Shoplifters leads police on pursuit http://www.privateofficer.com
Milwaukie WI Feb 19 2009
Three suspects who allegedly stole a computer from Costco led police on a chase down Interstate 205 and into neighborhoods east of Milwaukie that ended with a sheriff’s cruiser spinning out the suspects’ vehicle on Highway 224. Five police departments and more than 16 officers responded to the scene.
The incident started when a sheriff’s deputy saw three suspects fleeing a Costco security guard in the store parking lot near Sunnybrook Boulevard and 82nd Avenue, said Clackamas Sheriff’s Office Det. Jim Strovink. When the suspects saw the sheriff’s patrol car, they took off southbound on I-205.
The chase then led into the neighborhoods south of Highway 224 and east of Milwaukie. Officers laid a spike strip to slow the fleeing vehicle near the intersection of Webster Road and Highway 224, but the suspects rammed another car and went around the spikes.
As the suspects were trying to turn left and head westbound on Highway 224, the sheriff’s deputy in pursuit rammed the back driver-side corner of the suspects’ car, trying to spin it out. The first attempt failed and, as the suspects tried to right themselves and head westbound on Highway 224 in the eastbound lane, the deputy tried again and was able to spin out the car, Strovink said.
He said one suspect took off on foot into the parking lot of Alder Creek Middle School, but the deputy and an Oregon City officer apprehended him.
More than 16 officers from the sheriff’s office and police officers from Milwaukie, Oregon City, Happy Valley and Gladstone were on scene.
Strovink said the suspects were BJ Beaty, 26; Angela Marie Lopez, 37; and Michael Danael Reyes, 18.
Beaty and Reyes had outstanding warrants, and Lopez, who was reportedly driving, had a suspended license.
Strovink said they allegedly stole a computer from Costco valued at around $1,800. He said switchblades were also found in their car.

Burglary suspect hides inside JC Penney http://www.privateofficer.com
Kennewick WA Feb 19 2009
A burglary suspect apparently hid inside the JCPenney store at the Columbia Center mall early Tuesday, then slipped out sometime after his two alleged accomplices were caught.
The search for the elusive suspect, however, forced Kennewick police to shut down the mall for about three hours as they conducted a “slow, methodical search” of the store, said Sgt. Ken Lattin.
No one was found hiding inside and the mall reopened around noon.
The store’s burglary alarm sounded at 2 a.m. But Lattin said it’s “not uncommon” for some stores’ alarms to go off.
Officers were dispatched there at 2:50 a.m., and the first officer to arrive spotted two men inside.
The suspects apparently tried to escape through a roof door, but found it locked. Then they unsuccessfully tried to shoot the door handle to get it open, Lattin said.
More Kennewick cops, along with officers from Richland and West Richland police and the Benton County Sheriff’s Office arrived and surrounded the store.
At 3:30 a.m., Kevin E. Kafiyev, 20, and Feliks “Felix” E. Kafiyev, 21, were caught as they walked out of a door on the loading docks, Lattin said.
The Kennewick brothers were booked into the Benton County jail on suspicion of first-degree burglary.
Police didn’t realize a third person allegedly was involved until detectives went to the store about five hours later to review the security camera footage, Lattin said.
“The store wasn’t open yet and we immediately locked down the store and secured the perimeter,” Lattin said.
Employees who had already arrived for work were cleared from the store and initially lined up in a single row in the parking lot a short distance from a door on the north side of the store. Some other stores kept employees inside and locked the doors.
Mall walkers, who get exercise in the mornings by walking inside the mall, also were escorted outside. Authorities said the burglars didn’t appear to have breached the locked gate between the store to the mall.
About 25 officers, including a police dog unit, spent the morning searching the store. At least another dozen officers, including units from Richland police, the Benton County Sheriff’s Office and a Washington Department of Fish and Wildlife officer took up positions around the outside of the mall.
“We’ve had eyes all around,” Lattin said. “We did check each person who came out of the building to make sure they were a mall walker or an actual employee.”
Chandra Millbauer, who works at Gamestop inside the mall, said she arrived for work at 9 a.m. and saw the mall walkers leaving. She waited near the movie theater with her manager.
“I’m not terribly worried about it,” the 23-year-old Richland woman said. “As long as they catch whoever is in there.”
Some Tri-Citians heading to Famous Dave’s for lunch also weren’t too put off by the blocked mall entrances. Several diners parked down the road from the mall and walked to the barbecue restaurant.
Kennewick police had about 20 extra officers on duty that were able to respond because they were attending a scheduled mini-academy Tuesday. Each year the department runs the training session for four weeks and provides 24 hours of hands-on training.
“Just as a coincidence, the training this year was building searches,” Lattin said.
Detectives are trying to determine how the two brothers allegedly got into the store. Investigators haven’t found any obvious points of entry, and say it’s possible the brothers camped out inside and waited for the store to close.
The two attended Kennewick High School — Kevin was a senior last year, while his brother, who spells his name Feliks, was shown as a senior in both 2006 and 2007.
Both have MySpace pages and have posted pictures of themselves with friends and family in the online photo albums. There are also, however, photos of the brothers shooting guns and posing with guns.
Tuesday’s lockdown was apparently the first significant closure of the mall by Kennewick police, said Lattin. Officers have searched the mall before, but it’s typically at night, he said.
Kim Harvey, the mall’s director of marketing and business development, credited the strong relationship between the police department and the mall’s security and management team in quickly and effectively securing the area.
“Our primary concern is always for the safety and well being of our shoppers and mall employees, and that will always take priority over the business impact of being closed for any given period of time,” she said. “As a result of the diligence and cooperation of those involved, we are grateful that no one was hurt and will continue to work with the (police department) in their investigation as necessary.”

Disabled man kidnapped, made to shoplift http://www.privateofficer.com
Battle Creek MI Feb 19 2009

Staff Reporter
http://www.privateofficer.com/
Police are investigating a report that a mentally disabled Battle Creek man, 21, was kidnapped by at least four unknown men and made to shoplift at a local K-Mart store.
The man was stopped by security officers at the store at 200 Capital Ave. S.W. about 4:40 p.m. Monday after attempting to leave the store with three CDs valued at $45.
Store officials said they would not prosecute the man because of his mental handicap but did ban him from the store. Then Tuesday, the man and his father contacted police and told them the man had been kidnapped at gunpoint on Cherry Street by four men in an SUV and with a gun who took him to the store and told him to steal several items.
According to the disabled man, the men threatened to kill him if he didn’t do what they told him. Police responded and began looking for the vehicle that the men were in and took a kidnapping report from the disabled victim.
Store security at K-Mart said that while watching the shoplifting of the CD’s, he did notice two other men were near the man who was later caught stealing.
While investigators continue to determine the validity of the report they say that they have few leads in the incident.
