<p><strong>UNION CITY, Ga. May 23 2013</strong> &#8212; Whether it is precious metals or gasoline, thieves are coming up with deviously creative ways to steal them. They have figured out how to get inside pumps to get the gas out for free.<br />
It is a relatively new crime but a Union City gas station is finding out about it the hard way. In the past two months, thieves have stolen gas from the Mobil gas station on Flat Shoals Road four times.<br />
The convenience store has surveillance video showing how the suspects broke into gas pumps and disconnected the meters inside. The video shows one of the suspects using a tool to pry open a door on the pump. Once inside he cuts wires to the meter that logs the purchase. Then with a swipe of a credit card, he can pump unlimited gas for free.<br />
In the latest incident on May 15, 11 cars pulled up to the pump and filled up for free. Over 180 gallons of gas were stolen. The same thing happened on three other occasions in March and April.<br />
Surveillance video inside the store also shows three suspects involved in the theft. It shows a female distracting the clerk and acting as a lookout while the gas pump is broken into outside.<br />
&#8220;You know when the other guys are taking the gas she&#8217;s looking whether I&#8217;m talking to the cops or calling the cops so that she can alert them,&#8221; said store manager Moses Daniel.<br />
More than 750 gallons of gas were stolen in the four incidents. That doesn&#8217;t include the cost to fix the damage that was done to the pumps.<br />
Union City Police are investigating the four thefts. They&#8217;re asking anyone who has information about the thefts to call Crime Stoppers Atlanta at 404-577-TIPS (8477).</p>

<p><strong>SACRAMENTO, CA May 23 2013</strong> —John Gerald Poland, 44, of South Lake Tahoe, pleaded guilty today by a federal grand jury for multiple counts of witness tampering and obstruction of an official proceeding, U.S. Attorney Benjamin B. Wagner announced.<br />
This case is the product of an investigation by the Federal Bureau of Investigation, South Lake Tahoe Police Department, and the State of California Bureau of Narcotic Enforcement (SLEDNET Task Force). Assistant United States Attorney Michelle Rodriguez is prosecuting the case.<br />
According to court documents, on June 29, 2011, Poland interfered with a federal investigation of a South Lake Tahoe gang member. Poland persuaded the gang member’s girlfriend to conceal and destroy evidence. In October and November 2011, Poland tampered with this witness in an investigation into his own conduct as well as the conduct of the gang member. Poland instructed another witness to conceal and destroy evidence rather than provide it to federal authorities. Poland admitted that he corruptly attempted to alter, destroy, mutilate, and conceal evidence material to an official proceeding.<br />
Poland is scheduled to be sentenced by United States District Judge Kimberly J. Mueller on August 7, 2013. He faces a possible sentence of 20 years in prison for each count. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory sentencing factors and the Federal Sentencing Guidelines, which take into account a number of variables.</p>

<p><strong>Rutherford County TN May 23 2013</strong> Deputy Keith Knowles allegedly pocketed $200 while bringing inmates marijuana, tobacco and a cell phone in the last month, according to Lisa Marchesoni, spokeswoman for the Rutherford County Sheriff&#8217;s Office.<br />
A Rutherford County jail deputy was fired for allegedly funneling marijuana, tobacco and a cell phone to inmates, according to the sheriff’s office.<br />
Sheriff Robert Arnold fired Deputy Keith Knowles on May 10, according to a media statement. Knowles had held his position for nearly four years.<br />
“It is very disappointing to me to have a deputy with a long career with the sheriff’s office allegedly bring contraband to inmates,” Arnold said in the statement.<br />
Arnold said an investigation was launched immediately after evidence surfaced linking Knowles to the contraband.<br />
“We will present all our evidence to the district attorney’s office for review of prosecution,” Arnold said.<br />
While Knowles was being interviewed by an investigator, Arnold and a team of officers searched more than 800 inmates and their living areas for contraband.<br />
The sheriff said some cigarettes and tobacco were found. Those items are not allowed in the jail.<br />

<strong>Southfield MI May 23 2013</strong><br />
Dolores Reid, 53, of Southfield, the former director of state and federal programs for the River Rouge School District, was sentenced to five years in prison today by United States District Judge Bernard A. Friedman.</div>
<div dir="ltr">Reid had been convicted of acceptance of a bribe and mail fraud by a federal jury in Detroit in November, 2012. The evidence presented during the trial showed that, in 2010 and 2011, Reid accepted thousands of dollars in cash for giving preferential treatment to a company that provided tutoring services to the River Rouge School District under the Supplementary Educational Services provision of the No Child Left Behind Act.</div>
<div dir="ltr">This company received federal funds through the Michigan Department of Education, which subsequently recaptured the funds, causing the River Rouge School District to lose approximately $160,000. Among other things, Reid promoted a tutoring program for this company by falsely informing parents of students entering the River Rouge High School that the program was mandatory, when, in fact, it was not mandatory. “</div>
<div dir="ltr">Corruption by public officials is never acceptable, but it is particularly egregious when an official steals money intended for the education of school children,” McQuade said.</div>
<div dir="ltr">“Stealing education funds robs children of their future.” Special Agent in Charge Robert D. Foley, III stated, “Public officials who abuse their power and accept bribes will face severe consequences for their crimes. The FBI-led Detroit Area Public Corruption Task Force is committed to ensuring citizens have honest government.”</div>

<p><strong>Sedwick County KS May 23 2013</strong> A Maize High School teacher was arrested just before 1 a.m. on charges that he made criminal threats at a school sporting event.<br />
In an email to parents, the school&#8217;s principal wrote that the teacher made &#8220;disturbing comments to another staff member about violence toward the school.&#8221; In addition, the school was searched and there was no indication that the threat was valid.<br />
Sedgwick County jail records show James Stiverson, 39, was booked on charges of criminal threat and is being held on $250,000 bond.<br />
Sedgwick County Sheriff&#8217;s investigators received a call from Maize Police in regards to comments Stiverson allegedly made to school administrators during a Maize High School soccer game around 6 p.m. on Tuesday.<br />
&#8220;Investigators worked through the night after receiving a request for assistance from the Maize School [District] Police Department in reference to the teacher making comments to school administrators during a sporting event on May 21 at 6 p.m,&#8221; said Lt. David Mattingly, Sedgwick County Sheriff&#8217;s Office.<br />
Maize school administrators said Stiverson has been placed on paid leave.<br />
&#8220;Any time that we have an incident, we take it very seriously. We&#8217;ll investigate it. If a staff member or a student is involved, often times until that investigation is completed, they&#8217;re not allowed back to school,&#8221; said Maize Schools Superintendent Doug Powers.<br />
Stiverson is listed as a social studies and physical education teacher at Maize High School, as well as an assistant baseball coach.<br />

Dear Parents and Guardians,<br />
At Maize High School, as in the entire Maize school district, we believe<br />
that students and staff should be provided a safe and supportive learning environment.<br />
Last night a school employee was arrested after making some disturbing comments to another staff member about violence toward the school. The threat was immediately turned over to our district police and local law enforcement for further investigation.<br />
All precautionary safety measures were put in place to ensure student and staff safety. The Maize USD 266 Police Department, the Sedgwick County Sheriff&#8217;s Office and central office administration were notified immediately. A search of the building was made by district police, and there is no indication that the threat that was made by the staff member was valid.<br />
Please be assured that the appropriate disciplinary action will be taken with the staff member following BOE policy, with our foremost concern being the safety and well-being of our entire student body.<br />

<p><strong>Marion IL May 23 2013</strong> Linda Heyde, 59, of Marion, Illinois, pled guilty in United States District Court to three counts of theft and embezzlement from a local government that receives federal funds, the United States Attorney for the Southern District of Illinois, Stephen R. Wigginton, announced. Each count carries a maximum sentence of up to 10 years in prison, up to three years’ supervised release following any jail term, a $250,000 fine, a $100 mandatory special assessment, and mandatory restitution. Sentencing is scheduled for September 20, 2013.<br />
Evidence revealed in court at the plea showed that Heyde had been employed as the manager of the city of Marion Water Department from 1996 through May 2012. After being caught stealing funds, an audit was conducted that determined that there was over $500,000 in missing funds for a three year period of May 2009 through April 2012. Heyde admitted as part of the plea to embezzling funds from the city of Marion’s Water Department in each of those fiscal years but is contesting the total loss amount.<br />
The prosecution is the result of an investigation conducted by the City of Marion Police Department and the Federal Bureau of Investigation. The prosecution was being handled by Assistant U.S. Attorney Norman R. Smith.</p>

<p><strong>Hartford CT May 23 2013</strong> — A bill authorizing the state&#8217;s top public safety official to negotiate agreements establishing the authority of the Mashantucket Pequot and Mohegan tribal police departments won overwhelming support late Tuesday in the House of Representatives, which passed the measure 132-3.<br />
House Bill 6373 now moves on to the Senate.</p>
<p>Under the proposal, the commissioner of the state Department of Emergency Services and Public Protection, a post currently held by Reuben Bradford, would enter into separate agreements with each of the tribes, subject to the chief state&#8217;s attorney&#8217;s approval. It&#8217;s expected that such agreements would empower tribal police officers to arrest non-Indians on reservation lands, including Foxwoods Resort Casino and Mohegan Sun, owned, respectively, by the Mashantuckets and the Mohegans.</p>
<p>Currently, tribal police may only detain non-Indian suspects for arrest by state police and prosecution in state court. Tribal police are authorized to arrest tribal members who are prosecuted in tribal court.</p>
<p>State and tribal police have had concurrent jurisdiction on the Mashantucket and Mohegan reservations since the 1990s.</p>
<p>The bill would also grant the public safety commissioner and the chief state&#8217;s attorney joint authority to revoke the agreements, and specifies that members of the tribal police departments would have to undergo certification training by the Police Officer Standards and Training Council.</p>
<p>The legislature&#8217;s Public Safety and Security Committee unanimously approved the bill in March, weeks after conducting a public hearing that elicited little opposition. The Government Administration and Elections Committee also approved the measure.</p>
<p>State Rep. Stephen Dargan, D-West Haven, the public safety committee&#8217;s co-chairman, said that once a tribal department&#8217;s officers were POST-certified, the department would function as any municipal police department in the state does.</p>
<p>State Rep. Tim Bowles, D-Preston, asked whether the tribal police departments&#8217; jurisdiction would extend to state or local roads adjacent to tribal lands.</p>
<p>&#8220;I don&#8217;t think they want to branch off any more than the property that they have unless there is a major accident where they have a mutual response to it,&#8221; Dargan said. &#8220;It wouldn&#8217;t be more than any of our other communities now.&#8221;</p>
<p>The Mashantuckets&#8217; department, preparing for a greater role in policing the tribe&#8217;s reservation, including Foxwoods, has added more than a dozen officers in the last year, most with decades of experience working for municipal police departments. Tribal Police Chief William Dittman has said all department members will soon be POST-certified.</p>
<p>All members of the Mohegans&#8217; police force are also expected to have the certification.</p>
<p>The legislation grew out of talks between Gov. Dannel P. Malloy&#8217;s administration and the tribes. Both parties agreed to cut costs by reducing the state police presence at the casinos as tribal police became better trained.</p>
<p>A review of the bill by the state Office of Fiscal Analysis found that in each of the last four fiscal years, the Department of Emergency Services and Public Protection incurred more costs related to law enforcement at the casinos than it received in reimbursements from the tribes.</p>
<p>Total costs incurred exceeded tribal reimbursement by $1.2 million in fiscal 2011 and by nearly $2.3 million in fiscal 2012, the office reported.</p>

<div dir="ltr"><strong>WACO T May 23 2013</strong> &#8211;A Waco security guard was slashed with a sharp object by a man he confronted in a nursing home parking lot early Wednesday morning.</div>
<div dir="ltr">Waco police Sgt. W. Patrick Swanton said at around 1 a.m. Wednesday the guard was patrolling at the Woodland Springs Nursing Center at 1010 Dallas St. when he spotted a suspicious vehicle in the parking lot.</div>
<div dir="ltr">As the guard approached the vehicle to investigate, he was confronted by a man and the two began to scuffle.</div>
<div dir="ltr">During the altercation, Swanton said, the guard was slashed with some type of sharp object. Swanton said the guard did not require medical attention. No one has been arrested, Swanton said. source- kwtx</div>

<p><strong>San Antonio TX May 23 2013</strong> A former Northeast Methodist Hospital security guard who was caught viewing child porn in a darkened library parking lot after work two years ago was sentenced Wednesday to eight years in prison.<br />
Juan Manuel Ramos, 63, had asked state District Judge Melisa Skinner to let him instead serve the sentence on probation, citing a desire to support his five young children. Authorities noted that more than 3,300 illegal images were found on his laptop.<br />
Officers speculated that Ramos parked his SUV outside the Thousand Oaks Branch Library just after midnight on Aug. 15, 2011, so he could use the facility&#8217;s free Wi-Fi.<br />
Ramos pleaded no contest to possession of child pornography last month in exchange for prosecutors pursuing a single count. The offense is punishable by up to 10 years in prison, but it is also one of several crimes in Texas in which judges are allowed to stack sentences. Ramos also agreed to surrender his security guard license.</p>

<div dir="ltr">Multiple sources confirm Perkins was arrested by Albemarle Police as part of Operation Blue Ridge Thunder, an internet crimes against children task force. Sources could not give the specifics of what led up to his arrest.</div>
<div dir="ltr">“We are stunned and deeply saddened by this incident,” Ashland Police Chief Doug Goodman said, in a statement to CBS 6. “Even though Mr. Perkins, a civilian employee of the police department, was not at work at the time of this incident, the Ashland police department has already taken every measure necessary to ensure the safety and integrity of our agency.”</div>

<p>LITTLE ROCK, AR May 23 2013&#8211; A friendly conversation with a stranger suddenly becomes an attempted kidnapping case at Clinton National Airport in Little Rock.</p>
<p>According to police, a two-year-old boy was walking back from the bathroom on the concourse with his aunt when 19-year-old Marivel Salazar reportedly approached the two, saying &#8216;hello&#8217; to the little boy.</p>
<p>&#8220;She did what a lot of people do, they talk to the young children they encounter,&#8221; said Sergeant Cassandra Davis of the Little Rock Police Department. &#8220;Then things suddenly snapped.&#8221;</p>
<p>According to officers&#8217; reports and witness accounts, Salazar grabbed the little boy and began running down the concourse toward the airport baggage claim.</p>
<p>&#8220;I heard just terrible screams. As a father, I knew that wasn&#8217;t fake, the little boy was screaming for his life,&#8221; witness Dave Edmondson told us by phone. &#8220;The mother was screaming that she [Salazar] was trying to kill her child.&#8221;</p>
<p>Edmondson had been roughly 150 feet away, only at Little Rock because of an emergency landing.</p>
<p>&#8220;As a father, my instincts just kicked in and I tried to intervene,&#8221; he said. &#8220;I&#8217;ve been wondering why I was even there.&#8221;</p>
<p>According to Edmondson he found Salazar lying on top of the boy, apparently smothering him.</p>
<p>&#8220;I&#8217;ll never forget the look on that child&#8217;s face,&#8221; Edmonson said. &#8220;I had to help him. So I may have gotten a little rough with her&#8221;</p>
<p>Edmondson was able to strong arm the boy away from Salazar and return the two-year-old to his mother. Police arrived shortly therafter and restrained the woman.</p>
<p>Edmondson and the police report state Salazar was screaming &#8220;Jesus protect my family. Jesus protect the children.&#8221;</p>
<p>Another witness caught the aftermath and screaming on video.</p>
<p>&#8220;It was alarming. And disturbing. She didn&#8217;t look like she would be a threat. She looked like anyone you might see at the airport,&#8221; said witness Keith Carpenter, who provided the cell phone video. &#8220;Thank goodness they had a group of family members there to try and intercede and cause a ruckus to get help from other bystanders.&#8221;</p>
<p>Once police had taken Salazar in for questioning, they said she continued to talk to herself and God. Officers determined she should be evaluated for psychiatric conditions. She is under observation at UAMS.</p>
<p>&#8220;In this case, the family was close by and paying attention,&#8221; Davis said. &#8220;A lot of times it&#8217;s easy to get distracted in public, especially at the airport. In reality, you can&#8217;t. They screen your bags and personal items at security, but they can&#8217;t screen someone&#8217;s mental state.&#8221;</p>
<p>At Clinton National Airport on Wednesday, travelers were unaware of the incident the night before.</p>
<p>&#8220;In today&#8217;s kind of the world how it is you want to always be watching out for your kids,&#8221; said father Jeremy Arnhart, who was traveling from Anchorage, AK, with his two children. &#8220;Bad things happen that you never expect to happen to you or anyone else. But I think if you look out for your kids, and others look out for them, you&#8217;ll be okay.&#8221;</p>
<p>According to Little Rock police, Salazar remains in medical custody at UAMS. She has not been charged with a crime at this point. Little Rock police had no knowledge of Salazar having a prior record with their department, nor are they certain she&#8217;s from Little Rock. She was ticketed for a flight bound to Texas before the incident.</p>
<p>The little boy, police say, is apparently all right.</p>

<p><strong>King of Prussia PA May 23 2013</strong> A trio of sisters ejected from a mall in Pennsylvania are mourning the recent death of their mother from cancer — but the three chose a forcefully worded yet common anti-cancer sentiment that offended mall security.<br />
The sisters ejected from the mall in King of Prussia are Makia Underwood, 32, Zakia Clark, 29, and Tasha Clark, 27. The girls’ mother, Jackie Underwood, was diagnosed with breast cancer in 2004 — and Jackie sadly passed away with her daughters by her side on May 14.</p>
<p>Makia, Zakia and Tasha explain their mother’s death was not an easy one, and the sisters ejected from the mall in suburban Philly expressed some of their anger with the anti-cancer slogan — “f*** cancer.”<br />
While the four-letter word is perhaps the most heavily sanctioned of all profanities, the phrase is given somewhat of a pass on social media forums due to the prevalence of cancer and the sheer number of people who lost someone too soon due to the horrors of the illness.<br />
Jackie Underwood was young, too young, when she died at 51 of the disease, and the sisters ejected from the mall have worn hats and t-shirts bearing the slogan since as a way of coping with their mom’s untimely passing.<br />
Zakia explains why the “f*** cancer” shirts and hats are cathartic for the sisters:<br />
“That’s how we feel. It took our mom away. It’s a demon. It’s the devil … There are no other words you can use to explain how you feel. You want cancer to get cancer and die.”<br />
The sisters were ejected from the mall Sunday, as they shopped for a dress for Zakia’s daughter, 9, to wear to Jackie’s funeral. After two and a half hours of shopping, the group stopped for food in the food court, and security approached, demanding the hat be removed inside the mall.<br />
Zakia recalls:<br />
“He said, ‘Since you don’t want to take your hat off, you can leave my mall.’ … He stood there while we ate and threatened to call the cops.”<br />
Seven guards cornered the women, and Zakia says”<br />
“I was very embarrassed … My daughter was so scared she was crying.”<br />
Police were summoned, and an officer ejected the sisters from the mall:<br />
“The officer said, ‘I find it offensive that you even have that hat that says ‘F— CANCER.’ … He said, ‘It’s their mall, they want you out, you have to get out.’ ”</p>
<p>Makia adds:<br />
“I just wanted to tell them the whole story. I wanted to tell them a monster came into our house, got into my mother and we had to watch that until the day it took her, so don’t tell me it’s offensive to say, ‘F— CANCER.’ ”<br />
Makia describes the trauma of watching their mother slowly slip away, saying:<br />
“It was gruesome to watch … When I watch monster movies, that’s the image I have of cancer – the zombie movie or the movie when Will Smith was the only person left alive. That’s what the clinics look like.”<br />
Tiffany Wade is a friend to the sisters ejected from the mall in King of Prussia, and Wade created the “f*** cancer” garments to raise money for the cause.<br />
Wade says:<br />
“When you watch your mother turn from a super-strong woman to a woman who can’t walk, can’t talk, can’t breathe, you get so frustrated … You really feel like, ‘F— CANCER.’ That’s how you feel in your heart … I felt so bad they had to be the family to get thrown out. What’s the odds that the one I started it for gets thrown out of the mall?”<br />
After the story got out, Simon Property Group spokesman Les Morris apologized for the women’s treatment, later adding:<br />
“Certainly this could have been handled in a much more empathic and sensitive manner. We’re very sorry about her loss and wanted to apologize for the way her party was treated.”<br />

<p><strong>MONTGOMERY, Ala. May 23 2013</strong> (CN) &#8211; A woman died on a courthouse floor because Alabama sheriff&#8217;s deputies refused to give her her medicine &#8211; after arresting her for an old traffic ticket, the woman&#8217;s daughter claims in court.<br />
Ayunna Johnae London sued St. Clair County Sheriff Terry Surles, jail administrators Austin Nash and Terry Marcrum, Southern Healthcare Partners, and its employee Jennifer Eisel, in Federal Court.<br />
London claims her mother, Dwana Voncia London-Richardson, died gasping for breath in court after callous and unconstitutional treatment from the defendants.<br />
Richardson suffered from asthma and other serious health problems, but the defendants refused to give her her medication, accused her of faking, and let her die in the courtroom, her daughter claims.<br />
Southern Healthcare Partners, which provided medical care to inmates at the St. Clair County Jail, failed to treat her mother properly, London says.<br />
Her 45-year-old mother died in May 2011 at the St. Clair County Courthouse while in the sheriff&#8217;s custody.<br />
Richardson was arrested on May 19, 2011, in Tarrant City, Ala., for failing to pay a 2008 traffic ticket. She was sent to the St. Clair County Jail.<br />
London claims that when she visited her mom in jail two days later, her mother could hardly walk, had trouble breathing and complained of pain in both legs.<br />
London claims the jail staff refused to give her mom her asthma medication and stopped other inmates from helping her.<br />
&#8220;Ms. Richardson told Ayunna that she was sick, that both her legs were hurting her so badly that she could not walk to the tray area to pick up her food, and that they would not give her her medicine,&#8221; the complaint states.<br />
&#8220;Ms. Richardson told Ayunna that several of the inmates were trying to help her out by going to get her tray for her, since she could hardly walk, but the jailers told them that they were &#8216;babying&#8217; her, and moved Ms. Richardson to a different area in the jail, away from the inmates that were trying to help her.&#8221;<br />
Jail staff refused to take Richardson to the hospital, despite her worsening condition, her daughter says.<br />
On May 23, deputies took her mother to court and ignored her need for medical care until it was too late, London says.<br />
&#8220;Ayunna headed to the St. Clair County Courthouse early that morning,&#8221; the complaint states. &#8220;She could not locate where court was being held. She saw deputy (or jailer) John Doe standing at the fire station, talking to a firefighter so she pulled into the station to ask where court was being held.<br />
&#8220;When she pulled into the fire station, she saw her mother lying on the ground next to the police car with her legs extended under the police car.<br />
&#8220;She asked them what had happened and her mother told her that she did not know, that she had just passed out. Ms. Richardson was sweating and struggling breathing.<br />
&#8220;Ayunna had one of her mother&#8217;s asthma pumps in her car so she asked if her mother could sit in her car and get some air.<br />
&#8220;Ayunna gave her mother the asthma pump but it was not working. Her mother&#8217;s breathing continued to get worse.&#8221;<br />
London says the deputies still refused to take her mom to the hospital, and said would be locked up if she didn&#8217;t keep her court date.<br />
&#8220;Ms. Richardson was unable to walk,&#8221; the complaint states. &#8220;Deputy (or jailer) Doe obtained an office chair from the courthouse and they used it to wheel Ms. Richardson to the courtroom.<br />
&#8220;Ayunna set beside deputy (or jailer) Doe and her mother, fanning her mother, whose breathing continued to get worse.<br />
&#8220;After sitting in the courtroom waiting for about twenty minutes, Ms. Richardson stated that she &#8216;could not take anymore,&#8217; and she told deputy/jailer Doe that she needed help.<br />
&#8220;Ayunna also pleaded with deputy/jailer Doe to get someone to help her mother.<br />
&#8220;Deputy/jailer Doe responded as though he believed Ms. Richardson was just putting on.<br />
&#8220;Ms. Richardson then stated &#8216;I need to lay down.&#8217;<br />
&#8220;Ms. Richardson laid down on the courtroom floor and her body started to shaking.<br />
&#8220;Deputy/jailer Doe took no action to assist Ms. Richardson or to clear the courtroom.<br />
&#8220;Everyone in the courtroom watched as Ms. Richardson died in court, on the courtroom floor.<br />
&#8220;Ayunna stayed beside her mother trying to do CPR to bring her back for about twenty minutes, but she failed.&#8221;<br />
Emergency personnel arrived 45 minutes later and took Richardson, who was unresponsive, to the hospital.<br />
London says her mother was pronounced dead within 5 minutes of arriving at the hospital.<br />
She seeks punitive damages for constitutional violations, wrongful death and negligence.<br />
She is represented by Charles Tatum Jr. of Jasper, Alabama.</p>

Robert Vance Gallup, 60, has been indicted by grand juries in both Suffolk and Virginia Beach on charges of assaults between 1976 and 1986. He was charged in Virginia Beach on May 8 and is being held at the Western Tidewater Regional Jail without bond.<br />
Gallup was a Virginia Beach firefighter from 1983 until he retired in 2004, according to a city spokesman.<br />
Over the years, he repeatedly made headlines for appearing nude in public.<br />
The Pilot reported in 1990 that Gallup was charged with indecent exposure for mowing his lawn in the buff.<br />
He had searched for years for an isolated spot where he could live and practice nudity, according to an article, and settled on a house near Whaleyville.<br />
&#8220;Why should we be ashamed of our bodies?&#8217; one story quoted him as saying. &#8220;What else do we see in society that we are ashamed of? Only one natural creation, the human body.&#8221;<br />
A judge dismissed the charges.<br />
News stories and court records show he was arrested on charges of public nudity several times through the late 1990s. They show that most times, he was nude outside his home, in view of passers-by.<br />
In 1998, he appealed a public nudity conviction, saying he never intended to expose himself to others. The Court of Appeals upheld the conviction, according to an article.<br />
The recent sexual assault charges total 54 between Suffolk and Virginia Beach and include forcible sodomy, aggravated sexual battery of a child age 13 to 15, and indecent liberties with a child.<br />
Virginia Beach police said a victim contacted officers more than a year ago and reported he had been sexually abused numerous times during the mid-1970s and mid-1980s. A joint investigation with Suffolk police led to the indictments.<br />
Gallup is due to appear in Suffolk Circuit Court again on May 28, and Virginia Beach Circuit Court again on May 30, according to online records.<br />
Virginia Beach police said Gallup lives in Suffolk, but Suffolk court records list addresses in Virginia Beach and Lexington.<br />
Virginia Beach detectives ask anyone with information about this case or with additional information to call the Detective Bureau at 835-4101.</p>

<p><strong>STAUNTON VA May 23 2013</strong> &#8212; A former Staunton police officer is in Middle River Regional Jail.<br />
John Nuckolls was arrested on Sunday by his former co-workers. Investigators say Nuckolls was online talking to who he thought was a 14-year-old girl, when in fact, it was a police officer. Police say the conversation turned sexual and Nuckolls arranged to meet the fictitious girl.<br />
When Nuckolls arrived at the meeting place on the south side of the city Sunday night, he met officers instead.<br />
Nuckolls was a police officer until he retired in 2008. He then worked as a resource officer for R.E. Lee High School.<br />
Lisa Klein, the public information officer for the Staunton Police Department, said when an officer does something like this, he or she betrays the badge.<br />
“You can say it&#8217;s one of our own, but when you do something like this, you are not one of ours. When you betray the badge, that&#8217;s a terrible thing. There&#8217;s no room for dirty cops,” said Klein.<br />
Klein said the police department conducts operations like this one on a regular basis.</p>

The wives of Atlanta police and firefighters have put up billboards telling Mayor Kasim Reed and the Atlanta City Council to give their spouses a pay raise.</p>
<p>The group of wives held fundraisers to pay for the billboards to send that message to City Hall.</p>
<p>&#8220;We mean business. We are serious about getting our first responders and dispatchers a raise,&#8221; said Kelly Uhlis, the wife of an Atlanta police officer.</p>
<p>Under a plan announced by Reed last week, public safety officers would receive a 1 percent pay raise. Uhlis said that plan would only add a few extra dollars to his paycheck every pay period.</p>
<p>&#8220;My husband&#8217;s check has gone down significantly. He has to work two to three extra jobs a week just to be able to make our bills,&#8221; said Uhlis.</p>
<p>She said those extra jobs cut into family time.</p>
<p>&#8220;The kids are asking for their dad. They want to know why he is not home. I have to carry &#8212; we as wives and husbands have to carry a lot of the battle on our own,&#8221; said Uhlis.</p>
<p>Reed has defended his commitment to public safety workers.</p>
<p>&#8220;When I came into office, I was facing a $48 million budget shortfall. I gave the police the first step increase that they had received – a 3.5 percent raise &#8212; in six years. The additional 1 percent means they would have gotten 4.5 percent since I have been mayor, in more than 3.5 years. Show me any leader who has done more for their police department than I have,&#8221; Reed said.</p>
<p>FOX 5&#8242;s Morse Diggs notes that the year after the workers were given the 3.5 percent raise, workers gave back essentially 5 percent to help the city with pension contributions.</p>
<p>Uhlis said that they&#8217;d like a minimum of a 5 percent raise.</p>
<p>Wives of first responders are expected to lobby at City Hall later this week on behalf of their husbands.</p>

<p><strong>Atlanta GA May 23 2013</strong> Mary Massey thought she was signing a slip to transfer money from her checking account into her savings account.<br />
Turns out, the 90-year-old was being tricked into signing a cash withdrawal slip, Atlanta police said Tuesday. And once the $10,600 was taken from Massey’s account, a bank employee deposited it into his personal account, according to police.<br />
Now authorities are looking for other possible victims, Officer Kim Jones with Atlanta police said.<br />
Police began investigating after Massey reported that she believed her money had been stolen, Jones said. Working with Wells Fargo, police determined a bank employee was responsible for the theft.<br />
“The investigation revealed that Personal Banker, Daniel Araujo, befriended Ms. Massey and called her to come into the bank branch,” Jones said in an emailed statement. “Araujo manipulated the victim into signing what she thought was a transfer slip from her checking to her savings, but which in fact turned out to be a cash withdrawal slip.”<br />
After allegedly confessing to police Friday, Araujo was arrested and charged with felony theft by taking and financial exploitation of an elderly person. He was booked into the Fulton County jail and released Sunday after posting bond.<br />
Investigators believe Araujo may have stolen from additional victims.<br />
“A review of his personal account records show over $50,000 in cash deposits recently,” Jones said.<br />
Anyone who believes they may be a victim should contact Atlanta police.<br />
A Wells Fargo spokesman said Massey’s money will be returned to her. The bank is cooperating with police in the investigation.</p>

<p><strong>Hebron KY May 23 2013</strong> A Kentucky man was arrested at the Greater Cincinnati/Northern Kentucky International Airport after security officers found a loaded gun in his carry-on bag, officials said Tuesday.<br />
After Transportation Security Administration officers spotted the weapon at the security checkpoint Monday, they contacted airport police, who confiscated the .380-caliber handgun, which was loaded with six rounds. The man, a resident of Union, was originally ticketed to fly to Atlanta. He was arrested and will face a state weapons charge.<br />
“There was no impact to airport operations,” a TSA news release said.<br />
The release excluded the man’s name. Attempts to obtain the man’s name and other details from airport police were unsuccessful Tuesday. The airport police referred reporters to Boone County Attorney Robert Neace, who oversees prosecution of criminal cases in Boone County. Neace said he had not yet been briefed on facts of the incident.<br />
However, Neace said he sees a handful of similar cases each year and that “almost always” they involve a person who simply forgot that the weapon was inside the bag. If there had been anything more sinister detected, authorities at the airport likely would have charged the man with a federal crime, Neace said.<br />
TSA issued this reminder to people in light of Monday’s incident: Weapons, including guns, are not permitted in carry-on baggage. “TSA’s advice to passengers is to look through bags thoroughly before coming to the airport to make sure there are no illegal or prohibited items,” the release said, noting travelers may be fined up to $11,000 if they are caught with prohibited items at the airport. In 2012, TSA assessed more than $1.8 million in civil penalties for firearms discovered in passenger carry-on bags.<br />
Firearms are allowed in checked baggage if they are properly packaged and declared, TSA said. Firearms must be unloaded, packed in a hard-side case, locked, and packed separately from ammunition. Firearm possession laws vary by state and locality. Travelers should familiarize themselves with state and local firearm laws for each point of travel prior to departure, TSA said, adding that airlines may have additional requirements for traveling with firearms and ammunition.</p>

If you&#8217;ve been to a Major League Soccer game, you&#8217;re aware of the scene in the stands. Large, loud, fervid fan groups choreograph displays of support with banners, signs, songs and chants. And these aren&#8217;t just the home-team fans; thousands of supporters regularly travel to away-venues to pull for their favorite team.<br />
&#8220;It&#8217;s unique to soccer, there&#8217;s nothing comparable in major league sports,&#8221; says Evan Dabby, senior director, supporter relations and safety, for MLS. &#8220;We don&#8217;t manufacture this, it&#8217;s all organic. Our fans have grown up with that.&#8221;<br />
It&#8217;s Dabby&#8217;s goal that fans, known to MLS as &#8220;supporters,&#8221; have the best game-day experience they can, security- and safety-wise. To that end, MLS has deployed a specialized game-day training program for venue security personnel and supporter groups. Its Supporter Steward Training includes a fan code of conduct, lessons in alcohol management, emergency evacuation, de-escalation techniques and the historical culture of the game, including racism.<br />
&#8220;We want to work against the stigma of hooliganism,&#8221; Dabby said. That stigma of unruly, violent behavior, even leading to massive game-day deaths, has plagued soccer events in other countries for centuries. &#8220;We have a great track record,&#8221; he said of MLS&#8217;s 18-year history in the United States. And he wants to keep it that way.<br />
Game-day security employees previously may have worked at Major League Baseball games, for example, but MLS&#8217;s training, in conjunction with Contemporary Services Corporation, is designed to give the workers special training in how soccer fans act, what&#8217;s considered acceptable that might not be at other sporting events and what they should look out for.<br />
Soccer has organized supporter groups—and often one team may have numerous organized groups—that may have their own designated &#8220;security,&#8221; Dabby said. Those designees are invited to participate in the training and have done so. &#8220;They don&#8217;t have any authority, but these stewards know these people. A lot of this is about relationships. Interaction will be more successful if they can stop someone from standing on their chair using foul language,&#8221; he said. &#8220;We want to stop things from escalating.&#8221;<br />
Dane Dodd, vice president of training at Contemporary Services Corporation, who was instrumental in the MLS training program, agrees that establishing relationships between supporters and game-day staff is vital. CSC specializes in event staffing and crowd management.<br />
&#8220;We&#8217;re bringing both sides to the table, the club and supporter groups,&#8221; he said. Sometimes, supporter groups need to be cajoled to attend the training. &#8220;They don&#8217;t want to be seen as selling out, or working too closely with the club-—their rebellious spirit is part of the fun,&#8221; said Dodd, who developed the training program and took it to MLS.<br />
&#8220;These groups add an experience you don&#8217;t get anywhere else,&#8221; Dodd said. They &#8220;tifo,&#8221; he said, referring to the Italian term for choreographed fan events at soccer games. They also often form official charitable groups to give back to their communities.<br />
MLS and CSC started meeting with the 19 U.S. soccer clubs over the past year.<br />
&#8220;At the root of it,&#8221; Dodd said, &#8220;everyone wants the same thing—the growth of soccer. We don&#8217;t want violence because it will have a negative impact.&#8221;<br />
Greg Mockas, co-president of Emerald City Supporters, a supporter group for the Seattle Sounders, says his organization has had a &#8220;security contingency&#8221; since 2009, and has since worked with MLS and the Sounders on safety issues. He attended a recent MLS Steward Training session.<br />
&#8220;What it comes down to is free-flowing communication,&#8221; Mockas said. &#8220;We gave the staff being trained a general idea of what we do and why we do it,&#8221; such as singing and waving big flags.<br />
Taylor Graham, a former Seattle Sounders central defender who now works in the front office and is a liaison with the team&#8217;s supporters, also participated in the recent training in Seattle.<br />
&#8220;As a player I loved our supporter groups. They give so much to our team that we would do anything to send them home with a win,&#8221; Graham said. &#8220;As a member of the front office, I love our supporters groups in a completely different way. <div dir="ltr">Officers went to the 2700 block of Potomac Mills Circle around 5:15 p.m. on Friday for the report of a disorderly person, Prince William police spokesman Jonathan Perok said.</div>
<div dir="ltr">Security guards at Potomac Mills mall told officers they found the 15-year-old under the influence of alcohol and trying to open cars in the parking lot, Perok said.</div>
<div dir="ltr">While the guards were detaining the teen, they said he hit them each in the face, according to Perok. Officers arrived and &#8220;were placing the accused in a police cruiser, he spat at one of the officers,&#8221; Perok said.</div>
<div dir="ltr">The 15-year-old was charged with assault and battery on a law enforcement officer, two counts of assault and battery and intoxication in public. He was held at the Juvenile Detention Center and his next court date was not available.</div>

Sheriff Dudley Greene said that he already has a trained pool of reserve deputies and he&#8217;ll be using them to add security to the county schools.<br />
They&#8217;ll help school resource officer Kevin Fineberg, who&#8217;s responsible for six schools. The Sheriff has asked reserves to volunteer 8 hours a month to help guard schools.<br />
&#8220;With the recent events in our nation the sheriff wanted to make our schools safer,&#8221; says Fineberg. &#8220;We want to have the safest schools we can in McDowell County. &#8221;     Every reserve officer is certified and able to carry a gun, just like full-time deputies.</div>

<p><strong>RICHMOND VA May 23 2013</strong> &#8212; Texas authorities now say a Richmond pastor accused of sex crimes has now been formally charged with seven felonies related to two alleged victims.<br />
A Richmond General District judge this morning set bond for Geronimo Aguilar of the Richmond Outreach Center at $50,000.Prosecutors, who opposed the bond, have until the end of the day to appeal. They said they consider Aguilar to be a flight risk.<br />
Aguilar, who was still being held this morning, must turn himself in to Texas authorities by 4:30 p.m. Friday. The senior pastor has been accused of assaulting two minors in Texas.<br />
The District Attorney&#8217;s office in Tarrant County, Texas, said in the case of the first alleged victim, Aguilar is charged with two counts of aggravated sexual assault of a child under 14, which are first-degree felonies punishable by up to life in prison, and two counts of sexual assault of a child, which are second-degree felonies punishable by up to 20 years in prison.<br />
In the case of the second alleged victim, Aguilar is charged with two counts of aggravated sexual assault of a child under 14, first-degree felonies punishable by up to life in prison, and one count of indecency with a child, a second-degree felony that carries up to 20 years in prison.<br />
Aguilar&#8217;s attorney, David Carlson, said this afternoon that he is willing to waive bond if Texas authorities pick up his client within 24 hours. That left open the possibility of another hearing today before General District Court Judge David E. Cheek Sr.<br />
If that doesn&#8217;t happen, Carlson said he is prepared to bail his client out later this afternoon barring a circuit court judge decision to overturn this morning&#8217;s bond ruling.<br />
Carlson said that he could not comment on whether his client will continue as head of the ROC but that a private board meeting is scheduled for this evening to determine the pastor&#8217;s future.<br />

Geronimo Aguilar, senior pastor of the Richmond Outreach Center, was arrested Tuesday afternoon by U.S. marshals for allegedly sexually assaulting two minors in Texas — charges that could land him in prison for decades.<br />
Aguilar, 43, surrendered at his home in Richmond to a U.S. Marshals Fugitive Task Force at about 4 p.m., authorities said.<br />
He is charged with sexually abusing two females, who are adults now, as children in Texas. Aguilar is due in court this morning and could be released on bond or extradited to Texas.<br />
Aguilar heads the South Richmond church known as The ROC.<br />
“We’re going to fight like hell. This man is innocent,” said David Carlson, Aguilar’s attorney, on Tuesday evening.<br />
He said no decision has been made on whether Aguilar will fight extradition.<br />
Carlson said he was disappointed with how the arrest and the issuance of the warrant were handled by Fort Worth police, adding that Aguilar was prepared to meet with police to discuss the case and would have turned himself in once the charges were filed. “I was ready, willing and able to take my client to Texas,” he said.<br />
The arrest has many area religious leaders wondering about the future of the church and its parishioners, who were left reeling by the charges.<br />
“It needs a fresh look from an outsider,” said Donald N. Blake, president and chairman of the Virginia Christian Alliance, a religious advocacy group.<br />
Several area pastors have been trying to get Aguilar to step down as word of the Texas investigation became public.<br />
“The ROC has done a lot of good, and we want to keep it going,” said Rev. Joe Ellison, a local pastor. Ellison said several pastors will approach The ROC’s leadership in the next few days about helping to keep the operation going as Aguilar deals with his legal issues.<br />
Blake said he would like to see The ROC taken over by a team of pastors who would hire an executive director to run the day-to-day operations and maintain all its current functions.<br />
Blake said he also would like to see The ROC’s church designation stripped and for it to be allowed to continue operating as a nonprofit.<br />
Last week, Aguilar reorganized the church’s leadership, shifting the responsibility for running the business side of the church to an executive team to allow him to focus on pastoral duties, according to a statement.<br />
The ROC, according to financial statements filed with the Internal Revenue Service, operates about 10 separate nonprofit organizations. The church also owns several properties around the Richmond area and operates after-school and homeless programs.<br />
Texas authorities first became aware of the allegations against Aguilar when police in Anaheim, Calif., notified them in 2007 of alleged abuse they had uncovered during an investigation. Anaheim police forwarded the case to Fort Worth police’s Crimes Against Children Unit in 2008.<br />
Fort Worth detectives, who said last month that recent developments had helped spur the investigation forward, issued two warrants this week charging Aguilar with aggravated sexual assault of a child younger than 14.<br />
The charges are first-degree felonies and are punishable by prison sentences of five to 99 years, as well as a fine of up to $10,000.<br />
The accusations stem from the late 1990s when two girls accused Aguilar of sexual improprieties, according to Aguilar’s attorney. He said Texas authorities cleared Aguilar at the time and that Aguilar denies the charges.<br />
Last week, Jason W. Helmlinger, 41, an executive pastor at The ROC and a former Henrico County police officer, surrendered to authorities and was charged for making threatening and obscene phone calls against an Aguilar critic. The charge is a misdemeanor.<br />
Jack Schaap, a friend and mentor of Aguilar’s and the former pastor of First Baptist Church in Hammond, Ind., was sentenced in March to 12 years in prison for having a sexual relationship with a 17-year-old parishioner.<br />
In a sermon last year, Aguilar told his congregation that he supported Schaap unconditionally.<br />
“When I’m a friend, I’m always a friend. I don’t care what you do.”</p>

Students say the food fight, which prompted the incident, was harmless.<br />
NewsChannel 5&#8242;s Ashley Yarchin was at the school Tuesday afternoon as students were released from class, and it seems that&#8217;s all they were talking about.<br />
&#8220;If it&#8217;s a food fight, you shouldn&#8217;t open mace. They&#8217;re gonna stop eventually, so just let them do the crazy stuff they were gonna do. Just end it with security guards like they normally do. They didn&#8217;t have to open mace,&#8221; said sophomore Alfreda Roberts.<br />
That was the general consensus from students.<br />
The food fight started during the first lunch of the day, just before 11 a.m. Students say it wasn&#8217;t a real fight, just a friendly one since school ends this Thursday.<br />
Several explained that the security officer only sprayed because he slipped as he attempted to break up the food fight. It is not known whether any students were treated for getting pepper sprayed in their eyes and mouth, but many students say that certainly happened.<br />
The pepper spray did end up getting students back under control.<br />
NewsChannel 5 reached out to St. Louis Public Schools, and got a statement simply saying this incident is under investigation.<br />

<p><strong>WASHINGTON DC May 23 2013</strong> — Hundreds of thousands of foreigners passing into Canada from the United States have unwittingly been a part of a grand experiment by the Department of Homeland Security to crack down on visitors who violate laws governing the length of their stay<br />
Long demanded by lawmakers in Congress, it is considered a critical step to developing a coherent program to curb illegal immigration, as historically about 30 percent to 40 percent of illegal immigrants in the United States arrived on tourist visas or other legal means and then never left, according to estimates by Homeland Security officials.</p>
<p>The pilot project with Canada, conducted from September to January, involved about a third of the traffic across the northern American border, tracking the departure of 413,222 foreigners from the United States. Starting this year, according to Congressional officials who have been briefed on the plan, the information collected at the Canadian border will be used to prevent certain foreigners who have stayed too long in the United States from returning again by revoking tourist visas or taking other steps.</p>
<p>The effort relies on an ingenious solution: as foreigners leave the United States to enter Canada — and their passports are checked by the border authorities there — the information is sent back to the United States and recorded as the official “exit” record. By the end of next month, the project is scheduled to be expanded to almost all land border traffic between Canada and the United States.</p>
<p>“The pilot was a success,” said David Heyman, assistant secretary for policy at the Homeland Security Department, in a statement. “We have the ability now to identify, with a high degree of certainty, on a real-time basis, those who overstay the terms of their legal entry into the United States.”</p>
<p>Airlines and cruise ships, relying on passenger manifests, are already mandated under law to turn over data on travelers as they leave the United States. That system has recently been improved so that entries and exits can more definitively be matched, federal officials said, although there remains a large backlog of unconfirmed exits.</p>
<p>The biggest weakness remains the southern border, which has the highest volume of traffic of land crossings, but still has almost no exit controls.</p>
<p>The Mexican authorities, Homeland Security officials said, do not reliably collect and store personal data on every person crossing the border from the United States, preventing an exchange like the one that has been established with Canada. The department has pressed the Mexican authorities to improve their data collection efforts, so such an exchange can take place.</p>
<p>One former Homeland Security official who had been involved in these negotiations said it was largely a matter of money.</p>
<p>“You could do it in a year if you had all the money you needed, or you could do it in 20 years,” said Chappell Lawson, who served as director of policy and planning at Customs and Border Protection early in the Obama administration. “Tell me the amount of money and the willpower, and I can give you a number.”</p>
<p>Ricardo Alday, a spokesman for the Mexican Embassy in Washington, said the Mexican government was open to considering such a request by the United States.</p>
<p>“Mexico strongly believes that its joint efforts with the United States are critical to the safe and efficient management of the border,” he said in a statement.</p>
<p>With the pilot program at the Canadian border, the American authorities found that in almost all cases — 97.4 percent — the passport data of departing foreigners matched up with records documenting their entry into the United States, allowing American officials to determine if they stayed longer here than allowed under the law. Officials would not say what percentage of the travelers had overstayed their visas.</p>
<p>Because it was an experimental project, the data in this initial phase was destroyed and was not used for any enforcement action. Individual travelers were not notified of the data exchange, although a description of it was posted on the Canadian Border Services Agency Web site.</p>
<p>Using the information collected from its improved system tracking foreigners as they exit, the Homeland Security Department is separately also developing a tally, country by country, of what percentage of foreign travelers violate the terms of their entry to the United States, officials said.</p>
<p>If the immigration bill pending in the Senate passes, that overstay information would be used to help determine which nations are eligible for the Visa Waiver Program, which allows foreigners to visit without a visa — a privilege reserved for nations whose residents do not routinely abuse the limits of American tourist visas.</p>
<p>The Homeland Security Department last week declined to offer any hint of what the visa overstay rates might look like, saying only that they would be made public this year.</p>
<p>“We want to make sure those numbers are right,” said one department official, who asked not to be named, citing its policy of not speaking with reporters for attribution. “They could impact a lot of things, including international relations. It is an important milestone.”</p>
<p>One potential weakness with the exit control system being tested with Canada is that it relies on “biographic” information, like a passport photo, name and date of birth. It does not use a fingerprint or other biometric data, which is much harder to forge, to definitively confirm that a person has left the United States.</p>
<p>Congress has repeatedly mandated such a biometric exit system — at land borders as well as airports — in the aftermath of the Sept. 11 attacks. But a bipartisan group of eight senators dropped that requirement in the pending immigration bill, provoking protests from Senator Jeff Sessions, Republican of Alabama, and other conservatives.</p>
<p>“This is a big, big hole in the system, and it’s been going on for years and years,” Mr. Sessions told the Senate Judiciary Committee last week. “This is one reason American people have so little confidence in any promises we make.”</p>
<p>Homeland Security officials, along with Senator Charles E. Schumer, Democrat of New York, have argued that it could cost an estimated $25 billion for the United States to build its own biometric-based exit system at airports and land borders. It would be so expensive because new border crossing stations would have to be built, instead of relying on Mexico or Canada. Arguing that the biographic network is adequate, they say that the expense is not justified.</p>
<p>Instead, Democrats on the Judiciary Committee, with the support of some Republicans, agreed this week to mandate biometric exit systems at 10 of the nation’s largest airports within two years, and the 30 largest airports for international travel within six years. But it would most likely leave the system that relies on biographic data in place at land borders.</p>
<p>“No system is 100 percent failproof,” Mr. Schumer said last week. “This system comes as close to any to making it work.”</p>
<p>Even with the growing and more reliable data on travelers who have overstayed their visas, the Homeland Security Department still does not have sufficient personnel to find and deport these violators. Instead, it focuses on any that have a criminal record or a history of repeated immigration violations.</p>
<p>But officials said they were pleased that they were at least making progress in being able to track exits in a comprehensive way.</p>
<p>“The exit system today far surpasses anything we had even three years ago,” Mr. Heyman said.</p>

<p><strong> Chicago IL May 22 2013</strong> Flashlights in hand, the five rookie Chicago cops were walking along a darkened stretch of the gang-infested South Side neighborhood on a recent night when their radios crackled with a call of a battery in progress.<br />
One behind the other, the five jogged the next block over, joining up with four other young officers already huddled around a man who said the two mothers of his children had just duked it out.<br />
Can you pull someone over if you&#8217;re walking?&#8221; asked the man, surprised to see all the officers had arrived on foot.<br />
&#8220;We&#8217;re still the police, right?&#8221; one officer replied. &#8220;Absolutely, we can pull someone over. If they don&#8217;t stop, we&#8217;ll call (for a squad car).&#8221;<br />
Fresh from the police academy and three months of street training, up to 16 rookie cops a night patrol some of the city&#8217;s most dangerous blocks on foot as part of a new initiative that is a throwback to the department&#8217;s days of old.<br />
Superintendent Garry McCarthy calls it a return to community policing, but it also is designed to beef up the police presence in tough neighborhoods and give the new cops a taste of life on the street.<br />
The effort started off modestly less than two months ago with only a couple of dozen officers, but McCarthy has hopes of significantly increasing the numbers by adding newly minted cops to the foot patrols as they complete the academy and field training.<br />
Department officials wouldn&#8217;t allow a Tribune reporter to shadow the rookie cops, citing safety issues. But after learning where the foot patrols operate, the newspaper spent several nights observing the officers at work at 79th Street and Cottage Grove Avenue as they walked a 16-square-block area that took them into the East Chatham, Chatham and Grand Crossing neighborhoods. The foot patrols also operate in the area around 63rd Street and King Drive in the Woodlawn community.<br />
The officers walk in pairs or sometimes in packs of four or more, chatting up passersby and employees in liquor stores, barber shops and other businesses. Working nine-hour shifts from evening into early morning, they write parking tickets, check for squatters in vacant buildings and occasionally pop out of dark gangways or dimly lit side streets. The foot officers also write up a lot of &#8220;contact cards&#8221; to keep a record of the names, addresses and phone numbers of those they routinely stop.<br />
Arthur Lurigio, a criminologist at Loyola University Chicago, believes that cops walking the beat make citizens feel safer — and lead to improved cooperation from residents.<br />
&#8220;By changing the perceptions of residents about safety in the neighborhood, they become more willing to cooperate with the police in solving crimes, leading to lower crime rates,&#8221; he said.<br />
The Fraternal Order of Police, the union that represents rank-and-file officers, has voiced concerns about the safety of the rookie cops on foot patrol in some of the most violent neighborhoods. Yet those are the same areas where an influx of veteran officers working overtime on their days off have been added — in squad cars and usually just a few blocks away.</p>
<p>Lurigio said there&#8217;s no research to suggest that foot patrols are any more dangerous than working in squad cars.<br />
The reaction of residents to the patrols has been mixed. Some feel safer, others have already grown weary of their presence, particularly those who feel hassled by the officers&#8217; actions.<br />
Several said they often see the foot officers ordering people up against walls to search for narcotics or weapons. At least one individual was seen using his cellphone to record a video of his confrontation with officers.<br />
Andre Perkins, 43, who runs a weekly outdoor cookout for the poor along 79th Street, complained that the area was already heavily patrolled by police and that the arrival of the foot officers has brought only more problems for even law-abiding residents.<br />
&#8220;How can we feel safe in our community when people are telling us to get off the corner?&#8221; he said. &#8220;They&#8217;re just a modern form of martial law.&#8221;<br />
Aaron Givens, 34, a barber at Image 79 Salon on Cottage Grove near 79th, believes those opposed to the foot patrols just don&#8217;t like the police. He welcomed the added patrols given the number of shootings and robberies in the area.<br />
&#8220;I really feel their presence,&#8221; he said while cutting a customer&#8217;s hair. &#8220;It&#8217;s been a lot safer. You can really tell the difference. &#8230; You don&#8217;t know when the police are coming around alleys and corners on foot.&#8221;<br />
Ron Albert, 59, who manages Lil&#8217;s Something Kool Kocktail Lounge, a retro 1970s-style bar on Cottage Grove, said the nightly visits by officers give his largely female clientele comfort as they walk to and from their cars.<br />
&#8220;When you&#8217;re out there (on foot), you hear things, you smell things,&#8221; he said. &#8220;You see things you&#8217;d never see (in a squad car).&#8221;</p>

<div dir="ltr"><strong>Los Angeles CA May 22 2013</strong> A Los Angeles police officer was due in court Tuesday on charges he committed lewd acts on two girls under 10 years old.</p>
<div>Miguel Angel Schiappapietra, a six-year veteran of the LAPD, was arrested Saturday, said LAPD Cmdr. Andrew Smith. According to the Los Angeles County Sheriff’s Department, on Saturday morning Schiappapietra lured two girls under 10 years old into his home in Castaic and committed lewd acts on them. Authorities declined to elaborate on how he knew the alleged victims. Schiappapietra was off-duty at the time of his arrest and was booked on suspicion of lewd conduct with children under the age of 14. The case is being investigated by the Sheriff&#8217;s Special Victims Unit. Schiappapietra was booked at the Santa Clarita Valley sheriff&#8217;s station, and was being held in lieu of $100,000 bail. He was most recently assigned to the Foothill patrol area and is now on paid administrative leave pending the outcome of an internal LAPD investigation, as well as the ongoing criminal matter.</div>

<p><strong>Atlanta GA May 22 2013</strong> Now, more Americans die by suicide than in car accidents, reports the CDC. Traditionally, suicide prevention efforts have been focused mostly on youths and older adults, but recent evidence suggests that there have been substantial increases in suicide rates among middle-aged adults.<br />
The annual, age-adjusted suicide rate among persons aged 35–64 years increased 28.4%, from 13.7 per 100,000 population in 1999 to 17.6 in 2010. Among racial/ethnic populations, the greatest increases were observed among American Indian/Alaska Natives (AI/ANs) (65.2%, from 11.2 to 18.5) and whites (40.4%, from 15.9 to 22.3).<br />
By mechanism, the greatest increase was observed for use of suffocation (81.3%, from 2.3 to 4.1), followed by poisoning (24.4%, from 3.0 to 3.8) and firearms (14.4%, from 7.2 to 8.3). The findings underscore the need for suicide preventive measures directed toward middle-aged populations.<br />
The three most common suicide mechanisms were firearms (i.e., penetrating injury or gunshot wound from a weapon using a powder charge to fire a projectile), poisoning (predominantly drug overdose) and suffocation (predominantly hanging). These three mechanisms and an &#8220;all other&#8221; mechanism category were used for comparisons. Data also were analyzed by age group, race/ethnicity, and region.<br />
This report focuses on adults aged 35–64 years because percentage changes from 1999 to 2010 in the annual age-adjusted suicide rates for persons aged 10–34 years and ≥65 years were comparatively small and not statistically significant.<br />
The suicide rate for men aged 35–64 years increased 27.3%, from 21.5 to 27.3, and the rate for women increased 31.5%, from 6.2 to 8.1 Among men, the greatest increases were among those aged 50–54 years and 55–59 years, (49.4%, from 20.6 to 30.7, and 47.8%, from 20.3 to 30.0, respectively). Among women, suicide rates increased with age, and the largest percentage increase in suicide rate was observed among women aged 60–64 years (59.7%, from 4.4 to 7.0).<br />
By racial/ethnic population, the greatest increases from 1999 to 2010 among men and women overall were observed among AI/ANs (65.2%, from 11.2 to 18.5) and whites (40.4%, from 15.9 to 22.3). Among AI/ANs, the suicide rate for women increased 81.4%, from 5.7 to 10.3; the rate for men increased 59.5%, from 17.0 to 27.2. Among whites, the rate for women increased 41.9%, from 7.4 to 10.5; the rate for men increased 39.6%, from 24.5 to 34.2.<br />
Suicide rates from 1999 to 2010 increased significantly across all four geographic regions and in 39 states. In 2010, rates for adults aged 35–64 years were highest (19.5 per 100,000 population) in the West.<br />
By suicide mechanism, age-adjusted rates increased for the three primary mechanisms for both men and women. Firearms and suffocation were the most common mechanisms for men (14.3 and 6.8 in 2010, respectively), whereas poisoning and firearms were the most common mechanisms for women (3.4 and 2.5 in 2010, respectively).</p>

A Mahoning County grand jury separately indicted four nurses, three of whom worked at St. Elizabeth Health Center in Youngstown, on charges of stealing drugs in controlled-substance categories from the hospital last year.<br />
Ryan T. Hofus, 27, of Cavalcade Drive, is charged with two counts of drug theft and two counts of drug possession, referring to Dilaudid and Fentanyl, with the offenses purportedly having occurred between March 1 and July 17, 2012. Dilaudid and Fentanyl are painkillers.<br />
Dustin E. Chapman, 31, of Union Street, Columbiana, is charged with one count of theft of Vicodin and one count of illegally possessing it between April 25 and May 30, 2012.<br />
Kathleen Marino, 60, of Thomas Road, Hubbard, is charged with a single count of stealing morphine and a single count of possessing it between March 1 and April 30, 2012.</p>
<p>Hofus, Chapman and Marino have not worked for the hospital since last year, said Tina Creighton, public-relations specialist for Humility of Mary Health Partners, which operates the hospital.<br />
The fourth nurse, Sherry L. Sandy, 47, of Mount Vernon Avenue, is charged with two counts of drug theft, one pertaining to Fentanyl and the other to Midazolam, aggravated possession of Fentanyl and possession of Midazolam between Nov. 1 and Nov. 30, 2012. Midazolam is a sedative.<br />
HMHP has no record of Sandy as a hospital employee, but she was a nurse anesthetist working for an outside entity and no longer works at St. Elizabeth, Creighton said.<br />
Martin P. Desmond, an assistant county prosecutor, said the four stole the drugs for their own use. They did not traffic in the drugs, and there is no evidence they conspired with each other in the thefts, he added.<br />
St. Elizabeth Health Center employs 640 nurses. The combined total of nurses working at St. Elizabeth in Youngstown and Boardman, St. Joseph Health Center in Warren and HM Home Care is 1,212, Creighton said.<br />

<div dir="ltr"><strong>GULF SHORES, Alabama May 22 2013&#8211;</strong> Police revealed Tuesday that a dozen people were involved in the counterfeiting and drug bust Thursday that started with three people trying to use about $900 in fake $20 bills to purchase tickets to the Hangout Music Festival. After arresting Jack Russell Morgan, 20, and Lauren Nicole Strick, 18, both of Gulf Shores, and Sydney Brenner Alexander, 21, of Orange Beach, on first-degree possession of a forged instrument charges authorities were led to an apartment on the north side of town. At the residence about $4,000 in fake $20 bills were found along with a printer and scanner, laptops, paper, hash oil, marijuana, and synthetic drugs, according to Gulf Shores police spokesman Sgt. Jason Woodruff. At the apartment, eight more people were arrested on charges of first-degree criminal possession of a forged instrument and unlawful possession of a controlled substance. The suspects arrested at the Gulf Shores residence include the following:</p>

<li>Ronald Jay Metzger, 20, of Duluth, Ga.</li>
<li>Griffin Joseph Goralnik, 19, of Berkley Lake, Ga.</li>
<li>Cody Dewitt Bartley, 36, of Huntsville, Texas.</li>
<li>Christopher Scott Boudreaux Jr., 20, of Duson, La.</li>

<p>The owner of the apartment, Devin Bonald Boutwell, 24, of Burris, La., was not home when the other arrests occurred but a warrant was issued for his arrest, according to Gulf Shores police. Woodruff said Boutwell was arrested Monday on charges of first-degree forgery and unlawful possession of a controlled substance. All of the individuals were booked into the Baldwin County Corrections Center in Bay Minette. Morgan, Strick, and Alexander were each released on $10,000 bail. And all of the other suspects except Bartley, Boudreaux Jr., McElroy and Boutwell were released as well, according to jail records. Woodruff said no more arrests are expected in the case that is also being investigated by the U.S. Secret Service. Under Alabama state law, first-degree criminal possession of a forged instrument and first-degree forgery are a Class B felony that can result in up to a 20-year prison sentence and a fine of up to $30,000. Unlawful possession of a controlled substance is a Class C felony that carries a prison sentence of 1-10 years and a fine of up to $15,000.<br />

<p>A teacher at White Elementary was arrested Monday for having a gun on the school premises, police said Tuesday.<br />
The 31-year-old man was seen with a gun by someone at the school, 5148 S. Kansas, which is south of Hydraulic and 47th Street South, Lt. Randy Reynolds said. Principal Marcia Shepler called police about 12:30 p.m., according to a police report.<br />
When officers arrived, they found a gun on the teacher and arrested him on suspicion of misdemeanor concealed-carry weapon charges, Reynolds said.<br />
The teacher is on paid administrative leave pending the outcome of the investigation, said Susan Arensman, a spokeswoman for the Wichita school district.<br />
It’s not known whether the man had a concealed-carry permit. State law prevents identifying those with a concealed permit.<br />
Only law enforcement officers are allowed to carry a gun into a school, Reynolds said.<br />
This year, the state Legislature passed a law that allows school districts to designate an employee to carry a gun. But the Wichita district has not addressed the issue, and all seven board members have said they would not support an employee carrying a gun. Source: Kansas.com</p>
