The National Association of Private Officers, an International security and law enforcement organization based in Atlanta Georgia recently teamed up with the Public Safety Training Institute to design and offer very in depth church security seminars.
According to Mr. Rick McCann, the Executive Director of the N.A.P.O. , the violent criminal activity that we are seeing at churches across the country is not something new but it does seem to be more frequent.
Churches of all sizes have long been victims of thefts, burglaries and vandalism but over the past ten years incidents of violence including kidnappings, robberies and murders are now happening at an increased and alarming rate and churches need to be better prepared for the criminal element that they may come face to face .
This is why we have spent the past six months developing a multi-tiered training program that churches can put into place to better protect their property, parishioners and staff McCann said.
According to Mike Matthews, director of training, the training institute offers 3 levels of church security training for all levels of security needs.
Level 1 ( Security Awareness) is a one day seminar overview of security awareness and covers basic issues such as lighting, locks, and other physical security issues.
Level 2 (Security Team Training-Basic) Course material is geared toward training ushers or other staff in basic security awareness and response including recognizing Body Language, responding to Threat Levels, Handcuffing and Take- Down Methods, Use of Force, Laws of Arrest and Search and Liability Laws, CPR/First -Aid and other related topics.
Level 3 (Security Team Training -Advance) All material covered from level one and two plus advance defensive weapon training including Impact Weapons, Pepper Sprays, Taser and many other areas.
All seminars are taught by certified and highly experienced law enforcement and security trainers.
Mr. McCann stated that the Church Security Training Seminars are available nationwide and will be designed specially for the individual church needs.

Teacher charged with DUI on the way to school www.privateofficer.com

MUNCIE IN Mar 18 2009 — A veteran Muncie teacher on his way to school was arrested for drunken driving late last week after police found a bottle of whiskey in his car.
James M. Kowalkowski, 60, a language arts teachers at Central High School, was out of the classroom Tuesday, pending an internal investigation by school officials after his arrest by Muncie police.
Karen Jones, Muncie Community Schools human resources director, declined to say what could happen to the 37-year veteran teacher, pending the school’s investigation and any formal charges Kowalkowski could face.
“It depends what we find when we do our investigation,” Jones said, adding the incident did not happen during contracted work hours.
Last Friday, Muncie police responded to a minor accident involving a car that hit a curb on Bethel Avenue near Morrison Road after 8 a.m. The driver, Kowalkowski, said he was on his way to school and hit a curb, flattening two tires.
Officer James Rapp reported he could smell alcohol on Kowalkowski’s breath. Police noticed a gallon of whiskey that was more than half empty in Kowalkowski’s car.
Two breath tests showed Kowalkowski’s with a blood alcohol level of .17 percent, then .14 percent, both above the legal limit of .08 percent.
He was preliminarily charged with drunk driving, a Class A misdemeanor, and taken to jail, where he was later released.

Former Target security agent arrested in thefts www.privateofficer.com

SALEM MA MARCH 18 2009 — A former Target store security guard, who was let go after he was accused of being a little too rough with a shoplifter, was arrested on shoplifting charges of his own on Saturday evening.
Joseph Servizio, 32, of 5 Robb Road, Beverly, and Jason Stone, 37, of 12 Grant St., Beverly, were arrested — Stone after a foot chase that led into a yard on Berrywood Lane, shortly after 6 p.m.
Police had spotted the pair on Highland Avenue near Willson Street after getting a report of shoplifters at the Target store on Highland Avenue.
When the vehicle they were in finally stopped, police said, Stone bailed out of the passenger side and took off, pursued by Patrolman Fred Ryan.
As it turns out, Servizio was a former store security guard at the Target in Revere, where, Salem police learned, he had been let go after “slamming” a suspected shoplifter to the floor, according to a police report.
A security officer at the Salem store knew Servizio and was also aware that he was suspected of stealing from other Target stores, police said in their report. The security officer said he knew Servizio was in the store and began watching as he signaled Stone to take a Polaroid video game system valued at $157.48 and a pink backpack worth $10.
Stone pleaded not guilty at his arraignment in Salem District Court yesterday, where he was ordered held on $2,500 cash bail. Servizio, who made bail over the weekend, is expected to appear in court today for arraignment.

Mass. teacher arrested for attempted murder www.privateofficer.com

LAWRENCE, Mass. Mar 18 2009 NBCNews.com- A local elementary school teacher has been ordered held without bail after pleading not guilty to beating his girlfriend and pulling the trigger of a loaded gun he pointed at her mother.
Edward Manzi, 47, of North Andover was arraigned Tuesday in Lawrence District Court on various charges, including attempted murder and assault and battery with a dangerous weapon.
Prosecutors said the gun did not fire because it jammed.
Manzi is being held pending a dangerousness hearing next Monday.
Authorities say the alleged incident happened Saturday and Manzi was arrested Sunday.
He has been suspended from his job as a sixth-grade social studies teacher in Tewksbury.
He claimed self defense in comments to reporters outside court.
“This is blown out of proportion, I haven’t even had a chance to talk to my attorney and to tell my side of the story,” Manzi told 7News.

A Lexington woman and two teens are accused of stealing more than $3,000 in mere minutes from stores inside Tri-County mall on Monday. Springdale police arrested 24-year-old Tarmessa Johnson and two minors, ages 16 and 14, around 5 p.m.
Authorities say the group worked together to steal from Macy’s, Hollister, Aeropostale and other stores.Police say they found numerous bags of clothing in their vehicle. The total of the items taken was $3693.15, according to police.All three confessed to the thefts, according to police.Johnson is facing one felony count of theft, four counts of receiving stolen property, and one count of possession of criminal tools. She is scheduled for arraignment on Tuesday.The charges against the teens are not known because they are minors.

Suspect in North Carolina murders commits suicide www.privateofficer.com

CATAWBA COUNTY, N.C. March 18 2009 wsoc.com– A suspected opium smuggler facing charges in the Catawba County slayings of a mother and her three children killed himself after a police chase in Utah that ended with his crashed car in flames, authorities said Wednesday.
The sheriff of Catawba County said they believe people in the house were also involved in opium trafficking, which lead to the slayings.
Chief Deputy Coy Reid of the Catawba County Sheriff’s Office said the suspect killed himself after a high-speed chase in Washington County, Utah, late Tuesday. Reid said officials with the Washington County Sheriff’s Office said the man fatally shot his girlfriend, who was in the vehicle, then turned the gun on himself.
Catawba County Sheriff David Huffman identified the man as Chiew Chan Saevang and the woman as Yer Yang of Long View.
Saevang was wanted in last week’s killings of Lisa Phan and her three children — 20-year-old Melanie, 18-year-old Pauline and 3-year-old Cody — at their home north of Conover. Phan’s husband and the children’s father, Brian Tzeo, was at work when his family was killed.
Investigators are not sure if Yang was involved in the homicides, but they had interviewed her in the case.
Saevang’s vehicle, a green 1994 BMW 325 with North Carolina license plate XVY-3743, was spotted in Utah seven minutes after a national alert from authorities in Catawba County, who had learned the suspect may have been driving through the state headed toward California.
Washington County sheriff’s deputies tried to stop the BMW around 2 a.m. EST, 11 p.m. in Utah, and the vehicle hit another car, then drove up an embankment and came to a rest on the hillside.
While deputies were approaching, the BMW caught fire. They pulled Saevang and Yang from the vehicle, and then determined they were already dead. Huffman said he got confirmation of the identities of the people in the car at 3 a.m. Wednesday.
Reid said North Carolina officials had been preparing warrants against Saevang for murder as well as a charge of conspiracy to traffic opium. Warrants were also being prepared for Yang for accessory after the fact to murder.
Huffman said Saevang had been arrested on drug charges in Catawba County in 2004. He served 46 months in federal prison.
Huffman said someone in the family’s home was involved in opium trafficking, but he would not elaborate.
According to The Spectrum newspaper in Utah, the family had received a shipment of opium from Thailand, which was smuggled in through the mail. It was worth $160,000 to $200,000. The paper reports the family knew Saevang and let him into the home.
It also reports Saevang and Yang had taken cooked opium from the family’s house up to Wisconsin before.
State Bureau of Investigation officials said Tzeo could face opium trafficking charges. Authorities would not say whether he will be allowed to travel to California for his family members’ burials.
Huffman said some investigators are currently in Wisconsin following up on leads in the case. He said the vehicle originally believed to have been involved in the slayings, a Toyota Camry with partial tag PT24, was found in that state. He said investigators knew late Tuesday that the Saevang had left Wisconsin for California, and Utah authorities spotted his vehicle just minutes after an alert went out.
Huffman said a significant lead in the case came from a call after “America’s Most Wanted” aired a segment on the homicides Saturday.
Investigators armed with a search warrant went through the home where the family was killed and found a clear plastic bag containing a “suspected controlled substance.” They also took away cash, computers, cell phones, a knife and a pistol.
Investigators found the victims after a friend of Pauline’s called 911 on Thursday morning, screaming and sobbing as she told the operator Pauline had just been pulled into her home and stabbed by a man. The friend had picked up Pauline for school that morning, but they went back after the friend said she had seen a suspicious man outside the house.
Tzeo has said he and his wife had separated and that he had an affair but they were still living together and trying to work things out.
He and his wife each reported in their separate bankruptcy filings that they owed tens of thousands of dollars in debts, according to court documents. He filed in July 2007, and the case was settled and closed that same November.
She filed in January of this year, still reporting the couple to be separated and listing her sole dependent as a 3-year-old son. Court filings in the case continued until the day she died.
Visitation for the slain family members is scheduled for Wednesday from 2 p.m. to 7 p.m. at Jenkins Funeral Home in Newton. They will be buried in El Sobrante, Calif.
