Confession of a peeper leads to arrest www.privateofficer.com
KANSAS CITY, Mo. Feb 22 2009 — A confession on a crisis hot line led police to an accused peeper.
Shane M. Foster, 28, of Kansas City, is accused of sneaking into a women’s fitting room at the Kohl’s department store at Highway 169 and Barry Road.
One woman, who didn’t want to be identified, said she was trying on shirts in the fitting room on July 31 when she had an unwanted visitor in her fitting room.
“As soon as I started to remove my clothes, I just got a really weird feeling. You know, you just kind of get that feeling? And I turned around, and he was peering up under my stall,” the woman told KMBC’s Martin Augustine.
The woman said she quickly got dressed and tried to chase down the man, but he got away.
Clay County prosecutors charged Foster with invasion of privacy. He’s being held on $20,000 bond.
Police said they were alerted to Foster when he allegedly called a crisis hot line in Milwaukee, Wis. The caller admitted to participating in lewd acts in Kansas City, police said.
According to court records, Foster was on probation for sexual misconduct when the Kohl’s incident occurred. He had been picked up for spying on a teenage girl in the changing room of a Sears store in the Northland on July 22, court records show.
Police said they’re concerned there are more victims who haven’t come forward.
“He has shown that he’s willing to do it multiple times,” Sgt. Jeff Downing said. “It’s to show that he has a pattern. It’s not just one incident. It’s not just him looking at one woman.”
The Kohl’s victim told KMBC’s Martin Augustine that she was relieved an arrest was made.
“I think he deserves (prison) time,” the woman said. Anyone with information can call the Kansas City Police Department’s Sex Crime Unit at 816-234-5220 .
