www.privateofficer.com — A security officer patrolling an apartment complex is being called a hero by residents after he stepped in when he saw a woman being dragged out of a Dayton apartment building by her hair.
Police said the security officer spotted the man dragging and assaulting a woman from inside her apartment on Norris Drive.
The security officer immediately intervened as they were exiting the building and he was able to get the man subdued while he called in police assistance.
Phipps is charged with kidnapping, aggravated burglary and domestic violence.
Police officials say that the woman had already been assaulted and was being forcibly taken against her will and without the intervention of the security officer the woman may have faced serious peril and even death.

With 2,300 ethnically and culturally diverse students and dozens of administrators and staff, Kentridge High School has a larger population than some towns.
“It’s like a mini-city here,” says Dave Fowler, the school’s security officer.
And if Kentridge is like a city, that makes Fowler the sheriff, a prospect that makes him laugh.
“We don’t have anything too extreme here at Kentridge,” he says.
“Everybody knows where the line is,” agrees Principal Mike Albrecht.
Fowler has been holding that line at the high school since 2000, and this year received recognition for his efforts as the Washington State School Safety Officer of the Year for 2008.
“It’s pretty humbling,” said the soft-spoken, but easy-to-smile Fowler. “To be recognized for what you’ve done: It’s a great honor.”
As one of the school’s safety officers, Fowler, 39, spends most of his day patrolling the halls and talking to kids, building rapport.
“They understand I’m here in their best interest,” Fowler says. “I try to be fair with everybody and the kids know that.”
As the linebacker coach with KR’s football program and leader of the Kingsmen – a program he put together to help mentor young black men – Fowler spends a lot of time getting to know students and gaining their respect.
“What I try to do is build rapport with the students so when there’s times of conflict and strife in which I am called in, I have laid the groundwork,” he says.
The work allows Fowler to combine his love of sports with his degree in criminal justice from Alabama State.
On a typical patrol of the school on his way to the cafeteria for the lunch periods, Fowler talks to kids, encouraging them to get to where they are supposed be (hint: it’s not the hallway) and sharing a smile or a joke.
The students seem to know and respect him and several come up and talk to him, either about the Kingsmen, the football game or just to share a joke.
“It’s a constant presence around the campus,” he says of the secret to his job and the rapport he has built with the Kentridge student body. “Being a role model and mentoring students is just my job, 24/7.”
In the letter he wrote nominating Fowler for the award, Albrecht called him “the best school security officer I have had the privilege to work with,” adding that Fowler is “extremely conscientious, caring, ethical, enthusiastic and hard working.”
“He’s just outstanding. He’s what you’d want in a security officer,” says Albrecht, whose tenure at Kentridge is only a year longer than Fowler’s.
Fowler’s proudest achievement is his work with the Kingsmen.
The group is named as an homage to Dr. Martin Luther King, Jr.: ”King’s men.”
Fowler says the purpose of the group is to give young black men a place to go to discuss their issues and learn ways to model good behavior to help break through stereotypes.
“What we try to do is instill leadership qualities into these young men,” he says. “We try to give them ways to deal with different things, different approaches.”
Devin Topps and Alex Ferguson, both 17, are members of the group as well as football players for the school. Both credit Fowler with being a great influence on them.
He’s a good guy,” says Topps, a junior. “He’s been a big influence on me in my three years here at Kentridge.”
“He keeps us out of trouble,” agrees Ferguson, a senior, adding that Fowler is always there if the boys need someone to talk to.
“That’s my biggest accomplishment,” Fowler says of the club.
Fowler, who also was the 2006-2007 district safety officer of the year, sad the award was nice, but more importantly, he loves his job and loves being able come to Kentridge every day.
“I’m always in a position to help somebody,” he says. “I love what I do and that’s what makes it easy.”

Metro Police assisted security personnel at an area casino and arrested the parents of a 10-month-old boy Friday after the baby was left in a stroller in front of the Imperial Palace hotel and casino for more than an hour.
Officers arrived at the hotel at about 5:35 p.m. Friday after two concerned tourists reported to security officers that the baby was alone in his stroller, police said.
Officers and security agents were able to determine who the parents were through video surveillance cameras, and officers went down to the floor to search for the parents who had abandoned the child, police said.
The parents were inside the casino gambling. When questioned, they told police they had left the baby after an argument. Both parents left the baby in his stroller on the sidewalk in front of the casino, police said.
A family friend, Yvette Sical, said this afternoon the parents left the stroller thinking the other had the baby. When the father called the mother, who returned to their hotel room and who is six months pregnant with their second child, she reminded him to change the baby’s diaper and he realized the child had been left behind.
The father, 37-year-old David Luna-Cardenas, and mother, 35-year-old Maria Larios-Cortes, have been arrested on one count of felony child endangerment and one count of felony child neglect, police said.
The parents were booked into the Clark County Detention Center. They will have an appearance in court on Nov. 24.
The family was visiting Las Vegas, police said. Clark County Child Protective Services took the baby into custody.
The baby was returned to the parents Sunday morning, Sical said.
“They didn’t abandon the baby. It was a mistake,” Sical said.
They were in Las Vegas for two weeks and planned to return to Mexico on Thursday. They will be in Las Vegas for their court appearance, she said.
The video tapes from the hotel have been booked as evidence and are not being released by police.

Police are questioning two suspects after a shooting yesterday on the campus of the University of Central Arkansas in Conway left two students dead and a third person injured. Two other suspects remain at large.
“Our campus is safe,” UCA Interim President Tom Courtway said at a televised news conference today. Classes will resume tomorrow, he said.
Gunshots were reported at about 9:19 p.m. local time outside the Arkansas Hall dormitory, Lieutenant Rhonda Swindle, a spokeswoman for the campus police, said at a televised news conference. One victim was pronounced dead at the scene and another died later at Conway Regional Medical Center, the university said. The two were identified as Ryan Henderson, 18, of Little Rock, and Charvares Block, 19, of Dermott.
Another victim, Martrevis Norman, of Blytheville, who isn’t a student, was injured in the incident and has been released from the hospital, Swindle said.
“We have four suspects,” she said. Two of them are in custody and are being interviewed. “We feel certain that we have all four identified,” and the campus is now safe, Swindle said.
The four suspects aren’t students at UCA, the lead investigator in the case, Lieutenant Preston Grumbles of the University’s campus police force, said in a statement.
Lockdown Ordered
The shots were heard by an officer, who was on the scene immediately, Swindle said. Officers stopped a suspect vehicle about three minutes later. Residence halls were locked down immediately, and police sent out an e-mail alert to notify students. Officers were posted to the university’s entry points.
The University of Central Arkansas is the state’s second- largest college, with 13,000 students. Conway is 30 miles (48 kilometers) north of the state capital, Little Rock.
The investigation is a joint effort involving both the Conway Police Department and campus police.
U.S. university campuses have reassessed their security since April 2007, when a student at Virginia Polytechnic Institute and State University killed 32 students and teachers before committing suicide in the deadliest shooting rampage in the country’s history.

According to the security officer, the man entered the AutoZone in the 10700 block of Airline at 7:16 p.m. and proceeded to steal items and tried to flee without paying for the merchandise.
As he was leaving, security sensors went off and the security officer approached the man and tried to detain him.
The security officer then fired, wounding the man once authorities said.
No further information was immediately available and the case is still under investigation.

The driver of an armored car who told police he was a victim of a crime Saturday turned out to be the perpetrator of it himself.
On Saturday night, Fayetteville police arrested Brandon Lee Whitehouse, 21, of 523 N. Genevieve Ave. in Fayetteville on felony charges of theft of property and filing a false police report.
According to a police report, Whitehouse, a driver for Loomis Armored Car Service, claimed a man threatened him with a gun in the OfficeMax parking lot at about 1: 02 p.m. He alleged the man forced him to drive to an area near Owl Creek School, where another vehicle was waiting. Whitehouse said the man then took an undisclosed amount of money and fled the scene in a white vehicle.
During a second round of interviews, Whitehouse told detectives his house had been burglarized two weeks ago and a note was left behind. He said he received a phone call the same day as the alleged burglary telling him to go to Owl Creek School at noon on Oct. 25.
Whitehouse later recanted both stories, according to the report, and stated he acted alone in stealing the money from the truck he was driving. He told detectives that he stored the money in trash bags under a red truck at his residence.
The money totaled $ 429, 531. 49. Sgt. Bill Phelan of the Fayetteville Police Department said most of the amount recovered was in the form of checks and receipts.
“There was very minimal cash,” he said.

www.privateofficer.com Dover police were called after some residents thought it a bit strange that a lone man dressed in a U.S. Marine “full dress” uniform was selling tickets for a ball door to door.
Police say that between Sunday, Oct. 12 and Sunday, Oct. 26, Marcus K. Jackson Jr. of Dover, went door-to-door throughout the city soliciting money.
According to police, when officers caught up with him, he gave them a false name and was initially very uncooperative.

www.privateofficer.com – A Milwaukee man is accused of using a badge and uniform from his former jobs as a security guard to rob a book store after unsuccessful tries at holding up several other businesses using the same ruse.
A criminal complaint filed Monday charges 29-year-old Timothy Mullins with armed robbery and impersonating an officer.
The complaint said that on Sept. 1 he went into four Milwaukee area stores saying he was a police officer investigating thefts, but each time “he got scared and left the stores.” He is accused of following through on the robbery of Borders Bookstore in Greendale Sept. 8, taking more than $5,000 in cash and checks after pulling a gun on the assistant manager.
Authorities said a fingerprint left behind on bank bags handled at a Toys R Us store eventually led to the arrest.
Greendale Police Chief Robert Dams said Mullins’ background made him familiar with the way stores handle their deposits. “Working in security, he got to know a lot of the lingo, the language, the things that go on,” Dams said.
He noted that Mullins carried a Glock pistol in the robbery. “When you have individuals running around with this kind of firepower, you know, one slip and he decides he’s backed into a corner and he’s gonna shoot,” the chief said.
Police said Mullins was a suspect because of his work in the area as a security guard and a previous arrest for carrying a concealed weapon.
He was arrested Friday after fingerprint results came back from the state crime lab.
According to the complaint, he told police that after a surveillance video was shown on television, several people mentioned he resembled the robber shown on the tape. Mullins’ preliminary hearing is scheduled Nov. 4 in Milwaukee County Circuit Court.

A longtime Los Angeles County employee was charged today with allegedly stealing thousands of dollars worth of gasoline from the county with the intent to sell some of the fuel, district attorney officials said.
Soto, an 18-year veteran of the county Department of Public Works, was spotted by a security guard filling up his minivan and gasoline cans at one of the yards, prosecutors said.Authorities believe Soto, who did maintenance-related work for the county, used a colleague’s account number to take the gas between July 2 and Sept. 3 of this year, as gas prices reached record highs.

The FBI announced more than 600 people have been arrested across the nation in a child sex trafficking sting. It is a sting that also touches Nevada, where three juveniles were recovered and dozens of adult pimps, prostitutes and johns were arrested.
It was called Operation Cross Country 2. It began Thursday night and continued all the way through the weekend.
In this latest sting, the FBI says local authorities recovered one juvenile and arrested two male pimps, one john and 47 adult prostitutes. The juvenile was a 17-year-old teenaged girl.
FBI Deputy Director John Pistole says the latest arrests are part of an ongoing effort to crack down on child sex trafficking, “Most importantly, our efforts have lead to the recovery of 575 child victims. Sex trafficking of children remains one of our most violent and unconscionable crimes in this country.”
A spokesman for the local U.S. Attorneys Office says, while the FBI spearheaded the operation, all of the arrests were made by local authorities and, at least in Nevada, do not involve any federal charges.
“Make no mistake, the minors who are interdicted as a part of this operation are victims of the most extreme form of sex trafficking. It sadly remains the case, even now in 2008, that there remain instances of children in the United States manipulated into prostitution by pimps looking to make a fast buck based on the most vulnerable among us,” said acting Assistant Attorney General Matthew Friedrich.
In Reno, authorities recovered two juveniles in this latest sting. Across the country authorities say at least a dozen large scale prostitution operations were dismantled, including those run through call services, truck stops, casinos and web sites.

www.privateofficer.com— A Haverhill, Mass., woman was arrested after she threatened a loss prevention agent at Kohl’s.
Aja Silvio, 30, of 58 Harrison St., was arrested just after noon at the Route 125 store, and charged with shoplifting and assault criminal threatening, according to Deputy Chief Kathleen Jones.
Silvio was uncooperative with store security personnel and threatened to come back and harm the security officer, Jones said. She walked away from store staff after being accused of trying to steal clothing and tried to flee.
But security had seen Silvio put clothes on under her clothes, including a shirt under her shirt and a number of women’s undergarments under her skirt, Jones said. She had also switched tags on some items and tried to get refunds for them, she said. Store security agents detained Silvio until police arrived.
Silvio was cooperative with officers when they arrived and was handcuffed and put into a police vehicle immediately.
She was later released on $5,000 personal recognizance and is due in Plaistow District Court on Jan. 5.
