Miami Fla Nov 18 2010Miami-Dade police detectives have started arresting Miami International Airport curbside baggage handlers for allegedly taking illegal cash payments from travelers with extra bags or luggage that exceeded weight limits.

More than 20 handlers — workers with Eulen America, which employs skycaps to check in bags for American Airlines — are expected to face charges Wednesday.

One man arrested Tuesday night, Luis Zapata, 24, was charged with third-degree grand theft. According to an arrest report, a passenger headed to Ecuador paid him $300 cash to ship five extra bags without paying the normal fees that were owed to American Airlines.

The investigation is being handled by Miami-Dade police, the Miami-Dade State Attorney’s Office and security officials with American Airlines.
