Lyle R. Kastner always made sure employees at I35 Bingo made it to their cars safely.
On Saturday around 10:30 p.m., the 57-year-old security guard was shot and killed doing just that — walking the manager to her car.
“He was a very good security guard,” said Kevin Keller, the bingo hall owner. “He was kind, conscientious. Not everyone knew his name but everyone knew his face.”
Kastner had been doing security at the bingo hall in the 6800 block of Interstate 35 for about a year as an employee at a private security firm.
“He took the employees’ safety very seriously,” Keller said.
It was after closing time when Kastner escorted the manager to her car. As he walked away, a man who had been hiding underneath the vehicle emerged, pointed a gun at the manager and demanded her belongings.
Kastner turned back to check on the woman because he hadn’t heard her car start. He saw the man holding the woman at gunpoint.
Kastner, who is commissioned to carry a firearm as a security guard, was shot when he told the man to drop his weapon, according to San Antonio Police Department spokesman Joe Rios.
The shooter ran away carrying the woman’s purse and Kastner’s .40-caliber handgun, police said. Police recovered the woman’s purse later Saturday night while searching for the shooter. If caught, he faces a charge of capital murder, which is punishable by the death penalty, Rios said.
Keller spoke with his manager Sunday, and said that, while not physically injured, she was devastated by the night’s events.
“She’s not doing well today,” he said.

AUSTIN TX July 20 2009
A 29-year-old man who police say tried to run over two people this morning has died after being shot by a security guard at a North Austin apartment complex.
Veneza Aguiñaga, a spokeswoman with the department, said a crash was reported about 2:20 a.m. today in the 9100 block of North Plaza, just south of Rundberg Lane. The driver of a Chevy Tahoe left the scene but returned a few minutes later, she said, and a passenger got out of the car for unknown reasons.
Aguiñaga said the driver of the Tahoe ran over the passenger, who suffered only minor injuries. A security guard at the North Plaza Apartments heard the wreck and as he was investigating, the driver of the Tahoe attempted to run the guard over, Aguiñaga said.
The security guard, who Aguiñaga said had a gun, yelled at the driver several times to stop. The guard shot at the driver several times, she said. The driver continued to South Interstate 35 where police stopped him.
He was taken to University Medical Center Brackenridge, where he died this morning. It is unknown how many times the driver was shot, she said.
The incident remains under investigation. Police have not identified the driver pending notification of family, police said.
There are more security personnel employed in Australia than police officers and they could be doing more in terms of cutting crime, a study has revealed.

LA MESA CA July 20 2009: A Metropolitan Transit System security officer is in stable condition at a local hospital after being shot twice at the Grossmont Trolley Station late Saturday, police said.
A man shot the officer twice at about 10:15 p.m. with a semiautomatic pistol and then took a gun and two spare magazines from the officer’s belt, La Mesa police said.
The shooter eluded officers searching with police dogs and a helicopter.
Trolley service at the Grossmont station was suspended until 3:40 a.m. yesterday for the police investigation, during which time riders were transported by buses.
Security has been enhanced as a result of the shooting, MTS officials said in a statement.
Police described the gunman as a thin black male in his 20s, just under 6 feet tall, last seen wearing black clothing and a small blue duffel bag strapped across his chest.

WASHINGTON, July 20 2009– Concealed handgun permit holders killed at least seven police officers and 44 private citizens in 31 incidents during the period May 2007 through April 2009 according to a new study http://www.vpc.org/studies/ccw2009.pdf) released today by the Violence Policy Center (VPC). The release of the study comes as the U.S. Senate is expected to take up today — Monday, July 20 — an amendment to the defense authorization bill (S. 1390) that would create a de facto national concealed carry system, overriding the rights of states with more restrictive laws governing the carrying of concealed handguns. The amendment is sponsored by Senator John Thune (R-SD). Senator Charles Schumer (D-NY) has said he will filibuster the amendment.
Because most state systems allowing the carrying of concealed handguns in public by private citizens release little data about crimes committed by permit holders, the VPC reviewed shooting incidents as reported by news outlets. It is likely that the actual number of fatal criminal incidents involving concealed handgun permit holders is far higher.
The study, “Law Enforcement and Private Citizens Killed by Concealed Handgun Permit Holders — An Analysis of News Reports, May 2007 to April 2009,” finds that during the two-year period reviewed –
• Concealed handgun permit holders have slain seven law enforcement officers resulting in criminal charges or the suicide of the shooter. All of the killings were committed with guns. An additional three law enforcement officers were injured in these incidents.
• Concealed handgun permit holders have slain at least 44 private citizens resulting in criminal charges or the suicide of the shooter. All but one of the killings were committed with guns. An additional six private citizens were injured in these incidents.
• In six of the 31 incidents (19 percent), the concealed handgun permit holder killed himself, bringing the total fatality count to 57.
VPC Legislative Director Kristen Rand states, “State concealed handgun systems are arming cop-killers and other murderers. It is beyond irrational for Congress to vote to expand the reach of these deadly laws.”
The study offers detailed descriptions of the 31 incidents, which occurred in 15 states. Law enforcement officers were killed in: Florida, Idaho, Ohio (two incidents), and Pennsylvania (two incidents). Private citizens were killed in: Alabama, Colorado, Florida (nine incidents), Idaho, Kentucky, Minnesota, New York, North Carolina (two incidents), Ohio (three incidents), Oklahoma, South Carolina, Tennessee, Utah (two incidents), and Virginia.

Fayetteville TN July 20 2009
Police have in custody a man who confessed to killing five people in Tennessee and a sixth person in Alabama.
Police arrested Jacob Shafer on Saturday as he was sitting on the porch of one of the crime scenes. Shafer admitted to the killing four adults and two children. Five of the victims were found dead in two neighboring homes and another person was found 30 miles away outside a business in Alabama. Police will not release the names and ages of the victims until the next of kin are notified.
A spokeswoman for the Tennessee Bureau of Investigations explained that authorities believe the victims are relatives in an email.
“Most of the victims are suspected to be related. The motive of the killings is domestic.”
Lincoln County Sheriff, Murray Blackwelder described the killings as “horrendous” and called them “one of the worst crimes Lincoln County has ever seen.” Shafer is charged five counts of homicide in Tennessee, and one count of homicide in Alabama.

HALLANDALE BEACH, Fla. July 20 2009– Police say that officers shot Joel Jules, a suspected robber after he tried to rob a casino guest.
Jules remains at Memorial Regional Hospital in Hollywood after being shot by police officers outside the Mardi Gras Casino Friday night.
Investigators say the officer shot Jules after he, along with Steve Olivier and Dwayne Escoffrey, tried to rob an older couple while a security guard was escorting them to their car.
Police say they were attempting to arrest the three when the shooting happened.

The Australian Institute of Criminology (AIC) said the growth of the private security sector was a worldwide phenomena, with Australia trailing the global average of 348 private security officers per 100,000 population.
Australia, with 266 security personnel and 226 police per 100,000 people, still ranks far behind the world leader, South Africa, where there are 900 security personnel per 100,000 people.
The AIC study said figures from the 2006 census showed there were 52,768 Australians who listed security as their principal type of employment, a 41 per cent rise on the 37,372 in 1996.
In the same period, police numbers rose from 39,225 to 44,898, a 14.5 per cent increase.
Census data shows police are generally better educated, better paid and younger than those in the security industry.
The AIC said there had been a general decline in crime in Australia, although crime rates remained relatively high by comparison with the rest of the developed world.
“Not withstanding the alleged omnipresence of security, research indicates that only around 45 per cent of Australian households have basic security measures in place, suggesting considerable scope for a greater contribution from the industry to domestic crime prevention,” the study said.
“It is clear from international research that premises with security have significantly lower rates of criminal victimisation than those without and that growth in security is one of the most important influences on falling crime rates.
“At the same time, there is a widening gap worldwide between victimisation of the rich and poor relative to their ability to afford security.”
The data included in the study covered the security industry, included private investigators, crowd controllers and debt collectors but not those in security management positions or who held part-time security jobs or who installed security equipment.
