Austin TX May 25 2011 In November of 2010, Austin Police Detectives, in conjunction with the United States Secret Service, began an investigation into an organized payroll check-counterfeiting scheme.
The investigation revealed that James Troy Brooks (DOB 12-1-66) was actively manufacturing counterfeit payroll checks, using account information from legitimate businesses.
Mr. Brooks solicited assistance from individuals who were obviously desperate for money.
He targeted day labor sites and homeless shelters, where he convinced the accomplices to cash bogus payroll checks, in exchange for a portion of the proceeds.
To this date, Mr. Brooks has been tied to over $70,000 in losses, suffered by local businesses and financial institutions.
On Friday, May 20, 2011, a federal arrest warrant was issued for Brooks, charging him with counterfeit securities, bank fraud, and conspiracy.
He was located and arrested shortly after the warrant was issued and is now in federal custody.
