On his way to work like a thousand times before, James quickly pulled into his usual coffee stop, filled up his mug, grabbed a package of sugar doughnuts, and was back on the road headed for his office and another 10 hour day. But no sooner did he pull his car onto the street in front of the coffee shop; he had to stop again, this time because the police were pulling him over.
The motorcycle cop made his way up to the driver’s side window and asked for license, registration and proof of insurance in a matter of fact way. James, knowing that he was not speeding and had only traveled a few feet since leaving the coffee shop asked the officer, what the violation was. The officer pointed to his seatbelt. He had forgotten or just didn’t get to latching it and that was the violation.
In this cash strapped environment for city and county governments, some police departments have been asked to step up traffic enforcement and write more tickets. While some city administrators and police management say there is no quota system in place and no increase in traffic violations enforcement, other states like Ohio and Michigan have recently increased fines and have begun allowing seat belt tickets to be issued where it had only been a secondary violation, meaning no ticket unless the officer pulls you over for another violation like speeding or running a stop sign.
More cash-strapped states want to give law enforcement officers the authority to pull over motorists who aren’t wearing seat belts.The 15 states, including Ohio, that are considering making the switch need to do so before July to be eligible for millions in federal money.Ohio would get $26.8 million from the federal government. Currently, law enforcement officers in the state need to have some other reason to stop drivers over before issuing seat-belt citations.
Twenty-six states and the District of Columbia already have primary seat-belt enforcement laws, meaning police can stop a vehicle for a seat belt violation, even if this is the only violation the officers notice.
Ohio faces a $7.3 billion projected budget deficit over the next two years compared to current funding levels, leading Strickland to propose 120 fee and fine hikes, payroll reductions for state employees, and the delay of debt payments into future years.
This week, police departments in North Carolina and Florida have also admitted that they have stepped up certain types of traffic enforcement and one department admitted adding officers to their traffic division for this purpose.
It has been a noticeable trend that when the economy is weak and budgets are being cut, that officers from many agencies including city, county and state do step up their ticket writing and are less likely to issue verbal or written warnings for even the most minor of infractions. While some may say it’s all about money and they may be right on the mark in their observations, law enforcement officials say it’s about safety.
While most people think that the police department writing the ticket gets to keep all of the income that they generate from the tickets, the truth is that in most communities, the bulk of the ticket fees go to the state general funds while a small portion is sent to the city or county who wrote the ticket. Still, if your city police force writes 5,000 tickets a month the income can quickly add up and be very beneficial in these sour economical times. It’s a form of generating revenue without spending additional money to get that income even if they are taking it from the unemployed, disabled, poor drivers.
The bottom line however is that the laws are written by people that we have elected to our state legislation and the police officers just enforce those laws. While during certain times they may use their discretion as to how they enforce those laws it is not always left up to the officer and a violation is a violation and as responsible citizens we have to be ready to pay the piper for breaking the law. So buckle up, watch your speed, use your blinkers and be a safe and responsible driver!

SPRINGFIELD MA Feb 6 2009- Two Springfield police officers suffered injuries last night while making two unrelated routine arrests.
Officer Francisco Otero suffered a severely injured shoulder while subduing a shoplifter during a violent struggle at Wal-Mart and Officer Maciej Jasinski suffered a severely injured knee while tackling a suspect in an icy parking lot.
Sgt. John M. Delaney, aide to Police Commissioner William J. Fitchet, said both officers required hospital treatment and have been relieved from duty.
Otero was sent to the Boston Road Wal-Mart, at about 8 p.m., for a report of a shoplifting in progress, Delaney said.

Once inside, Otero was greeted by the store manager and security who stated they were monitoring a suspect who had a straight razor and was removing cell phones from their packaging and placing them in his pocket. Otero pursued the suspect when he fled and injured his shoulder while making the arrest.
Store security assisted, Delaney said. As the suspect was being led out, he kicked Detective Darrin Fitzpatrick in the knee, Delaney said.
Jorge A. Correa, 20, of 619 Union St., Apt.2, was charged with carrying a dangerous weapon (a straight razor) while having an active warrant, shoplifting, assault and battery on a police officer, two counts of assault and battery and resisting arrest, Delaney said.
Correa also had two default warrants.

Two teachers charged in student sex crime investigation http://www.privateofficer.com
NORTH HIGHLANDS, CA Feb 6 2009 – Two North Highlands charter school teachers have been arrested following an investigation involving inappropriate contact with five female students.
Eric Charles Gladden, 34, a teacher at Futures High School, is accused of sending pictures of his genitalia to students, said Sgt. Tim Curran with the Sacramento County Sheriff’s Department. Gladden was arrested Wednesday at his parents’ home.
Curran said the teacher is facing 34 felony and misdemeanor charges involving distribution of lewd material to a minor, contributing to the delinquency of minors, child annoyance and falsifying documents to be used as evidence.
Futures teacher Monica Maldonado Alarcon, 29, who also taken into custody Wednesday, is facing one count of falsifying documents to be used in evidence in an effort to help clear Gladden of the accusations, Curran said.
Futures is in the Twin Rivers Unified School District. Gladden teaches economics, history and leadership and is the advisor of the school’s video game club. Alarcon is a Spanish teacher and the yearbook advisor.
Curran said the accusations against Gladden involve 16 and 17 year female students for incidents between March 2008 and January 2009. Authorities were alerted, Curran said, when someone reported overhearing a suspicious conversation involving Gladden and saw him leaving campus with a student.
Gladden and Alarcon are is custody at Sacramento County Jail. Bail has been set at $300,000 for Gladden and $50,000 for Alarcon. Both are due in court on formal charges Friday.
Curran said the investigation is continuing and there could be more victims and charges. Anyone who has information is urged to contact sheriff’s detectives at (916) 874-5070 , or Crime Alert at (916) 444-HELP. Callers can remain anonymous and may be eligible for a reward of up to $1,000.

http://www.privateofficer.com/ — Authorities said that a brawl outside an Avon Colorado restaurant injured a security officer and landed two brothers in jail.
Police said that the brothers had been escorted out of the restaurant by security guards trying to contain them.

Police said that the brothers had been escorted out of the restaurant by security guards trying to contain them.
The police report said the younger brother, 21, who police did not name, was taken out of the restaurant by security for being disruptive.
When his older brother, 25, came outside to see what was going on, he became combative and was yelling at the security guards.
He tried pushing past a security officer but was taken to the ground. It was at this time that security officers say that the younger one jumped on the guards and started punching the security supervisor in the face.
The man also ripped out the guard’s earpiece and broke the chain that holds his badge. Avon police responded to assist security personnel and were able to help the private officers subdue and arrest the brothers.
They were each charged with disorderly conduct, and police tacked on assault and battery for the older brother.
Police said that the security officer who was assaulted wasn’t feeling and was vomiting and was taken to the hospital where he was treated and later released.

Allen police say two robbery suspects nearly ran over a security guard at an outlet store during their getaway and dragged him several feet.
Investigators said Tenesha Ashley Jackson and Gary Jenkins Jr. are suspected in thefts from stores at Waters Creek and Allen Premium Outlets.
“All the information that we have suggests that they like to go to fashion stores,” Sgt. Jon Felty said.
Detectives have linked the duo to thefts at Victoria’s Secret at Waters Creek and Neiman Marcus Last Call at Allen Premium Outlets.
Surveillance video from Neiman Marcus shows Jackson and Jenkins in the store. According to police affidavits, security watched as Jackson allegedly filled a large handbag with shirts, shoes and a belt that Jenkins was wearing around his neck.
Security guards said they went after the duo when they left the store without paying.
“Security goes out after them,” Felty said. “They try to retrieve the merchandise back. They get into a struggle at the vehicle.”
A surveillance video of the incident shows two security guards attempting to stop Jenkins and Jackson, with one guard holding onto Jackson’s bag.
Police said Jenkins, who was driving, then punched the gas. He put the sport utility vehicle into reverse, dragging and throwing security officer James Tottress to the ground as the vehicle sped off, police said.
Investigators said Jackson dropped her purse. Police identified her and Jenkins from a drivers license and cell phone inside.
Police said Jackson and Jenkins both have prior arrests for theft in Dallas County. Felty said they are also suspected in recent thefts in Dallas and other cities around the Metroplex.
Allen police have active warrants for Jackson and Jenkins for aggravated robbery, a first-degree felony.
Anyone with information about Jackson or Jenkins is asked to contact the Allen Police Department or their local police.

LAPD arrest suspect in security officer murder http://www.privateofficer.com
Los Angeles CA Feb 6 2009 Los Angeles Police officers have arrested Nesta Wellington for the murder of a bank security officer.
On Thursday, August 28, 2008 at about 10:00 a.m., Isaias Quinones, 40, and a resident of Maywood, California was working as a private security guard. Mr. Quinones was posted in the parking lot of the Bank of America, located in the 2900 block of South Crenshaw Boulevard. Two suspects walked towards the front of the bank to possibly commit a robbery. Quinones was shot several times by at least one of the suspects. The two suspects fled from the scene on foot.
Quinones was transported to a local hospital where he died a short time later.
Robbery-Homicide Division detectives conducted the investigation, which lead to the arrest of Wellington, an 18-year-old gang associate. He was arrested without incident in the early morning hours of January 30, 2009 at his home in Los Angeles. Wellington resided within one mile of the location of the crime.
Wellington was booked for murder. His bail was set at $1,000,000. Although the suspect was 17 at the time the crime was committed, the case is being handled by the Adult Division of the Los Angeles County District Attorney¢s Office, Hardcore Gang Unit.

Police are also looking for a man who allegedly took clothing from the Macy’s Department Store in Eastwood Mall at about 5:45 p.m. Wednesday.
Police were called to the store by store security, who reported that they captured a man in the parking lot they believed stole clothing from the store, but he got away when a woman approached and punched the security guard in the face.
The security guard was walking the theft suspect back to the store when a woman walked up and punched the guard in the face, police said.
The suspect then punched the security guard in the face several times also, police said.
The man and woman then fled in a silver vehicle and remain at large, police said.
Authorities are reviewing store videotapes for help in solving the crime, Simeone said.

PHILADELPHIA PA. FEB 6 2009 – A reward is now being offered for information leading to the apprehension of a prisoner who escaped from a private firm’s van this week.
The U.S. Marshals are offering the $6,000 reward, according to the supervisors of the Philadelphia Fugitive Task Force.
Police said 33-year-old Sylvester Mitchell — who is wanted for attempted murder in connection with a shooting outsode of a day care last June — knows how to hide from authorities.
He was on the run for more than a year until he was finally found in the Bahamas.
Police said two unarmed private security guards took another prisoner into the Philadelphia Police Department’s Central Detective Division early Thursday morning.

A 16-year-old male threatened Prairie Hills security officer with a baseball bat after being suspended from school Tuesday, according to the Dickinson Police Department.
The teen was observed by security agents walking around Kmart swinging two baseball bats around when he struck and damaged a display, according to police.
“When he was approached by security, he raised the bat and told him he would use it,” said Lt. Rod Banyai, adding he didn’t actually strike anybody and no one was hurt.
Police were notified by security officers and the teen was taken into custody and officers took him to the Dickinson Law Enforcement Center.
“He was cited into juvenile court for terrorizing and disorderly conduct,” Banyai said.
He added the 16-year-old had been suspended earlier that day for leaving school without permission.
