As you may have read, last week in a small town just outside of Portland Oregon, 2 police officers were killed by a bomb. A police chief was seriously injured and lost a leg and is still hospitalized but is expected to survive the ordeal.
Woodburn police Captain Tom Tennant and Oregon State Trooper Bill Hakim by all accounts were seasoned, well trained law enforcement officers with substantial experience between them. Both officers were dispatched to a bank to investigate a suspicious box that had been left outside of the bank in some bushes.
According to a police report, the officers moved the box into the bank to further inspect and scan the package and it was at that point the bomb exploded doing massive damage to life and property.
As private security officers, we are almost always going to be the first responder to any calls of suspicious packages or bomb threats and as the initial investigator, we, security personnel need to know exactly what to look for, what to do and not do and when to call for the assistance.
First rule in these situations is to take every bomb threat and search SERIOUS. Don’t blow it off as just another false alarm or whacko on the phone. We’re living in a dangerous time with many home grown terrorists and others who wouldn’t think twice about killing someone for looking at them twice.
Once a threat has been received and you have been dispatched to an area to “look” for anything suspicious, make sure that the police have been called and are responding. Regardless of the number of previous false bomb threats that your company has received, you MUST respond to each one as if it was real and there is a bomb there!
While waiting for the authorities to arrive would be the recommended procedure, if you must respond to the area, do so cautiously and with your complete attention. Make your initial “sweep” of the area without touching anything! Do not open garbage can lids, desk drawers, suitcases, boxes, packages or anything at all! Just police the area with your eyes, not your hands!
If you do spot any package, box, or item that looks out of place or suspicious in any way, DO NOT TOUCH IT! Definitely DO NOT move anything that you think might be an explosive device!
As soon as emergency personnel have arrived on the scene, direct them to that area first and tell them that the item is out of place or the reason that you feel that it’s suspicious in nature. Even with police and fire on the site, do not touch anything.
Let the authorities take the primary actions while you remove yourself to a secondary position and location. They are better trained at bomb sweeps and determining the threat level.

www.privateofficer.com — A security guard shot an alleged would-be robber of a grocery store Sunday night, Irvine police said.
Police said they were called to an area store and responded at 7:17 p.m. Sunday to Priceless Foods, 1012 Winchester Road in Irvine.
Upon entering, officers found a man, armed with a small-caliber revolver, slumped over the cash register. The man, in his 20s, then fell to the floor and medical personnel responded and transported him to the University of Kentucky Medical Center.
Police would not identify the two men, but Officer Brian Brooks said the wounded man will probably face robbery charges after he is released from the hospital.

OREM, Utah Dec 22 2008 (ABC 4 News) – It may have been an act of desperation for a Utah County family.
Their dad was recently laid off and with Christmas approaching Orem police said the parents resorted to shoplifting.Saturday night, Orem police said the Highland couple with children in tow went Christmas shopping at Mervyn’s at the University Mall.”He and his wife went around the store as if shopping,” said Lt. Doug Edwards of the Orem police department. “She would tear off the sales tag and he would stuff those items into the bag.
“Larry Bickel and his wife were arrested for shoplifting hundreds of dollars in merchandise.Mervyn’s security was watching the Bickels from their surveillance cameras.The Bickels even had a baby stroller which security claims they used to stuff children’s clothes.
And at one point, security watched Larry Bickel allegedly walk out into the parking lot, unload the merchandise and return for more.”What they had in the bags amounted to over 1,600 dollars which I hate to tip my hand to my family but that’s more than I’m going to spend on their Christmas,” said Lt. Edwards.Bickel told Mervyn’s security that he was recently laid off and wanted to make sure his children had something for Christmas.
“I don’t think they should go to the measures of being dishonest,” said Carol Knapp who was shopping today at Mervyns. “I think the children would rather have nothing for Christmas than have their parents be dishonest.”
The children were also hauled into the security offices and watched as their parents were arrested. But police said their mother wasn’t taken to jail. She was allowed to return home to be with her children. Police said she and her husband will face felony theft charges.

A woman is in critical condition this afternoon after lighting herself on fire at a West Nashville church for the second time in two months, Nashville police and fire officials said.
Members of Grace Evangelical Church, 3701 Park Avenue, found the woman on fire in the church parking lot around 1 p.m., Capt. Rich Foley said. Church members put her out with towels
The woman had apparently poured gasoline from a milk jug on herself and set herself on fire, said Nashville Fire Department spokesman Tim Lankford.The woman, who was not identified by police and fire officials, was coherent and followed commands from firefighters, Lankford said. She was taken to Vanderbilt University Medical Center with burns to 80 to 90 percent of her body, Lankford said.”Generally speaking, when someone has burns of that significance, especially second- to third-degree burns, they have a high mortality rate,” Lankford said.
The same woman lit herself on fire during a church service on Nov. 16, suffering burns on her chest.
The woman is believed to be in her mid-30s and from Ethiopia; the church has a large Ethiopian population, Foley said.Police are unsure why the woman continues to set herself on fire at the church.“She doesn’t really have a vendetta against the church,” Foley said.
“She used to be a member, but we don’t know why she’s picking this location.”The woman has not been charged in either incident, Foley said. A phone message left with the church was not immediately returned Sunday afternoon.

http://www.privateofficer.com/— Two Moultrie clothing store employees were arrested Thursday in connection with the theft of clothing items from the store.
Kristopher Kyle Amezcua, 22, of 416 13th Ave. S.W., was charged with theft by shoplifting. Lakerrian Shatia Thomas, 18, of 119 19th St. N.E., was charged with three counts of theft by shoplifting.
An officer was called to Citi Trends on South Main Street at 4:11 p.m. Thursday about the thefts. He spoke with the store manager and loss prevention officer, who stated Thomas allegedly asked Amezcua, both store employees, to put clothing items into a bag of items already paid for. The value of the stolen items was about $54.
Prior to Thurday’s incident, Thomas was allegedly seen on store security video putting large amounts of clothing into certain customers’ bags with items they had bought Nov. 30, store officials told police. The value of all the clothes he allegedly stole was about $1640.
Thomas allegedly admitted to the thefts through a written statement given to the store’s lost prevention officer, which was given to the officer.
The alleged thefts were discovered because store security footage is reviewed any time a large purchase is made, police said.
Thomas and Amezcua were placed under arrest and taken to Colquitt County Jail.

Two Maryland men were found guilty late Friday in a brazen bank heist in which robbers posed as security guards and the teller helped with the crime.
David Paul Mbom, 39, of Catonsville, and Robert T. Tataw, 43, of Windsor Mill, were found guilty of bank larceny and conspiracy to steal more than a half-million dollars from a BB&T bank in Wheaton earlier this year. The defendants face a maximum sentence of 10 years in prison followed by three years of supervised release.
Prosecutors originally believed the head bank teller may have been the ringleader of the scheme because she had let a man posing as an armored truck guard into the bank and walk out with $547,500 in cash. But after further investigation, investigators said she may have been coerced into helping the robbers, according to court documents.
About a month before the robbery, a man walked up to the 9-year-old daughter of Elizabeth Tarke, 41, of Olney, and pointed a gun to the girl’s head before the young child ran away. Tarke later received a letter referencing the incident with the girl and threatening to harm her daughter and her family if Tarke didn’t cooperate in the robbery which was to take place sometime the following month.
On Jan. 9, 2008, a man wearing a black security guard uniform showed up at Tarke’s bank. The man told Tarke he was filling in for the regular courier, who he said was on vacation. She approved the delivery, and he walked out of the bank with the three bags of money.The next day, bank officials realized that they had been robbed when the official courier showed up for the scheduled pickup.
Law enforcement officials kept a surveillance team on Tarke’s home and saw Mbom leave her residence in a car driven by Tataw. Police eventually arrested the men and found tens of thousand of dollars in cash and a business card of the security guard company, and a store receipt for a black combat hat, security badge and gun holster.
Mbom and Tataw are scheduled to be sentenced April 20. Tarke pleaded guilty earlier this month to aiding and abetting the bank robbery. She faces up to 10 years in prison and is scheduled to be sentenced Feb. 20.

Braintree MA. Shautay G. King, 35, of Dorchester and Nicola J. Clark, 41, of Roxbury were arrested on Dec. 16 after allegedly attempting to walk off with almost $2,000 worth of stolen North Face jackets from Sports Authority on Grossman Drive, Deputy Police
Officers responded to the store shortly after 6 p.m. to investigate a report that two women ran out of the store, and Officer Paul Venuto located King in the parking lot.
“Loss prevention officers informed Officer Venuto that they observed King select numerous North Face jackets and conceal them in two Sports Authority shopping bags that she removed from her pocketbook,” Jenkins said.
“The women then ran from the store, and both bags of jackets were dropped as King fled,” Jenkins said. “It was later discovered that the security sensors had been removed from the jackets.”
Both women were placed under arrest and charged with larceny over $250.
King was additionally charged with possession of burglarious tools after officers discovered that she was in possession of a pair of pliers, commonly used to remove security sensors from clothing.

CHARLESTON, W.Va. — Police arrested a St. Albans woman accused of trying to leave a department store without paying for almost $1,500 worth of merchandise

St. Albans Lt. D.C. Harris was dispatched Tuesday morning to the Kmart on MacCorkle Avenue after a loss prevention officer reported seeing a woman, visible on surveillance cameras, trying to leave the store without paying for the items, according to a press release from Lt. James Agee.
Police identified the woman as Katherine Van Clief, 31, the press release said.
Van Clief was seen on the store’s video footage attempting to exit with 12 bags full of merchandise she had not bought, Agee said.She had cut the security tags off at least 70 items, including lingerie, cologne, board games and digital picture frames, Agee said.
Van Clief was arrested and charged with grand larceny, the press release said. She was taken to Kanawha Magistrate Court and released on a personal recognizance bond, Agee said.

WILKES-BARRE TWP. PA
Police arrested Rachel Wallace, 25, and Rachel Wallace, 35, both of Bronx, N.Y., for allegedly shoplifting at the Bon-Ton at Wyoming Valley Mall on Saturday afternoon.
Store security reported the duo exited store without paying for $20 and $135 worth of merchandise, respectively. Both were charged with a summary count of retail theft.
Markia Henry, 23, of Wilkes-Barre, was arrested for alleged shoplifting at TJ Maxx, Arena Hub Plaza, on Saturday night, police said.
According to store security, the woman allegedly concealed $380 worth of merchandise and left the store before being apprehended, police said. She will be charged with a misdemeanor count of retail theft, police said.

Bucks County PA
A Philadelphia man was jailed Thursday after allegedly stealing clothing at Macy’s and assaulting two employees before leading them on a foot chase across the Oxford Valley Mall parking lot.
According to court documents, the incident occurred at 4:51 p.m. when the suspect, identified as Octavous L. Lynch-Snell, 23, of 7th Street, was seen taking a Polo shirt valued at $75. He was then seen allegedly taking a Calvin Klein coat valued at $140.
He allegedly placed the coat in an Abercrombie and Fitch bag and left the store. He apparently was able to avoid store sensors because he had torn the anti-theft sensor off the shirt, which spread ink all over the collar, police said.
Lynch-Smith was seen by two security employees, who followed him out of the store, police said.
He was taken to the loss prevention office where an altercation allegedly ensued. Lynch-Smith was being interviewed when he ran toward the front door of the office, records state. Police said one of the employees blocked the door to keep him from escaping, but Lynch-Smith slammed her against the door. She suffered red marks on her arms and complained of back pain after the incident, according to records.
The other employee, who intervened, was allegedly punched, kicked and pushed by the suspect. That worker suffered facial injuries and had bruising on his arms, police said. Despite their injuries, the workers chased Lynch-Smith across the lot before losing sight of him.
Lynch-Smith was sent to Bucks County Prison in lieu of $100,000 bail on charges of aggravated assault, simple assault, retail theft, receiving stolen property, resisting arrest, harassment, criminal mischief and disorderly conduct

Santa Cruz CA
An alleged shoplifter brandished a knife at store employees who tried to detain him while officers responded, police reported.
The theft and threat reportedly happened just after 5 p.m. Wednesday at a store on the 600 block of Front Street, according to police. Apparently, Jorge Gonzalez Garcia, 26, had stuffed stolen items into his pants but was caught. When several employees blocked the exit so he couldn’t leave, he allegedly pulled out a knife, police said.
Garcia, a transient, allegedly threatened one employee but became distracted and another employee was able to disarm him, according to police.
Officers arrived and arrested Garcia on suspicion of burglary, making criminal threats and brandishing a weapon. He was booked into County Jail.

Saginaw Township MI Several shoppers who decided to take a five-finger discount this holiday season found themselves caught up in the long arm of the law Thurday and Friday.
Among the 35 arrested in a two-day blitz along Saginaw Township’s busiest shopping corridors were a group of four from Detroit suspected in a string of retail frauds totaling more than $245,000.
“We caught them the first night, along Bay and Tittabawassee,” Saginaw Township Detective Sgt. Michael Berent said of the joint effort by Saginaw Township police, the Saginaw County Sheriff’s Department and state police that included retailers along State.
Of the other arrests, “in my estimation, it doesn’t even touch what’s going on,” Berent said. “People are hard-pressed and going to extremes, and the stores can’t take the losses. They just don’t have the sales this year.”
Surveillance teams will continue working the shopping districts, he said, “and there’s a good chance we’re going to catch you if you’re out there. This just showed us what stores face today.”

Lewis County NY Sheriff’s deputies arrested a Lowville woman early Saturday morning after she allegedly attempted to shoplift from the Lowville Wal-Mart.
Deputies arrested 24-year-old Leandra S. Brennan of River Street, Lowville on one count of Petit Larceny following the incident just before midnight on Friday. They allege that Brennan attempted to leave the store wearing a pair of shoes and a sweatshirt that she had not paid for.
When confronted, several more items not paid for were found hidden in her cart. The total value of the items taken was $67.24.
Brennan was arraigned in Town of Lowville Court and sent to Lewis County Jail in lieu of $1,000 bail.

Key Largo Fla.
Five girls, ages 12 and 13, were arrested Saturday afternoon after they were caught with merchandise stolen from a Key Largo Kmart, the Monroe County Sheriff’s Office said this morning.The girls had stolen about 100 items, including bras, nail polish, toothbrushes, hair products, boxers, make-up and deodorant, from Kmart and two other stores, authorities said.Kmart security officers watched the girls through surveillance cameras stuffing items into purses. Store security also saw the girls going into dressing rooms with clothing and leaving without the items. Tags from the clothing later were found in those dressing rooms, the sheriff’s office statement said.Security officers stopped the girls as they left the store and detained them.
The girls also had items taken from Payless Shoes and Bealls Outlet Store, the sheriff’s office said.Authorities said managers from all the stores pressed charges against the girls.The girls were charged with three counts each of retail theft. They were booked in the Monroe County Jail and turned over to their parents.

AMESBURY MA
Tiffany Campbell, 27, 54 High St., Amesbury, was arrested Friday at 6:38 p.m. and charged with shoplifting. Officer Kevin Mulrenin made the arrest on Macy Street.

Watertown NY
A Watertown man is accused of stealing and selling a pair of ladies jackets.
Deputies charged Kevin Malcolm Prashaw, 47, of 334 Franklin Street, apt 1 with Petit Larceny when he was arrested at the Burlington Coat Factory store at Salmon Run Mall Friday afternoon. Prashaw is suspected of being the individual seen on a store security tape on Thursday placing two Columbia jackets, valued at $170, in a plastic bag and walking out of the store.
Investigators believe Prashaw then sold the jackets for $40 each to two unknown individuals at Mick’s Tavern in Watertown.

Taunton MA. Vanessa Young, 18, and Jessica Shing, 18, of Middleboro, were arrested and charged with shoplifting at the Kohl’s store located at 80 Taunton Depot.

North Andover MA Charged with shoplifting and larceny over $250 were Carlos Santiago, 48, of 133 Essex St., Lawrence; Jose Torez, 29, of 89 Haverhill St., Lawrence; and Dennis Isaac, 46, of 111 E. Haverhill St., Lawrence.
Officer Ashley Kmiec arrested the suspects after police were called in by store security. Police said the men were caught trying to steal comforters valued at $300 apiece and cologne.

Weymouth MA – Two Weymouth brothers were arrested at the Sports Authority on Grossman Drive in Braintree on Dec. 4 after allegedly stealing Red Sox and Patriots jerseys, Braintree Deputy Police Chief Russell Jenkins said.
Loss prevention officers were watching the brothers, Michael V. Blonda, 27, and Robert Blonda, Jr., 38, as they walked through the store selecting jerseys and bringing them into the fitting rooms.
Michael Blonda selected three Patriots jerseys and brought them into a fitting room.
“When he exited, he only had two,” Jenkins said.
An inspection of the room uncovered an empty hanger and a damaged security sensor tag.
Michael Blonda was detained as he attempted to exit the store and ultimately placed under arrest after the jersey, valued at $122, was recovered, Jenkins said.
Other loss prevention officers were watching Robert Blonda, Jr. and observed him selecting several Red Sox jerseys and placing them in a shopping carriage, which he wheeled into a fitting room.
“When he exited the room, officers saw three empty hangers in the carriage,” Jenkins said. “Officers Paul Hamilton and Matthew Heslam approached him and observed him to be wearing several layers of clothing. He was escorted to the security office, where three Red Sox jerseys were recovered, valued at $260, that he was wearing underneath his clothing. He, too, was placed under arrest and charged with larceny over $250.”
Both brothers were also in possession of tools used to remove security sensors from clothing and additionally charged with possession of burglarious tools, Jenkins said.

Authorities in Atlanta said APD officers were involved in a second fatal shooting over the week-end.
Authorities said that an officer interrupted a robbery in progress and the robbery suspect was shot and killed Sunday night by a police officer in southwest Atlanta, authorities said.
The officer patrolling through the parking lot of the Dollar General Store on Campbellton Road, spotted two suspects running from the store said Atlanta police spokesman James Polite.
The store had been robbed the night before and the officer ordered the men to freeze, police said.
Shots were exchanged, and one of the suspects was hit in the head and the other escaped and remained at large late Sunday night.
The yet to be identified man was taken to Grady Memorial Hospital, where he died, Polite said.
The other week-end fatal shooting that officers were involved in was that of a kidnapping suspect. Police ordered him out of the car and officers said that when he reached into his waistband, they shot and killed him.
The officers in both shootings were placed on administrative leave pending a review by the GBI, which is standard in such cases, authorities said.

Officers say that some criminals caught in the act will do anything to avoid going to jail, even faking illness. Police officers with the Covington Police Department said that they were called to the Kmart on Turner Lake Road in regards to a shoplifting incident.
According to the incident report, Wendy Brock placed several items in a bag, paid for a Sprite and told the cashier she had already paid for the items in her bag. When she attempted to leave the store, she was confronted by the store’s security personnel.
When the authorities were called, Brock was placed under arrest and while being handcuffed then said she was having a seizure. An ambulance was called, but Brock declined medical treatment.
Kmart security agents recovered the items which were two jumbo cookers, nine DVDs, six articles of clothes, a TV organizer, an air bed and a pair of black clogs. The items totaled $495.79.
Brock was transported to the Newton County Jail and charged with shoplifting.
