The Internal Revenue Service again warned people Wednesday to watch out for e-mails promising an economic stimulus payment from the federal government and seeking personal information.
“These e-mails are not from the IRS, and there is currently no government stimulus payment being sent to the general public,” said Nashville, Tenn.-based IRS spokesman Dan Boone.
Boone said that people who provide personal information could become victims of identity theft by downloading computer programs that allow the senders to steal information. Such “phishing” scams exist in a variety of forms.
The spokesman said the IRS never uses e-mail to communicate about taxes. “The IRS generally sends official communications through the U. S. Mail,” he said, “and will not ask for credit card numbers or passwords.”
Boone urged people to delete the e-mails or send them to the IRS using the instructions at http://www.irs.gov under the “Phishing and e-mail Scams” link.

A 15-year-old boy, his older brother and another young man are accused of kidnapping a man and stuffing him naked into the trunk of his car, Mobile police said. The three then allegedly took a joyride through the Happy Hill community.
Officers arrested the teen Feb. 27 and took his brother, 20-year-old Derrel Lamar Jones, and the other man, 23-year-old Shannon Jerome Jackson, into custody Thursday following a three-week investigation. The three are charged in the Feb. 14 abduction and a subsequent robbery. Jones also was charged in an additional robbery.
Police said the kidnapping victim was approached by a teenager and two men as he sat in his 2000 Ford Mustang on Bay Bridge Road near Interstate 165. All three were armed — one pointed a shotgun at the victim, while the other two brandished handguns, police said. The three forced their way into the car and made the victim drive to Dr. Thomas Avenue, less than a mile away.
There, the men stripped the victim of his clothing and forced him into the car’s trunk, police spokesman Cpl. Charles Bagsby said.
They drove for an unspecified amount of time, police said. The victim managed to pry open the trunk using the emergency release. He leapt from the vehicle uninjured.
Just two days later, at midnight, a 34-year-old man was accosted at gunpoint by three men as he sat in his vehicle on Dr. Thomas Avenue. The men demanded the victim’s car keys, but he refused, opening the driver’s-side door and running from them, down the road with the keys in hand, police said.
No shots were fired, Bagsby said, and the robbers left the car.
Police said they believe Jones was involved in that robbery; they were still trying to determine the identity of the other two men Thursday.
On Feb. 20, a 19-year-old man was robbed of his 2003 Chevrolet Tahoe after three men and a teenage boy demanded he give them his truck as he sat at Herman Drive and Bishop Avenue. One of the men was armed, police said. The robbers used their hands to pull the victim from his truck, then drove off in it.
Jones, Jackson and the 15-year-old are each charged with first-degree kidnapping and two counts of first-degree robbery. Jones is additionally charged with a third count of first-degree robbery, according to records.
Police said they had not determined the identity of the fourth person in the Feb. 20 robbery.
Bagsby said he had no details on what the victims were doing at the time of the incidents, such as if they were stopped at lights. Both the Mustang and the Tahoe have been recovered.
Mobile police did not release details on the kidnapping or robberies until Thursday. Bagsby said police were silent because the cases “were still under investigation.”
Online court records show that Jackson pleaded guilty in April 2007 to possession of cocaine and first-degree possession of marijuana, and was sentenced to five years’ suspended confinement and five years of probation for each charge.
Charges of fraudulent use of a credit card, first-degree identity theft and carrying a pistol without a permit, filed against Jackson in 2003 and 2004, were never prosecuted.
Jones pleaded guilty in April 2007 to charges of possession of drug paraphernalia and possession of cocaine, records show. He was sentenced to one year suspended confinement and one year of probation.

HUTCHINSON, Kan. Mar 7 2009 — A former Hutchinson High School boys basketball coach and physical education teacher has turned himself in to face charges of having sex with a 16-year-old girl.
Bradly Specht was booked Monday on suspicion of eight counts of unlawful sexual relations with the female Hutchinson High School student. He was freed on $10,000 bond.
The 35-year-old Specht resigned last week after school officials told police about suspected misconduct. Police say the alleged encounters took place both on and off school grounds but declined to say when.
The Reno County prosecutor referred the case to the Kansas Attorney General’s Office, citing a conflict of interest. A former Reno County assistant district attorney is related to Specht.
An initial court appearance has not been scheduled.

A warrant is being sought for a 32-year-old security guard at Battle Creek Health System after officials alleged he took money belonging to a patient.
Battle Creek police reported Wednesday that $388 was taken from the patient, Ying Xiao, who was hospitalized after being hit while riding his bicycle by a hit and run driver.
Police said a video shows the guard entering a safe and taking items from a patient envelope. Police said the guard also took a camera, MP3 player and wallet belonging to Xiao.
A warrant is being sought for a 32-year-old security guard at Battle Creek Health System after officials alleged he took money belonging to a patient.

A man was taken into custody Thursday after he crashed his SUV into a North Austin bar.
It happened around 10 p.m. at La Preferida bar on Airport at North Lamar.
A bar employee refused to serve the man because that person thought the man had already had enough to drink. Austin police say he became belligerent and was pepper-sprayed by bar security.
Investigators say he left the bar, got into his SUV and rammed it through the front door of the club.
Two people were injured and taken to the hospital, including a security officer who suffered a broken arm.
The man took off and was followed by customers.
Police say he lost control of his SUV and flipped it.
“People followed him from the bar, and his truck wrecked at Powell and Lamar and there happened to be officers coming up on that area — (they) saw him run from the vehicle and he was taken into custody and taken down to jail and booked in,” said Corporal Calvin Pierce, Austin Police Department.
Dennis Aguilar-Carachure was arrested on charges of aggravated assault with a motor vehicle. The offense is normally a 2nd degree felony, but it was upgraded to a 1st degree felony because one of the injured a security officer.

Six adults and six teenagers were arrested after a series of fights broke out Thursday afternoon at Custer High School, according to Milwaukee police.
Two girls began fighting inside the school about 3:55 p.m., police said. While police officers were helping break up the fight, school security personnel told the officers that people from outside the school were trying to come inside.
Multiple fights then erupted outside the school, police said. Twelve squad cars were called to the school, and N. Sherman Blvd. was shut down from about W. Villard Ave. to W. Hampton Ave. while the fights were broken up, police said.
All 12 people who were arrested were cited for disorderly conduct and released, police said.
The six teens are Milwaukee Public Schools students, police said. One teen suffered minor injuries, they said.
The arrested adults ranged in age from 20 to 26.
A school district spokeswoman could not be reached for comment Thursday night.

A Framingham woman and her niece laughed while they packed a bag full of stolen makeup and CDs at Wal-Mart on Wednesday while the woman’s two children watched, police said.
Josephine A. Washburn’s attitude changed when a police officer said he was going to contact the state Department of Children and Families because she was committing a crime in front of her children, police spokesman Lt. Paul Shastany said.
“Josephine pleaded with the officer, ‘Please don’t arrest me. I’ll never do it again,”‘said Shastany. “She didn’t understand why it was neglectful.”
Store security called police around 6 p.m. to report they had two shoplifters in custody.
They told Officer Val Krishtal they watched Washburn, 43, and her 16-year-old niece, fill a bag with makeup and classic rock CDs from the 1970s, such as Foghat, Janis Joplin and Deep Purple, Shastany said. The total price was a little less than $143.
“They were obviously putting the items in the bag while Josephine’s 10- and 12-year-old daughters watched,” he said. “It appeared they were both laughing as they were doing this.”
The group went through the checkout aisle where Washburn paid for $8 worth of goods. Security stopped them with the stolen items.
Washburn and the 16-year-old girl, who was on probation for shoplifting in Natick, were charged with shoplifting of property worth more than $100.
Washburn’s children were picked up by a relative, and the police contacted the state.
Washburn, of 7 Lexington St., pleaded not guilty at her Framingham District Court arraignment yesterday, and was released without bail. She is due back in court on April 17 for a pretrial conference.

LOUISVILLE, KY Mar 7 2009 (WAVE) – Louisville Metro Police are looking for answers after a foot chase with federal agents ends with a man dead. The chase ended with a shooting at a parking lot at Sixth and Broadway under a SUV parked about two rows away from the street.
“I see the U.S. Marshals on TV, but God, this is my first time seeing them live like this,” said Jackie Burks, who saw the scene unfold.
A block of Broadway came to a standstill after a mistake at Louisville Metro Corrections landed a Louisville inmate on the streets.
“We believe he was released late yesterday (Thursday) and we didn’t discover it until probably during our midnight shift,” said Pam Windsor, spokesperson for Louisville Metro Corrections.
The U.S. Marshals Fugitive Task Force sprung into action after a call from Metro Corrections. Sources tell WAVE 3 investigators tracked the man to the White Castle restaurant at Sixth and Broadway early Friday.
“I saw a bunch of U.S. Marshals saying halt stop,” Burks said. “He didn’t stop. He kept running.”
“They (the U.S. Marshals) were just like in a hurry, running and they couldn’t really stop the traffic because they didn’t know what to do because the traffic was keep trying to move,” said Melissa Woods, another person who witnessed the chase.
The foot chase landed a block away at the Courier-Journal parking lot on Sixth and Broadway. That’s where the U.S. Marshals converged.
“(A) TARC bus was right here and one of the U.S. Marshals got on the bus, see if the suspect was on the bus, which he wasn’t,” said Burks. “Then he came up to the car and he said ‘Ma’am, which way did he go?’ I said, ‘Sir, he went that way over there on the lot.’”
According to witnesses, authorities searched under vehicles and found the man.
“The officer said, ‘come out, come out. Put your hands down, put your gun down,’ He refused. The next we heard was a couple of shots,” Burks said. “He was under that truck, under that vehicle, took his own life.”
The Jefferson County Coroners’ Office has identified the man as 18-year-old Jeremy Burton. In a press release, Louisville Metro Corrections says that Burton was released sometime on the afternoon of March 5 after he switched armbands with another inmate. He has been arrested on March 4 on charges of receiving stolen property, failure to maintain required insurance and reckless driving.

“(A) TARC bus was right here and one of the U.S. Marshals got on the bus, see if the suspect was on the bus, which he wasn’t,” said Burks. “Then he came up to the car and he said ‘Ma’am, which way did he go?’ I said, ‘Sir, he went that way over there on the lot.’”
According to witnesses, authorities searched under vehicles and found the man.
“The officer said, ‘come out, come out. Put your hands down, put your gun down,’ He refused. The next we heard was a couple of shots,” Burks said. “He was under that truck, under that vehicle, took his own life.”
The Jefferson County Coroners’ Office has identified the man as 18-year-old Jeremy Burton. In a press release, Louisville Metro Corrections says that Burton was released sometime on the afternoon of March 5 after he switched armbands with another inmate. He has been arrested on March 4 on charges of receiving stolen property, failure to maintain required insurance and reckless driving.
