Police Officer Shane Figueroa was killed in an automobile accident while responding to a call.Officer Figueroa was northbound on 19th Avenue responding to a shots fired call when a car collided with his near 19th Avenue and Roeser Road. The other driver had four warrants and was arrested on manslaughter and assault charges. A passenger in the other car was seriously injured.Officer Figueroa is survived by his wife and a 3-month-old child.

Lieutenant Frank Stecco drowned while participating in a helicopter water rescue training scenario in Pohick Bay Regional Park.He had entered the water wearing only a dry suit, to role play a victim, but failed to resurface. An intense search was immediately initiated.
Divers located him on October 25, 2008, approximately 100 feet from where he was last seen.
Lieutenant Stecco had served with the Fairfax County Police Department for 19 years and was assigned to the Youth Services Division. He is survived by his wife, three children, and mother.

State officials ordered an administrative leave this week for the executive director of the Abraham Lincoln Presidential Library and Museum, pending the outcome of an August shoplifting charge. Security guards at a Springfield Target store believe Richard E. Beard was trying to steal a DVD box set.
Beard, 61, sits on the Illinois Abraham Lincoln Bicentennial Commission and was past chief operating officer of the New-York Historical Society and executive director of the Atlanta History Center. He is in charge of running the Lincoln library and museum in Springfield, and appeared in court this week on charges that he tried to steal a Season 4 box set of the TV series “House,” which retails for $39.99.
The incident was the second known shoplifting arrest for Beard. In February 2007, four months after he was named director of the Lincoln library, he was apprehended after security guards reported that he shoveled neckties into his shopping bag after buying other items at a Macy’s in Springfield’s White Oaks Mall. In that case, he paid a $200 fine and got court supervision. During questioning after the August arrest, he admitted to a theft of DVDs from Target in November 2007 in which he was not caught, said Ray Serati, spokesman for the Springfield Police Department, citing police records.
The Lincoln library has more than 6,000 manuscript collections and over 10.8 million unpublished letters and diaries from Civil War soldiers, papers of Illinois businessmen, individuals and government officials. The museum holds a trove of Lincoln family photos, Mary Lincoln’s music box, Tad’s toy cannon, and the first page of Lincoln’s boyhood sum book, in which the then-future president scrawled a rhyme and taught himself math.
Beard has been director of the museum and library since November 2006, when he replaced the first director, Richard Norton Smith.
Before coming to Springfield, Beard was chief operating officer of the New-York Historical Society and executive director of the Atlanta History Center. He also sits on the Illinois Abraham Lincoln Bicentennial Commission.
He earns $150,000 as the library and museum director. He receives an additional salary for running the library’s foundation.
Beard was put on paid administrative leave, and his duties were given to other officials “until further notice,” Blanchette said.

TULE RIVER RESERVATION CA OCT 26 2008 — A man who on Wednesday was maneuvering an Eagle Mountain Casino tour bus in the casino’s north parking has died.
The twenty eight year old man, whose name has not been disclosed pending notification of family, was driving the bus eastbound in the north dirt parking lot at about 10 mph when the bus turned in a northwesterly direction and hit the back of a parked vehicle, the California Highway Patrol reports.
The bus then ran into three additional parked vehicles and continued west toward an abandoned structure.
The front of the bus hit the east wall of the structure, turning south and exiting through the south wall of the structure, CHP reports. The bus continued south down a hill, crossing a dirt road and over a dry river dirt embankment.
Then, the front of the bus struck a rock and came to rest facing a southerly direction, CHP reports.
Eagle Mountain Casino security personnel responded and found the driver unconscious in the driver’s seat. The officers removed the driver from the bus and administered first aid until EMTs arrived and performed CPR.
The driver was transported to Sierra View District Hospital, where he died due to a medical condition unrelated to the traffic accident, CHP reports.

Injuries on campus can range from scrapes and cuts to the occasional serious emergency.
When an injury requires immediate attention, the OCCC(Oklahoma City Community College) security officers are prepared to help as first responders, said Keith Bourque, Campus Safety and Security coordinator.
Jesse Dages found this out when he suffered a medical emergency in the Aquatic Center recently.
A seasoned athlete, club swimmer and swim instructor, Dages is not unfamiliar with poolside injuries.
During a strenuous workout recently, Dages suffered an over-exertion attack.
“I knew I was in trouble when I couldn’t bend my knees,” Dages said.
He said the college lifeguards sat him down away from the side of the pool and called for emergency help.
“In under two minutes, security was on the scene, and in five, the fire department and other emergency vehicles were, too,” Dages said.
The security officer administrated oxygen to Dages until the fire department arrived.
“When an emergency is reported, security immediately dispatches first responders to the scene,” Bourque said.
“EMSA (the Emergency Medical Services Authority) is also called as is the Oklahoma City Fire department,” he said.
Security officers are equipped to handle many medical emergencies, Bourque said.
“We have oxygen. We have an AED (automated external defibrillator) as well as basic first aid.
“We do not dispense medication. As far as chest pain patients, trauma patients and the like, we can evaluate and treat and then hand them over to the paramedics.”
All security officers are First Responder Certified and are required to update their training at least every two years, Bourque said.
Because of the First response team’s efforts, Dages said, he was able to go back to his workout and drive home safely.

John Whitlock 21 of Oak Street, Scranton, and Jacob Servani, whose age and address were not immediately available this morning, were arrested on charges of retail theft, according to Dickson City Police.
The men were stopped after officials at the Target store at 1140 Commerce Blvd. reported two shoplifters just after 10 p.m. Wednesday. Police made a traffic stop at Commerce Boulevard and Viewmont Drive and took the men into custody.
They also could face additional charges stemming from a retail theft at Wal-Mart at 900 Commerce Blvd. on Tuesday, police said.Mr. Whitlock was in Lackawanna County Prison this morning on $15,000 cash bail. There was no further information on Mr. Servani.

Bucks County’s security guards don’t have a contract nearly three years after they formed a union and now they can’t even bank on binding arbitration to advance negotiations.
A hearing examiner with the state labor board ruled last week that security guards are not essential to the functioning of the courts, which means they are not entitled to arbitration. The union prefers this type of arbitration because both sides would have to accept the ruling of a neutral arbitrator.
Union attorney Todd Eagen said the guards plan to appeal the decision to the three-member Pennsylvania Labor Relations Board, which could decide to send the matter to county court. Salaries continue to be the sticking point, he said.
“Our position has always been that we’re simply looking for wages that would give the security guards what I’ll call a living wage,” Eagen said. “We have officers on state and federal assistance programs because of the wages they make.”
The security guards’ average salary is $34,675, according to the county controller’s office.
Neil A. Morris, the county’s labor counsel, declined to discuss specifics of negotiations, but he said, of the county’s 19 collective bargaining units, the security guards association is the only one not to settle. There are about two dozen guards compared with the county’s nearly 900 AFSCME employees
It’s unrealistic for them to expect they can receive more and better benefits than we’ve given to the other employees,” he said. “When we started this, they were highest paid security guards in five-county area.”
The guards overwhelmingly rejected the county’s “last final” offer in October, Morris said. Holding out for binding — also called “interest” — arbitration is futile because an arbitrator would likely award guards a contract that reflects terms the county negotiated with other unions.
“Their position on the interest arbitration issue is completely frivolous,” Morris said, referring to the union’s original complaint that the county committed an unfair labor practice by refusing to participate in arbitration. “They would get what the county is offering now.”
The recent decision marks the second time the hearing examiner rejected the union’s attempts to secure arbitration. The first time, the state labor board overturned the examiner’s ruling and ordered a hearing on the case. Despite the May hearing, the ruling did not change.
There is another court action pending in connection with a county plan to subject security guards to electroshock from a Taser as part of the weapons’ training program. Eagen said the union agreed to put the matter on hold until the county schedules the mandatory training.

www.privateofficer.com– A North County couple has been charged with felony elder abuse for allegedly leaving an 84-year-old man suffering from Parkinson’s disease in a van while they gambled at a casino.
A security officer at the Valley View Casino in Valley Center spotted the man in the vehicle Saturday and called authorities, said Steven Carver, a deputy district attorney
Firefighters had to break a window to rescue the man, who had been in the van about an hour-and-a-half and was unresponsive, Carver said. The man was taken to a hospital, where he stayed overnight before being released.
The couple, Donnie and Tessie Magan, pleaded not guilty Wednesday in Vista Superior Court to one count each of felony elder abuse. The couple, who live in the Rancho Bernardo area, face up to four years in prison if convicted, Carver said.
Donnie Magan, 48, was released on his own recognizance. Tessie Magan, 49, remains in Vista jail on $50,000 bail. Neither the Magans nor their attorney could be reached for comment Thursday.
Carver said Tessie Magan worked as the man’s caretaker. On Saturday, he said, she offered to take him to her house for a barbecue. The couple then drove to the Valley View Casino, arriving there about 4 p.m., Carver said. The man was found in the van about 5:30 p.m.
The couple’s next court date is Nov. 3. A preliminary hearing is scheduled Nov. 5.

Carver said Tessie Magan worked as the man’s caretaker. On Saturday, he said, she offered to take him to her house for a barbecue. The couple then drove to the Valley View Casino, arriving there about 4 p.m., Carver said. The man was found in the van about 5:30 p.m.
The couple’s next court date is Nov. 3. A preliminary hearing is scheduled Nov. 5.
