www.privateofficer.com — Delaware State Police charged a 54-year-old Lewes man after he allegedly touched another male’s buttock in a bathroom at the Rehoboth Mall.
A 31-year-old Milton man informed police he was inside the male bathroom at the Rehoboth Mall on Friday at approximately 5:50 p.m. when he observed someone watching him through a bathroom stall.

A 31-year-old Milton man informed police he was inside the male bathroom at the Rehoboth Mall on Friday at approximately 5:50 p.m. when he observed someone watching him through a bathroom stall.
The victim stated there was a small hole in the bathroom stalls wall and he noticed an eye watching him.
The victim asked the subject what he was doing, when James R. Moore, 54 of Lewes, acknowledged the victim and came out of the stall and stood next to the victim. The victim informed police Moore stated he was a security guard and that he was inside the stall watching for shoplifters.

The victim then states Moore allegedly grabbed his buttocks with his hands while making a kissing gesture with his mouth. The victim, offended by these actions, demanded to see some identification from Moore when Moore fled out of the restroomThe victim called police and chased Moore outside the mall towards the McDonalds parking lot.
A state trooper in the immediate area was able to locate the two as they were running in the McDonalds parking lot. Moore was detained as both parties were interviewed.
Consequently, Moore was arrested for third-degree unlawful sexual contact and disorderly conduct.
Moore was released on a $400 unsecured bond and ordered to have no contact with the victim.
