Blame it on the economy but here’s another sign of the times and of things yet to come. This week several large police agencies announced that they have initiated a “Cite and Release” for most misdemeanor crimes in an effort to free up manpower.
While many police agencies both large and small have issued citations instead of making custodial arrests for minor infractions such as trespassing, disorderly conduct and shoplifting for years, now it seems that this may become standard practice for a large majority of departments and for a much wider range of crimes.
We all recognize that budgets have been cut in some cases drastically, positions eliminated, academy classes cancelled or put on hold and police officer hours cut as well as patrol districts eliminated and blended into others increasing an officer’s workload substantially. And the public is not being served well in these situations.
Large patrol areas means no time for community policing or making self initiated arrests and investigations which is the key to keeping crime at bay especially in the inner city and other high crime areas.
To help officers recover some of their time that is lost making full custody arrests, filling out paperwork for hours, transporting their prisoners to the city or county jail and being out of service for hours on every arrest, departments have now either began using or have broaden their use of the Uniform Citation or UTC for short.

This “ticket” allows the officer to cite a person to court in the field and get back on patrol to answer more serious priority calls such as robberies, burglaries, shootings, and the like. Officers can now run a wants and warrants NCIC check, determine if the cite falls within guidelines, issue the ticket and be on their way.
While this may help some departments keep officers on the streets and available to answer more serious calls, it takes away a certain consequence factor of breaking the law.

While being issued a UTC citation is an actual arrest and you still are being summoned to court, it will feel less like an arrest to many and may even cause some crimes to increase. Knowing that there’ll be no handcuffs, no ride to jail, no bonding out or hanging out in jail until the next court date may seem like a free pass.
Studies in some cities that use the cite and release have shown that there is a greater failure to appear rate which eventually puts the arrestee in a situation that they probably should have been in during the first time around, full custody arrest, transport and having bail set for them to insure their appearance.
While many departments need to free up officers and keep those patrol cars rolling and available, the cite and release may not be their solution and at best should only be used for the most minor of crimes.

PROVIDENCE, R.I. Feb 15 2009(WPRI) – A Providence woman and her friend were attacked last night as they left the Providence Performing Arts Center after seeing a performance of “Fiddler on the Roof.”
One of the victims, 68-year-old Nancy Collard said she and her friend, Monique Marcotte, 61, felt safe leaving the theater because the area was well-lit.
“They were very brazen,” Collard said of the two female assailants, one of whom was arraigned in Providence District Court on robbery and assault charges Thursday.
“She grabbed me by the lapels of my jacket, swung me around, and pushed me on the ground,” said Collard. “I landed flat on my back on the ground.”
The two victims were waiting to be picked up by Collard’s husband after the performance when the two female robbers attacked, one of them yielding a knife.
A security guard working for PPAC chased down one of the suspects, Amanda Lasater,24. The other one got away, but not before dropping Marcotte’s purse in the street.
According to a police report, Collard identified Lasater as woman who pulled the knife. Lasater is charged with first-degree robbery and assault with intent to commit a felony.
No one was injured and Collard said the incident will not keep her from coming back to downtown Providence and to PPAC.
Meanwhile, PPAC said it remains committed to the safety of its patrons.
“The fact that PPAC security immediately apprehended and held the alleged robbery suspect last night until Providence Police arrived demonstrates our consistent commitment to patron safety and security; we have turned over our video surveillance to the Providence Police and will assist them in any way possible,” said PPAC President J.L. “Lynn” Singleton.

PUBLIC DRUNKENNESS: Donald Myers, 49, Duncannon, Perry County, was charged after an incident at Hollywood Casino at Penn National Race Course in East Hanover Township at 4:45 p.m. Wednesday, state police said.

Biondo ran from the casino after being confronted by Alamo, then re-entered the casino, cashed out the voucher and began to play a slot machine in another area, police said.

Des Moines police arrested four juveniles at Moulton Elementary School after a report of a break in at the school Saturday night.

A Des Moines school district security officer noticed desks in the school’s office riffled at about 8:30 p.m. and called police for assistance.
The security officer told police that he had heard “drops” and other noises on the third floor of the building while on patrol.Police surrounded the building at 1541 8th St. at about 8:45 p.m.
Officers noticed a broken window on the buildings southeast corner. Police entered the building with school security officers and searched floor-by-floor.

Just before 9 p.m., an officer radio dispatch and shouted, “We’ve got one running on the third floor!”Police quickly apprehended four juveniles, whose names and ages were not immediately available.Police said one of the suspects sent a text message to his parents from inside the building.
Parents were at the school talking with officers at the time of the arrests.

A high school teacher was arrested for having sexual relations with a student and possessing child pornography on his computer on Friday, Feb. 13, at 4:02 p.m., Suffolk Police say.
After a lengthy investigation, Second Squad detectives determined Jason Berman, 34, a Half Hollow Hills West High School teacher, met a 15-year-old boy in an internet chat room and had sexual relations with the teenager on Jan. 31 at Berman’s Commack home.

Computer Crimes Unit detectives assisted with the investigation and determined that Berman also had child pornography on his computer and had it seized.
Berman was charged with third-degree criminal sexual act, endangering the welfare of a child and possessing a sexual performance of a child. He will be arraigned at First District Court in Central Islip on Feb. 14.
Detectives are asking anyone with information on any other victims to contact them at 631-854-8252 , or Crime Stoppers at 1-800-220-TIPS. All calls will remain confidential. The investigation is continuing.

NORTH KANSAS CITY, Mo Feb 15 2009 – Several fights outside the Voodoo Lounge Saturday morning landed four people in jail.
Police say the suspects were arrested around 2 a.m. at the bar inside Harrah’s Casino.Officers from Kansas City, Mo., were called to help bring the situation under control.
Police say no one was hurt in the fights.The four suspects are charged with creating a disturbance.Investigators are not saying what may have caused the fights.
A similar situation happened back in June 2008.The melee began when officers were called to disturbance inside the Voodoo Lounge.
When one patron resisted arrest dozens more joined in the fight against the responding officers.Eventually 28 officers and numerous Harrah’s security personnel were able to quell the fighting.Several police officers were later treated for minor injuries.
Five people were arrested in connection with the fighting.
Thuy T. Nguyen, 21, of Lee’s Summit, Mo., was charged with hitting a police officer with her purse.Police say she was caught on videotape hitting the officer.
