PITTSBURGH PA July 4 2009 — Crafton police officer Donnie Breeden, 38, turned himself in at police headquarters on Friday, accompanied by his attorney. An arrest warrant was issued for Breeden charging him with one count each of involuntary manslaughter and accidents involving death or personal injury in the fatal hit-and-run of David Hall, 24, on July 20, 2007.
Police said Hall was struck by a sport utility vehicle while he was walking on West Carson Street near the Duquesne Incline.
Hall reportedly had entered the street to talk to a bus driver and was struck as he was returning to the sidewalk, according to police.
It was reported at the time that the possible driver of the unidentified SUV, briefly returned to the scene and then left. He was described as a short, white male in this 30s. The subsequent investigation revealed that the individual described by witnesses was not the suspect, but was an acquaintance of the suspect inquiring about the condition of the victim.
Police said a break in the case came when homicide detectives received a tip that led them to the individual who was described at the scene of the accident.
Subsequent interviews revealed that Breeden was on his way to meet friends at a night club on the South Side area when he struck Hall, according to police.
Police said Breeden chose to leave the scene without attempting to render aid or notify authorities. Upon an initial inspection of the suspect’s vehicle, a 2003 dark grey Chevy Trailblazer, detectives observed evidence that the vehicle had been repaired.
Breeden, a Crafton police officer since 1994, was transported to the Allegheny County Jail and a search warrant was obtained for his vehicle.

    This is the type of officer that makes it bad for all of us officer’s that love our jobs and take pride in our work. This guy was one of the cops that would walk around thinking he was the shit when in fact he was a piece of shit.He wanted to work his shift, not anything about the kid he killed or the family that has no son anymore. A self centered piece of shit. I was the first officer on scene that night. Breeden hit hiom at over 60mph and didn’t even put on the brakes just kept on gong. I read that he was going into the southside to party. I’ll bet he went to a bar as nothing ever happened. I also read he was with others, I know cops hang with cops so other cops seen what had happen and did nothing. They need to be arrested for conspiracy. I hope they do. Crafton P.D. what can I say. I work zone 5 on night turn if someone has a problem with what I wrote.

      60 mph? Where did that info come from?
      I’ve seen the affadavit and the speed isn’t in there.
      If there are persons who help cover up this tradgedy then the courts, not you fools, will deal with those individuals.
      I am not defending his actions. I feel that due process will run it’s course and when it is all said and done Mr. Breeden will be punished.
      It seems that some of you people have personal vendettas for the entire family. What is wrong with people? Until you walk in the shoes of the victim or the actor you have no right to judge anyone.
      To get the facts, get away from the computer and attend the hearings. Then when direct evidence is presented you will know what truly happened

    If there were other officers involved, it was not from the Crafton PD. No one on the Crafton PD likes him. He is a self centered piece of shit and will hopefully be gone soon. His mother is the head of the Democratic party in Crafton and is a piece of shit also.
    Please don’t assume the other Crafton officers are like him, we all have to work together and it is because of officer’s like Breeden, that are job is so damn hard.

    All we can do is pray for the victim’s family, hope justice is done and do our job the best we can.

    You’re spot on with him being a POS. As for the Crafton PD, you need to look elsewhere. That elsewhere is DANET. If there is a perfect department out there, God Bless because that is rare.
    Every dept has it’s a$$holes and Breeden was #1. Mostly all of Crafton’s PD are good officers.
    There’s much more here than meets the eye.
    Look for Mommy Dearest to fix things. She’s a big time Democratic hack. Very tight with the Party. Crafton did try to discipline him late 2006 and he skated in January 2007. Mommy fixed that. What a shame because he should have absolutely been canned and maybe David Hall would still be walking this Earth.
    Hell, if it wasn’t for Mommy Dearest, he never would have been hired in the first place. A female candidate scored higher and was at the top of the CC list, but she was passed over for “the native son”. Her name is Tracey Fails and I’m surprised she didn’t file a discrimination suit. Of course why spend thousands of dollars for a lawyer and spend years in court? She was definitely very smart not to do so. Mommy would have fixed that too.

    I am also a Pittsburgh Officer and must wholeheartedly agree with those who stated not to paint the Crafton P.D. Officers with the same brush as Breeden. The rest of the Crafton Officers, at least the majority of them, are very good officers and better men. Remember Paul Abel? He was a city officer who is just as big of a piece of shit. It by God’s graces that he isn’t facing a murder charge and the assholes in our FOP are actually trying to get him back on the job. I will also be watching to see what stings his mom pulls to get him off. I’m sure the fix is already in the works.

    People should not judge, i have known this individual for some time and he has always been kind and offering of help at any moment. Good people make mistakes…and I am sure you have too. Nobody is perfect, not even you. You have no clue what he put himslef through on a daily basis and you cannot say that he has lived his life guilt free. I hope that when you make every mistake in life it is plastered all over the news so people can ridicule you as well.

    Being in the LE, most of you should realize INNOCENT until proven guilty.

    Seems people are ready to jump to conclusions because of their personal feelings and are happy to help smear a name out for a personal vendetta.

    I have compassion for the young man’s loss of life, his family’s grief. There are no words to even convey it.

    However, we are hearing of a source…of an eyewitness. Why all of the sudden did the ‘witness’ come forward? Why did he/she wait so long if this was true? A personal vendetta also? Or he/she couldn’t live with it any more.

    I just know that Innocent until Proven Guilty.

    What happened to David Hall is tragic. I cannot even begin to imagine the grief his family has had to deal with and is now reliving all over again. Nor can I imagine how it must have been to be at the scene.

    That said, I have known Donnie for a long, long time and I agree with “Acquaintance” in the sense that there is always more to a situation than what is reported in the media. And while I respect freedom of speech and everyone’s right to his/her opinion, I think the judging should go on in a courtroom, not on the Internet or in the media.

    Hitting this young man was tragic but when the perpetrator fled it became criminal.Then when the perpetrator came back – offered NO AID – and FLED AGAIN it became more monstrous than words can describe. There is no excuse or justification in the world for that and if the perpetrator is in law enforcement that is an abomination.

      Clear Conscience you assume too much with implying that I cannot ‘man up’ and say I am a friend of Breeden. I have met him once…and have no opinion as to his character. An AQUAINTENCE, like I named myself. Anonymous has admitted to knowing him personally.

      I am sickened that anyone would hit someone and continue without stopping to render aid. The media brings the beginning of a story, gets every one worked up, and if the person accused is innocent, they never try to help repair the damage caused by it.

      Nothing is ever as black and white as portrayed. And because I stand up to remind people of this, and I have a different way of thinking than you (I do agree whoever did it is a monster) and not just jumping to ruin a man without all the evidence….you want accuse me of being here, under false pretense.

        The “private” poker party sounds like the closed door/”private” meeting crafton council held to vote 7-0 to continue to pay Breeden. Maybe Linda was the doorman! Why not escrow his pay? Bet they pay’em all the way till his court date and then the POS breeden plea bargains. Think the residents of what seems to be a “gd ole boy borough” should say something. But you never know they may not.

        Seems as though now is the time for council to FIRE breeden. He’s had his prelim and there’s really nothing else to be said till his trial date. Council can now review why the charges have been brought against him and terminate. Unless mr. crowne and bloom still think they should continue to pay this “quiet person”. We’ll see if the decision to suspend with pay was a legal decision or Crowne and Bloom’s love for the “crapton homeboy”. Breedens actions make me sick. How can someone hit and leave for dead ! What a total mistake they made by hiring this monster.

        Does she still have the council stacked? I do not know what the charges were in 2006—however, this is a very publicized, very serious crime that is being charged against him. I am naive, but how can council not think about how Crafton Citizens will react? Having to pay for a cop not working; paying OT to the others who are picking up his time, Crafton cannot be happy. If residence aren’t happy, they won’t vote to re-elect their officials, but bring new ones in. Right?

        Also, Mata Hari, not attacking your knowledge at all…but wouldn’t cops need access to a gym 24/7? The shifts they work, just as doctors, nurses, store clerks, etc who work odd hours? And personally, right now, if I was Breeden, I would be more comfortable being at the gym when no one else was around. Not that I am saying he is guilty, as I don’t know. But his face is plastered everywhere. It is embarrassing.

        Unfortunately, the case isn’t about his past, it is about whether he is the prep who was driving the first car to hit Mr. Hall. Because the fact is that car is at fault for kill David, and of course, that driver is at fault for not staying around.

        Let us not forget that if all that is being said regarding this case (not his character or his past) there are other individuals who have helped him cover it help. And for them all to live two years without coming forward. WOW.

        I really would like to know why someone did finally come forward though. Doing the right thing for the wrong reason isn’t going to make their participation in all of this any less wrong. From what I understood in some of the news, a tip came forward regarding the witness, so he/she blabbed to save their own skin.

        That is what is REALLY REALLY sickening in all of this. It is about their own skins…all of them!

        When the football player killed someone with a DUI, at least he stayed put, and he was ashamed and sorry for his actions. He feels the guilt and probably has nightmares over his stupidity.

        Whereas, the nightmares of these individuals, including Breeden, if they are guilty, well, the nightmares are probably of being caught, not of the life they stole from Hall or from Hall’s family.

      A hearing will be held in the near future to determine the employment fate of Donnie L. Breeden, the Crafton police officer charged in the fatal hit-and-run of a Moon Township man in 2007.

      The closed hearing will take place at the Crafton Borough Building, according to a borough official.

      The hearing is commonly referred to as a Loudermill hearing and is based on a 1985 U.S. Supreme Court Case.

      At the hearing, the borough could be represented by Mayor Susan O’ Connell, members of borough council, police Chief Bud Rost and borough Manager Doug Sample. Breeden, 38, likely will be represented by his attorney, Bill Difenderfer.

      Members of the Pittsburgh Bureau of Police, which investigated and brought charges against Breeden in the July 20, 2007 hit-and-run that killed David J. Hall, 24, also could attend the hearing to present evidence.

      The hearing could determine whether Breeden, a 15-year veteran of the force, remains suspended with pay. He has been suspended with pay since July 3, when he turned himself in to Pittsburgh police.

      At its public meeting last week, Crafton Borough Council decided to retain that status under advice from borough solicitor Tom Ayoob.

      Some people who know him said Breeden is a quiet person. They can’t imagine that Breeden, who was a member of the Allegheny County District Attorney Office’s Drug Task Force from 2002 to 2006, would do such a thing.

      In 2007, the Pennsylvania Civil Service Commission placed a letter of reprimand in Breeden’s personnel file after charges — not criminal charges – that he took more than his allotted time for lunch and dinner breaks.

      Borough council voted 7-1 not to appeal the letter of reprimand, which was issued following a hearing into the claims.

      Councilman Dan Cindric cast the lone dissenting vote.

      Breeden is charged in the hit-and run that killed Hall, of Moon Township.

      Hall had stopped on West Carson Street to speak with a Port Authority bus driver at about midnight on West Carson Street near the Duquesne Incline and was struck as he attempted to return to the curb.

      He was asking the bus driver about bus rides to Moon.

      However, as he stepped back from the bus driver’s window into the street, a dark-colored sport utility vehicle struck him.

      Hall was then struck two more times by inbound traffic and died at the scene.

      The other drivers did stop at the scene, police said.

      Police at the time thought Breeden’s vehicle returned to the scene, but after investigation, they now know it did not, according to police reports.

      Several other people have known for a long period of time of Breeden’s involvement, according to Pittsburgh Bureau of Police.

      Other arrests could be forthcoming.

      Breeden is charged with one count of involuntary manslaughter and an accident involving death or personal injury. He could not be reached for comment; his attorney, Difenderfer, did not return phone calls.

      Breeden’s preliminary hearing is scheduled for tomorrow (July 17) at 8:30 a.m. at Pittsburgh Municipal Court.

      Police conducted an investigation into the hit-and-run, but only recently learned of the Crafton officer’s involvement following an anonymous tip, police said

Perhaps this will be explored more after tomorrows preliminary hearing at Pittsburgh Municipal Court. There are probably policies that the borough solicitor, mayor, and council are following before ending his wages.

    My most humble apologies Acquaintence. You obviously don’t live in Crafton, but I will beg to differ on your philosophical point of “Nothing is ever as black and white as portrayed.”

    You see, one of the worst problems our country faces today is Moral Relativists like yourself. Moral Relativism negates the ideas of good versus evil, right versus wrong, moral versus immoral.
    You’ve just slid down a slippery slope.
    Example…Hitler’s dad beat him. His mother died of cancer and the attending doctor was Jewish. He never made it into art school in Vienna because the Jewish professors found his artwork lacking in substance. He thinks he may be part Jewish himself…so begins his self loathing and hatred of the Jews.
    Cause and effect…that’s the shade of gray that Moral Relativists like to spin. What does it do? It negates the fact that Hitler WAS GUILTY OF CRIMES AGAINST HUMANITY.

    I’m sure that Donnie will plead “not guilty” during his pre-lim on the 17th. I’m quite sure we’ll hear in the trial that “daddy abandoned him when he was young” or he didn’t make the varsity squad for football in high school, or he drank too much because of the pressure of being the so-called “officer”.
    You’ll never hear from the defense that he has no conscience.
    No, we’ll hear excuse after excuse, prattle after prattle, muddied obfuscation and the blaming of others.
    No, he’s the perfect “Mama’s boy” just like his brother Richard, who by the way is having his formal arraignment the day before on the 16th for a DUI in Moon.

      I do not live in Crafton. I also do not believe in excuses. The fact is a man was hit and killed. The fact is the first vehicle to hit him is the cause and effect of this tragic, horrible deed.

      When I say black and white….everyone seems to be bad mouthing Breeden (and you are entitled to your opinion). The problem I see and of course, I haven’t heard or seen any evidence other than what is stated on tv, is because there are personal feelings against Breeden and his family, he is guilty before the due process.

      You do seem to have knowledge of behind the scenes, however, just because he is a SOB, is he the one who drove the 1st vehicle to struck Hall?

      I don’t care that he has a drunk brother. I don’t care that his mommie is a democrat. I care that the person who did such Monsterous deed is brought to justice.

      I undertand and see that you believe that he will get ‘mommie dearest’ to pull strings and that justice will not be serve. Naive as I may be, but I don’t see how if it was his SUV, him who drove away…how can any strings be pulled to stop him from being found guilty?

      And although this part does not pertain to your response to mine, I just want to say, there is not one cop out there that has not looked out for their buddies, and got them out of a speeding ticket or something. Pointing fingers at him for doing this, when even the highest officers in Pittsburgh has saved friends from DUI’s. I know this for a fact.

    Let’s cut to the chase here-I knew the guy casually & he was nothing more than a egotistical jerk who thought because he carried a badge he was above the law. He sat in bars & drank & drove on a regular basis, but yet he had no problem passing out DUI’s while on duty. There is no “side to his story” and whomever refers to this as a “mistake” should speak those words to the family of David Hall. When he ran him over it was a “mistake”. When he returned to the scene to question people about what they saw in order to cover it up-they refer to that as a “crime”. Hopefully, Difenderfer has used up all his favors and Breeden rots in prison like the criminal that he is. To all the tax-paying citizens of Crafton-thank his Mommy for the fact that your tax dollars are still paying this “officer”.

      Here’s a lawyer who defended a majority of the accused in Breeden’s DANET cases and now he’s defending him. I don’t know if that’s ironic or complicit? I’d be looking for another defense attorney. That’s just way too weird and a little too close & casual. It looks bad.     Tragedies like this one should be a wake up call for all of us. A sobering wake up call. We should all be thankful that none of us have ever had to face such an experience. The parents who lost their son. The man that ran him over and was apparently too scared to turn himself in. The friends of the driver who ran the young man over accidentally and lived with this lingering guilt. Ya know, after viewing the old news real, the parents of the victim appeared to be very understanding and forgiving. They pleaded that the driver turn himself in right away instead of living with such guilt. They were wise and a good example. Too bad the driver didn’t respond according to their request. Too bad this horrible nightmare happened. Too bad people are still throwing stones. I hope the parents can somehow put this to rest. As for the Breeden family, why must anyone jump to conclusions and attack their characters. What’s the point? Does it make the Writer(s) feel better by attacking other people and their shortcomings? The courts will work this out and so will God.

Police officers have yelled at me for things that didn’t deserve such reactions; that doesn’t turn me into a victim. Police for the most part do their jobs very well and face many pressures.         I just don’t see anyway possible that this officer will ever remain an officer ever again… anywhere. To even imagine this possibility is far-fetched. More than likely, there will be other people who will stand to lose a lot–professionally and personally after all is said and done. No. It appears at least one person will be doing time behind bars. He could have prevented that by at least admitting to the incident the following day…and even if he had waited a full day…I do not think that he would have ever been permitted to remain a police officer ever again. He would have needed to return back to where the accident occurred immediately and attempted to render help to the best of his ability.

    If this is suppose to be a private sight it’s not….i found it searching Breeden’s name. I am David’s Aunt Sue (Jacquie’s sister). It’s been really hard reading the comments here and the details surrounding the night Dave was hit. If Breeden truly is the person who hit David and chose to run and not do his duty as an officer, then shame on him. I’m sure he must have watched the news and saw and heard Rob and Jacquie asking him to turn himself in for his own sake, but instead chose to run and hide it. We have all prayed from the beginning that the person would somehow come forward so that Jac and Rob would have an answer as to who and why. To find out that up to 10 others may have been involved makes me wonder what kind of hold he had on these people, or was there other substances in his system….just my own thoughts. Thank you to the officer’s who were there. From what I’ve read I believe David died on impact and went home to be with the Lord immediatley. David loved Jesus…yes he was developmentally impaired and was more like a teenager, but was quite capable of being independent. The family is praying that justice is done for our David. We all loved him and miss him dearly.

      Yes Sue…I remember watching Rob and Jacquie encourage the Driver to turn himself in for his own sake. They even appeared to recognize that this was an honest accident. They mentioned that they knew that David was with the Lord…and as a Christian, many of us are comforted by this admission. Aside from these points, it is sounding like more people knew about this incident for sometime now and this is almost unfathomable that this secret has lasted this long.       There is two big differences though this time around.
      One is that the last time around they spent all their energy into character assassination. This time, instead of character assassination, they are trying to redeem one of their own, one character in particular, the perp.
      The second is that they can’t scrub the comments here or in Topix and they can’t shut these sites down like they did in Craftonspeaksup. They have no control over that and this is good.

      It turns out that Officer Breeden is actually a member at Wrights Gym in Crafton Shopping Center. It is owned by a Pittsburgh City cop. About 8 weeks ago they had serious flood damage and Bill’s Gym facilitated all Wrights Gym members and their Personal Trainers for about 2 weeks. The people from Wrights Gym were only permitted to use Bill’s gym during daytime hours. No 24/7 access. All members of Bill’s Gym 18 and older receive a 24/7 access card. This gym has a very good reputation and encourages a drug free lifestyle. It is irresponsible to make flagrant remarks about a person or their business when you obviously haven’t a clue what the hell you are talking about. If Breeden entered Bill’s Gym, it would have been back in June when Wrights Gym (Owned by a Pittsburgh City Cop) closed due to flood damage. Wrights is currently back in business. You can take that to the bank.

Awile back this same cop whos in lots of trouble set me straight and I owe him thanks. I wont turn on him because he isnt popular. All the years he showed up for work should not be dismissed. I am very sorry for the family who lost their boy. That really sucks. Reminds me of some of my friends in Iraq who died from friendly fire. The ones who accidentally killed our side are really messed up in the head from their infractions and poor choices. They have to live with it and deal with it. That sentence is one that isnt written in the books but I know it has to be real.

    Breeden wasn’t being a coward when he left the scene. He was being SELFISH. The man worried about his job, not that he was a cop going to jail, but the job itself. Just like when he turned himself in. He wanted to go to work that night. He put 15 years into the force and cares only about his pension, his security, his finances.

    That is why this crime is one of the most horrendous deeds. If he was just afraid and ashamed, maybe we could take some pity on him. However, he hasn’t thought of how his killing a man has effected the lives of others. His only worry in the past two years of getting caught was that HIS life would get screwed up. He is sitting home, trying to figure out how to hide any assests he might have, trying to figure out how not to lose the time he put into the force, afraid that the Hall’s will come after him for what he owns.

    What you see on the news isn’t always accurate, give it sometime and the FACTS of the case will be discovered and released. I suspect others will be arrested. I’m not, nor will I ever defend the actions of Mr. Breeden. Let the court system do its job.

      I agree, stay on topic. I read in a news account that he did stick around, than left and one of his buddies came back to the scene.

      If he did stick around, how did not one person get his name, his license plate etc? Of course, you can’t believe everything you read and hear on the news, that they never tell the whole story.

      I do believe some of what is said is a shade of the whole story.

    The Pittsburgh Police have a strong case that includes EVIDENCE! Anybody seen Breeden driving his SUV lately? That is because it is impounded and in pieces!

    I hope everyone here who might have lost their job in the past year with this stinking recession or who are still clinging to one and are stuffed up inside or are breaking their backs doing labor work knows that Breeden gets to lounge outside today in the beautiful summer sun and drink cold ones while on the tax payers dime.

    I also wonder how much $$$ he made today still on Crafton’s payroll with wages and the what the benefits cost Crafton taxpayers, many of whom may have no health or life insurance right now because they lost their jobs from downsizing – not felony hit&run, criminal conspiracy, tampering with evidence, etc.

    Crafton’s administration and lawyers must really be tools&fools.

      Apparently you don’t know everything. Just as the news does not speak of everything.

      Maybe he keeps the car because it reminds him of something he did that was stupid, that is if he is guilty of doing what he is CHARGED with. He has not been found guilty yet. Or maybe it wasn’t even his SUV that hit Hall, and he has no reason to want to get rid of it.

      Oh yeah, that is right you are all powerful and knowing of everything, especially when dealing with the Breedens.

      You cannot read Breeden’s mind, you are not even close to him to know anything about him other than what you hear from others and see — and nothing is ever what it seems to be.

      The problem here is your hatred (which may I remind you that there is a fine line between love and hate) blinds you to for allowing anything but your hate to grow.

      If Breeden is guilty, than he will have to deal with the consequences of his actions.

      You remind me of a ambulance chaser….chasing down this story constantly to add fuel, because of your hatred toward the Breedens.

      Mr. Hall deserves to be remembered, deserves justice. His family deserve closure and peace. Breeden has the right to a fair hearing in our courts, and the facts will come out.

    What are the actual facts to this case? Does anyone honestly know? There are things that the media has shared with us, but where else can we find the honest facts relating to this case? Some of the people who are posting here are Pretenders and are taking extreme liberties in filling in gaps that they know nothing about. I wonder sometimes, if this same officer would have been involved with something heroic instead of horrific; would these same critics still hate his guts, or even worse; pretend to be his friend?

    Speculation is one thing. But to attack others pretending that you are the only one who has all the facts; well that is quite immature.

    IE: To say that, “David Hall deserves to still be alive.” Well, what if it turns out that the bus driver says David jumped out in the flow of traffic without stopping or looking both ways? This could mean that no matter who was driving that vehicle, David dies…especially if he gets hit by more than one vehicle.

    This doesn’t take away that if the driver knew that indeed he/she hit David, he/she should have returned back to the tragic accident and assisted with the care of his broken body.

    Whenever someone points out possibilities in this case, many responses are hate-filled pretentious attacks.

    The witnesses, actors, attorneys, possible jury, and judge will rule according to the facts of this case. It will be interesting to see what comes of it.

    Acoording to KDKA News…Breeden has been terminated of his duties as a Crafton Borough Policeman. He will nolonger be paid.
    KDKA reported that he is being charged with some form of manslaughter charges and that a personal friend of his turned him in to authorities. There may be a plea bargain attempt by his counsel. Nothing more was reported.

    It is funny how the media reported Breeden as asking about whether he would be able to go to work the day he turned himself in and now his resignation is about his pension.

    Is he really that stupid to not understand how horrible that sounds and is?

    I see that with the firing of him, and not accepting his resignation that ‘mommie dearest’ doesn’t have council in her pocket.

    Maybe things will be made right.

    Regarding Comment on Line #21: It should also be noted: Officer Breeden is and has been a gym member at Wrights Gym for many years. Wrights is located in the basement of a shopping center 1/2 mile from Bills 24/7 Weight Room. Wrights is owned by a Pittsburgh City Police officer. Many police officers exercise there. In June 09, there was serious flood damage to Wrights Basement Gym and Bill’s accomodated Wrights Gym clientele for approx 2 weeks. I workout at Wrights and was directed to Bills while Wrights dried out. In all fairness to the owner at Bills, the opinions on link #21 were untrue. They run a very tight ship at the 24 hr. gym and we from Wrights Gym were only permitted to workout during daytime hours with Staff onsite. Breeden, like most of us, probably used Bills for a couple weeks. Like I said, many cops workout at Wrights Gym. Breeden has been there for at least a decade.
