of his arrest, Greer was the chairman of the board for Marshall County Citizens for Property Rights, a group trying to get the home rule law in Marshall County appealed.

It happened in front of the AMC theatre at Merchant’s Crossing near the corner of U.S. 41 and Pine Island Road in North Fort Myers.
Police detectives spent three hours interviewing four individual witnesses, trying to figure out exactly what happened.Parents taking their kids to a PG-rated movie walked out to an R-rated scene.”This is a frightful scene to bring my grandchildren to out the doors.

Police say that a security officer shot a man who had been harassing him for more than a week. What police aren’t sure of is why deadly force was used.

Sheriff investigators said that they are uncertain if charges will be brought but they are continuing their on investigation to determine if this was a true case of self defense.

Authorities are still investigating how a man made it as far as he did inside an airport with a knife and an explosive device.
Police said that the man was pulled from a Las Vegas bound Southwest Airlines flight departing from Macarthur Airport on Long Island Thursday morning after airport security found an improvised explosive device in his carry-on bag.
The man was also found to have a knife and fireworks (including M-80′s) in his checked luggage. The explosive device found inside his carry on bag may have been a pipe bomb.
Authorities identified the man as Steven Nobles 20, a Las Vegas resident who was visiting relatives in the New York area. Nobles said that he had forgotten that the items were in a bag.
Parts of the Southwest Airlines terminal at the Islip, L.I. airport were shut down for about an hour and passengers were evacuated while authorities swept the area and took the suspect into custody.
Local and federal authorities responded along with a bomb squad, fire and rescue personnel, the FBI and Department of Homeland Security officials.
The man was traveling alone, and does not appear to have any links to known terror groups.
Federal authorities say that they are still investigating and the man faces multiple federal charges.

ROARING SPRINGS, Ky.OCT 18 2008 – Kentucky State Police gave a press conference Friday morning regarding the injured person and three dead bodies found near a burnt home Wednesday night in the Roaring Springs community of southern Trigg County, Ky., near Fort Campbell.
Kentucky State Police Trooper Dean Patterson did not release the names of the victims, even though neighbors told NewsChannel 5 that they believe the victims were mother Christi Frensley, 17-year-old daughter Kayla Williams, 14-year-old daughter Kortney Frensley and 5-year-old son Ethan.
Thursday KSP released that one of the bodies was ruled to be a victim of criminal homicide.
“An autopsy has been performed this [Thursday] afternoon on one of the victims of this fire,” Patterson said Thursday afternoon. “It was juvenile victim. We still can’t release the name. They’re still waiting on some notification of some family members. That ruled has been ruled a homicide. So this has turned into a homicide investigation, at least in some part.”
Patterson said that autopsies on the other two bodies, whose deaths were considered suspicious, were scheduled to be performed Friday. Those results could also be expected Friday.
The fourth person injured, who neighbors said is the mother, was hospitalized. There has been no information released on her condition.
Also Friday morning, Patterson did not identify any suspects yet.
“We’re cultivating everything that we can to come up with leads or suspects at this time,” Patterson said.
Although, Patterson did tell people in the Roaring Springs community to be “very vigilant,” and the trooper also mentioned that the family has military ties.
Thursday neighbors talked to NewsChannel 5 about the uneasiness of having a murderer on the loose.
“It makes you fear. It makes you scared,” Malcolm Bigg said, who lives near the Military Road home.
“The way they [were] done, the way that everybody said it was done, it seems more of an execution style,” Bigg said. “They had to know that she was there with those kids alone,” he said.
Neighbors also gave NewsChannel 5 the insight on Christi Frensley and her children.
“She loved her kids,” said Melody Holder, a Frensley friend. “You know, her kids were her life. You know, and I believe that’s why she’s hanging on so that, you know, that justice can be done.”
“They were just all good kids,” Bigg said.
“The little boy, he was outgoing. He really got around. He [would] come over the house all the time,” Bigg said. “And so, they were all around good kids.”
Local residents also said that two victims were found outside the home – one floating in the pool and one by the woodshed. The others were inside the house.

The number of justifiable homicides committed by police and private citizens has been rising in the past two years to their highest levels in more than a decade, reflecting a shoot-first philosophy in dealing with crime, say law enforcement analysts.
The 391 killings by police that were ruled justifiable in 2007 were the most since 1994, FBI statistics show. The 254 killings by private individuals found to be self-defense were the most since 1997.
The FBI says a homicide committed by a private citizen is justified when a person is slain during the commission of a felony, such as a burglary or robbery.

Police are justified, the FBI says, when felons are killed while the officer is acting in the line of duty. Rulings on these deaths are usually made by the local police agencies involved.
Some law enforcement analysts say the numbers represent changing attitudes on the streets, where police have felt more threatened by well-armed offenders, and citizens have taken greater responsibility for their own safety.
James Alan Fox, a criminal justice professor at Northeastern University in Boston, describes an emerging “shoot-first” mentality by police and private citizens.
Some law enforcement analysts say the numbers represent changing attitudes on the streets, where police have felt more threatened by well-armed offenders, and citizens have taken greater responsibility for their own safety.
James Alan Fox, a criminal justice professor at Northeastern University in Boston, describes an emerging “shoot-first” mentality by police and private citizens.
For several years, police departments have armed their officers with higher-powered weapons to keep pace with criminal gangs. “Clearly there is a message out there that citizens may be able to defend themselves” as well, he says.
Alfred Blumstein, a Carnegie Mellon University criminologist, says the gun “legalization movement” also may have helped create a “greater willingness” among citizens to act in self-defense.

A Birmingham area police chief had the tables turned on him today when he found himself on the wrong side of the law.
Jefferson County sheriff deputies arrested Lipscomb Police Chief Conlin Payne Thursday morning after he was indicted by a Jefferson County grand jury on a child abuse charge.
Jefferson County deputies went to Payne’s office in the City Hall building at around 11a.m. to serve the warrant and took Payne, 36, in custody without incident.
Hoover police said that they received a child abuse complaint on May 28 against Payne who lives at 212 Squire Circle in the city limits of Hoover.

Illegal immigrants who get into trouble with the law in Las Vegas will be referred to federal immigration enforcement officers — even if they aren’t found guilty of any criminal offense — thanks to a new program being instituted by the city’s police department.
The Las Vegas Metropolitan Police Department announced Wednesday a partnership between Immigration and Customs Enforcement that will implement a jail-based program focusing on identifying criminals who are illegally in the United States.
The effort is part of Section 287 (g) of the Immigration and Nationality Act, which authorizes the U.S. Department of Homeland Security to enter into agreements with state and local law enforcement agencies, permitting designated officers to perform immigration law enforcement functions.
Individuals arrested into the Clark County Detention Center who report a foreign birth, a standard question when entering the system, will be referred to one of 10 specially trained correction officers. Officers will have access to the Federal Immigration Database, a system previously only authorized to ICE.
If correction officers find a question of illegal status, the case will be referred to ICE. Individuals will serve their local or state sentence before the case is seen before an immigration judge.
Depending of the level of the crime, the individual may be held in custody by ICE or released on a bond before the hearing.
“This program will assist Immigration in identifying persons with documentation concerns in our detention center so those cases can be handled according to procedures set up by ICE,” Sheriff Douglas Gillespie said. “We do not want to give criminals the opportunity to return to a life of local crime.”
The program officially begins later this month and will not be retroactive, although ICE is currently looking into some cases within Clark County Detention Center.
The program will not be in other city jails or in the Clark County Juvenile Detention Center.
Though Metro Police assured the program will not be “policing innocent people on the street,” individuals with documentation concerns who have been found not guilty will be turned over to ICE.

Tinicum Township Police Cpl. William Mooney says the officers discovered an open gate around 11 p.m. Thursday on the grounds of the Sand Castle Winery.

Investigating further, they also found an open side door in the building.

He screamed for assistance and the other officer who came to help him fell down the shaft as well.
Both men were airlifted to St. Luke’s Hospital in Bethlehem where they are scheduled for surgery on Friday morning.

A mall security officer was attacked and injured according to police when the female security guard was locking up the west end of the mall and noticed a man standing near a car in the parking lot.

A mall security officer was attacked and injured according to police when the female security guard was locking up the west end of the mall and noticed a man standing near a car in the parking lot.
Police say she walked toward him to see what he was doing and he all of a sudden came at her with a knife cutting her right hand.
The suspect according to the security officer then ran toward Kemp.
Police arrived at the mall and searched the area for a man that is described as a black male, 6’3, 210 pounds, approximately 40-years-old with graying hair on the sides of his head.
Police say that he was not located during their search.He was wearing a black shirt and baseball cap, and jeans at the time of the attack police said.
Police said that the security officer received minor injuries that were later treated.

Sacramento police and city officials have finalized a series of severe cuts to police service in the city in an attempt to fill historic budget shortfalls.
In a memo sent to City Manager Ray Kerridge today, Police Chief Rick Braziel said the cutbacks will slash about $1.8 million from the police budget – leaving the department another $1.8 million short of what it needs to slash in order to fulfill the cuts mandated by this year’s citywide budget.
The cutbacks – most of which went into effect last month – will have harsh impacts, including:
* Longer wait times for 911 calls to be answered
* A significant decrease in the number of robberies, sexual assaults and burglaries that detectives respond to “after hours”
* A reduction in routine patrols by officers
* An increase in response times to low priority incidents
“These items will negatively impact customer service to the community and the working conditions of our employees,” Braziel wrote.
The department has taken other cost-saving measures, according to the memo. Cutbacks in overtime and other pay have slashed paychecks by up to 20 percent for most officers.
Braziel first proposed the cuts last month in a two-page memo he sent to Kerridge. The city manager, as well as Mayor Heather Fargo and members of the City Council, asked for a more detailed outline on the cutbacks and their impact.
The revised six-page memo sent today will also be distributed to the mayor and City Council, officials said.
Cutbacks to the police and fire departments have become a divisive issue in the mayoral campaign.
Fargo has said she would prefer not to cut other city services in order to beef up the police and fire budgets, while her challenger, Kevin Johnson, is proposing increasing the city’s public safety budget by as much as $38 million.

Police arrested the 27-year-old Myrtle Beach man after they say he left his infant daughter alone in a car in a strip club parking lot.
When officers arrived on the scene, concerned citizens pointed the way to the vehicle and police say that found the girl’s father, Geoffrey Hale, inside Derrieres Men’s Club smoking a cigarette and getting a lap dance after someone called to report in the baby in the car. He was charged with unlawful conduct toward a child.
Hale told investigators that he came to the club to get a cell phone from his wife, who is a dancer there.
