A 49-year-old homeless man wearing a “Frank Sinatra hat” and a trench coat was questioned Thursday by Kitsap County sheriff’s deputies about reports he had made intimidating remarks to employees at the Kitsap Mall Victoria’s Secret store.
A mall security officer told sheriff’s deputies that employees at the women’s lingerie store said he had been in the store on more than one occasion “exhibiting bizarre behavior.”
The store manager confirmed the report, saying the suspect had told employees at the store that another employee had a “hard hot body.” He has made other remarks about the employees, said the manager, who described the fedora he was wearing as a “Frank Sinatra hat.”
Another employee said staff members have seen him in the store carrying a rag doll. They said he was “quite intoxicated” during one of the encounters.
The mall security officer said the suspect earlier on Thursday had been involved in an incident in which he allegedly pushed a 16-year-old girl. The girl said the suspect had poked her with his finger during an argument, but she didn’t want to make an official report or file charges.
A sheriff’s office search of the suspect’s record showed he had a warrant for disorderly conduct from the City of Poulsbo and a history of “disorderly conduct” arrests.
The suspect was booked into Kitsap County jail on suspicion of a warrant violation. He has been barred by court order from Kitsap Mall property.

Myrtle Beach police charged a 19-year-old woman for trying to steal nine bras valued at nearly $300 from a store at Coastal Grand Mall, according to a police report.
Brittany Amber Gregory of 3045 Regency Oaks Road, Myrtle Beach, was charged with shoplifting less than $1,000 after police were called about 5 p.m. Thursday to Belk inside the mall, police said.
A loss prevention employee told police he saw Gregory put the bras inside an empty purse and then try to leave the store, according to the report. The bras, valued at $298, were recovered.

As the city and its police union near the two-year mark in contract negotiations, Mayor Richard Daley on Saturday said a proposal to allow private security guards to write tickets is worth exploring.

Only Chicago police officers can issue citations, but two far South Side aldermen want armed security guards who patrol business districts in their wards to have that authority as well.

Daley said allowing the guards to ticket people for graffiti, parking violations and other minor infractions could free Chicago officers to concentrate on combating violent crime. The move could also generate revenue for the city while enforcing minor ordinances.

“It’s not a bad idea,” Daley said. “The more police you have out there … I like the concept … it will help us.”
The police union denounced the idea last week. Fresh off a no-confidence vote by a small number of unionized officers, Police Supt. Jody Weis was more cautious than Daley about the security guard ticketing idea.

Weis said he doesn’t know how the armed guards are trained, since they are hired by a private firm. He also said many officers don’t like issuing citations and might welcome a move that could free them of those duties.

“It’s in the concept phase; we have to have a lot of discussions,” Weis said. “Anything we can do in today’s times that would put more officers on the street to address crimes of violence is worth looking at.”

Ald. Anthony Beale (9th) and Ald. John Pope (10th) support the private security proposal. Special business districts already have hired armed guards to patrol 103rd Street from State Street to Corliss Avenue and Michigan Avenue between 100th and 116th Streets, Beale said.

The police union’s last contract has been expired since the end of June 2007. The Daley administration and the Fraternal Order of Police have been negotiating but have yet to reach a new deal. City Hall also has been battling a budget shortfall it estimates could reach $200 million this year amid a sinking economy.

On Saturday, Daley and Weis said police contracts are handled in private negotiating sessions and that details have not been worked out or finalized. Union president Mark Donahue also would not discuss the negotiations.

Both Daley and Weis spoke after touring the newly built $21.1 million 7th District Police station in Englewood.

The mayor also reacted to a Tribune report chronicling a surge in broken parking meters, increased tickets and drivers being charged the wrong hourly rates. Daley leased the meters to the private company, Chicago Parking Meters LLC, and its subcontractor, LAZ Parking, for upfront cash.
Daley said the matters have to be handled by the company, which he said took over the parking meters “as is.”

“The city knows nothing about parking meters, and that’s why it was important to get out of it,” Daley said. “Let’s not blame this new company. There will be complaints, but like anything else, they will get to those complaints.”

NEW ORLEANS LA Mar 22 2009 (AP) — New Orleans police say a man at first described as a police impersonator who ordered women to undress in their homes has turned out to be a rookie officer.
Police Superintendent Warren Riley said Darrius Clipps graduated from police academy last April. They say he admitted two of three home invasions and resigned.
Clipps was booked on counts including malfeasance in office and sexual battery.
Police were investigating three cases this week where a man dressed as an officer forced his way into a home, ordered women to undress and asked them about drugs.
Riley said other officers told investigators that a composite sketch of the subject resembled both Clipps and anther man.
One witness also gave police a badge number that matched Clipps’ badge.

Museum security no help during sex assault www.privateofficer.com

fox12.com — The Oregon Museum of Science & Industry (OMSI) released a timeline of events Thursday in the case of a sex abuse arrest made at the museum earlier this month.

Jose Arroyo, of Portland, is accused of inappropriately touching a 10-year-old girl. The girl’s father, Shawn McTimpeny, said he approached Arroyo and pushed him against the wall after he said he witnessed the contact. He later called police, who arrested Arroyo.

McTimpeny later said he was upset with how OMSI employees dealt with the situation. He said the OMSI employees told him he was overreacting and they did not detain Arroyo. McTimpeny said he had to call 911 on his own.

Managers at OMSI, however, said their staff acted appropriately. They released the following timeline of events in a written statement Thursday:

• At 4:12 p.m. on March 7 OMSI staff were first alerted to the alleged incident.
• At 4:14 p.m. an OMSI staff member called OMSI security to attend to the incident.
• Four OMSI personnel responded to the alleged victim’s father’s concerns.
• At 4:23 p.m. OMSI security called the police.
• At 4:36 p.m. the police arrived at OMSI.
• OMSI staff maintained contact with the alleged perpetrator from the time of the incident until police arrived.

In the statement, OMSI said security officers and staff are not allowed to detain people against their will.

Arroyo pleaded not guilty to the sex abuse charges. His trial is scheduled for next month.

3 Oakland police officers killed, 4th critical www.privateofficer.com

OAKLAND, Calif. Mar 22 2009– A police officer was battling for his life and three more were dead after a parolee with an “extensive criminal history” opened fire at a routine traffic stop and hours later gunned down members of a SWAT team searching for him.

The gunman was also killed Saturday, capping a day of violence that the Oakland Police Department said was the worst in its history. Never before had three police officers died in the line of duty on the same day.

“It’s in these moments that words are extraordinarily inadequate,” said Mayor Ron Dellums at a somber news conference Saturday night.

The mayhem began that afternoon, when two motorcycle patrol officers stopped a 1995 Buick sedan in east Oakland, Oakland police spokesman Jeff Thomason said. The driver opened fire, killing Sgt. Mark Dunakin, 40, and gravely wounding Sgt. Mark Dunakin, 41.

The gunman then fled on foot, police said, leading to an intense manhunt by dozens of Oakland police, California Highway Patrol officers and Alameda County sheriff deputies. Streets were roped off and an entire area of east Oakland closed to traffic.

About two hours later, officers got an anonymous tip that the gunman was inside a nearby apartment building.

A SWAT team had entered an apartment to clear and search it when the gunman shot them with an assault rifle, police said.

Sgt. Ervin Romans, 43, and Sgt. Daniel Sakai, 35, were killed and a third officer was grazed by a bullet, police said.

SWAT team members returned fire, killing 26-year-old Lovelle Mixon of Oakland, Acting Oakland police Chief Howard Jordan said.

Officer Hege suffered brain damage and may not survive, his father, Dr. John S. Hege, said late Saturday.

“It is a stunning thing to face,” he said.

Grieving officers at the police station hugged and consoled each other. People left four bouquets of white roses under a granite memorial wall inside the building lobby that lists 47 officers killed in the line of duty. The wall shows the last officer killed in Oakland was in January of 1999.

Police said Mixon wielded two different weapons. One gun was used at the first scene and an assault rifle was used at the apartment building where he was hiding.

Jordan said Mixon had an “extensive criminal history” and was wanted on a no-bail warrant.

“(Mixon) was on parole and he had a warrant out for his arrest for violating that parole. And he was on parole for assault with a deadly weapon,” said Oakland police Deputy Chief Jeffery Israel.

Police said they did not know exactly why the officers initially stopped the suspect, but said it apparently was a routine traffic stop.

People lingered at the scene of the first shooting. About 20 bystanders taunted police.

Tension between police and the community has risen steadily since the fatal shooting of unarmed 22-year-old Oscar Grant by a transit police officer at an Oakland train station on Jan. 1.

That former Bay Area Rapid Transit officer, Johannes Mehserle, has pleaded not guilty to a murder charge. A preliminary hearing is scheduled for Monday. Violent protests erupted on the streets of Oakland in the weeks after Grant’s death, further inflaming tensions.

Gov. Arnold Schwarzenegger planned to fly to Oakland on Sunday from Washington, D.C., to meet with police and Mayor Dellums, the govenor’s office said.
