University of MD police identify deceased student in dorm www.privateofficer.com

College Park MD May 2013 University Police are continuing to investigate the circumstances surrounding a female student’s death that was reported on Monday, according to spokesman Sgt. Aaron Davis.
Roommates found Sarah Elizabeth Hancock, 20, of Bel Air, dead in her room in Kent Hall at about 1:15 p.m. on Monday, police said. After examining evidence at the scene, Davis said Hancock’s death appeared to be the result of an accident, not a suicide or homicide. However, a medical examiner has yet to determine the cause of Hancock’s death, Davis said, adding that an autopsy could take two weeks to a few months to complete. “We’re still investigating,” Davis said. “But the person who will determine the cause of death is the Office of the Chief Medical Examiner.
That’s basically what we’re waiting on.” Police closed Hancock’s room to the public during their initial investigation but have since reopened it, Davis said. University officials gave her roommates the option to relocate or return to their current rooms, he added. Hancock graduated from C. Milton Wright High School in Bel Air in 2010 and studied at Harford Community College for two years before transferring to this university, according to multiple reports.
Friends gathered outside the Memorial Chapel Monday night to hold an impromptu vigil for the junior sociology major.
Aditya Dilip, a sophomore government and politics student who lives in Kent Hall, said he was shocked to hear the news. “Best experiences I could ask for with another person,” Dilip said. “I mean on Friday at Art Attack, we took pictures together. It’s just like I can’t believe, like, she passed away.”
Hancock recently joined Alpha Phi Omega, a university service fraternity. Minh Pham, a senior biochemistry major and member of the fraternity, said he will miss Hancock greatly. “People talk about her smile and her laugh and how it will light up the entire room,” Pham said. “She’s always looking at [the] good in everyone and everything that she did. She’s just an amazing girl.” Source- The Diamondback

Pensacola man arrested after using pepper spray on police during shoplifting incident www.privateofficer.com

Pensacola Fla March 18 2013 A man who pepper sprayed a Pensacola police lieutenant while trying to flee on Wednesday morning was caught across the street and arrested, according to an arrest report.

Jack Hoss, 28, and Jacob Brill, 20, allegedly were seen shoplifting electronics from Wal-Mart on Creighton Road. When police Lt. Two Wal-Mart employees caught up with Hoss and one tackled him down the road, but Hoss pepper sprayed them and Mallett, the report says.
He was able to get away again but was found by police on a Ninth Avenue parking lot. Torrance shoplifting spree nets 4 reputed SoCal gang members www.privateofficer.com

Torrance CA March 13 2013 Four reputed gang members are suspected of committing more than 50 shoplifting crimes at stores in Torrance and across the county, stealing women’s clothing, leaving without paying, then selling the merchandise for profit, police said Monday.
The men’s arrests follow a three-month Torrance police investigation that linked the crimes to a Compton-based gang, Torrance police Sgt. Robert Watt said. The District Attorney’s Office filed charges against them last week.
“They were stealing from Marshalls, T.J. Maxx, and Ross in our city and they were fencing the property for cash,” Watt said. Charged with multiple counts of commercial burglary, conspiracy to commit a crime and possession of stolen property are: Javon Jerry Zachery, 21, of Compton; Dean Hampton, 26, of Lynwood; Reginald Wilson, 20, of Compton; and Avion Speed, 21, of Bellflower.
Zachery was arrested Feb. 28, and Hampton on Feb. 21. Warrants were issued for Wilson’s and Speed’s arrest. Torrance investigators pinned them to 16 commercial burglaries in Torrance and at least 34 crimes throughout Los Angeles County, Watt said.
“It all started with a routine traffic stop by patrol which uncovered the initial theft at Marshalls and, through their investigation with work from our gang detail, they were able to uncover the bigger picture,” Watt said. The men, police said, entered department stores, selected large amounts of women’s clothing – especially dress shoes and purses – hid it under their clothing, and left without paying. They then sold it. Thousands of dollars worth of property was taken, Watt said.
“It was a pretty organized plot,” Watt said. Detectives served warrants in Compton and Bellflower recently, discovering stolen property that linked them to the crimes, Watt said. The investigators tied the men to a street gang in Compton, which allowed prosecutors to add gang enhancements to all of the suspects’ charges, Watt said.
The enhancements, which allege the crimes were committed for the benefit of their gang, could result in longer jail sentences and make them ineligible to be set free from prison early under the state’s early release program for non-violent offenders.

U.S. Attorney’s Office
FBI
Press Release

Belleville IL Feb 2013

Stephen R. Wigginton, United States Attorney for the Southern District of Illinois, announced today that Christopher M. Horton, 20, a Belleville martial arts instructor who lives in Highland, Illinois, was charged in United States District Court (federal), in a two-count criminal complaint with sexual exploitation of a child. In making this announcement, United States Attorney Wigginton noted that the federal charges were brought as part of a joint investigation and prosecution undertaken by his office, as well as the St. Clair County State’s Attorney’s Office and the Madison County State’s Attorney’s Office. The alleged federal violations took place between on or about May 1, 2012 and February 9, 2013, in Madison and St. Clair Counties. After a federal detention hearing held today, the court ordered that Horton be held without bond pending trial. Charges and bonds in both St. Clair and Madison Counties have also been filed.

“The facts alleged in the criminal complaint are shocking and horrific. I will use all of my resources to ensure that these charges are proven beyond a reasonable doubt so that this person is placed where he can never prey upon our children again,” said United States Attorney Wigginton.

US Attorney Wigginton’s comments were echoed by Saint Clair County State’s Attorney Brendan Kelly, who said, “These alleged crimes against our children demand the swift and severe action taken by the U.S. Attorney, my office, and my counterpart in Madison County.”

Madison County State’s Attorney Tom Gibbons noted, “I want to thank everyone who played a role in the investigation and charging of the defendant. By working together, we were able to uncover the vile acts committed by this man. These types of investigations are always heartbreaking, and we will do everything we can to ensure that this predator is punished and removed from society and our victims get the justice they deserve.”

The offenses charged in the federal complaint allege that, between on or about May 1, 2012 and February 9, 2012, Horton video-recorded himself engaged in sexual activity with two minors.

A federal trial date has not yet been set. If convicted of sexual exploitation of a minor, Horton faces a term of imprisonment of not less than 15 years but not more than 30 years of imprisonment on each count, a fine up to $250,000, and a term of supervised release of not less than five years, up to, and including, a lifetime of supervision once he is released.

A criminal complaint is a formal charge against a defendant that is comprised of the essential facts constituting the offense charged. Under the law, a defendant is presumed to be innocent of a charge until proven guilty beyond a reasonable doubt to the satisfaction of a jury.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children and to identify and rescue victims. For more information about Project Safe Childhood, please visit http://www.usdoj.gov/psc. The case was investigated by the Madison County Sheriff’s Department; the Federal Bureau of Investigation’s Metro East Cyber Crimes and Analysis Task Force; the Highland, Illinois Police Department; and the Belleville, Illinois Police Department. The case is assigned to Assistant United States Attorney Ali Summers.

Former ArtsQuest employee charged with theft www.privateofficer.com

Bethlehem PA Feb 18 2013 An ArtsQuest employee has been charged with stealing from the nonprofit music and arts organization in Bethlehem.
Tynesha M. Gilmore, 20, of 5321 Tilghman St., Upper Macungie Township, stole more than $3,000 from May until she was fired this month, according to court documents.
Police said Gilmore admitted taking the money to pay medical bills and personal debts.
Court records state Gilmore made false returns and then kept the cash, police said. The records do not say what Gilmore’s position was when she worked for ArtsQuest, a multimillion-dollar organization that operates Musikfest each August and the SteelStacks and Banana Factory venues on the city’s South Side.
The director of events services, Scott Hough, reported Gilmore to police Feb. 7, alleging she had entered fraudulent returns and kept the cash for the duration of her employment.
She was charged with one count each of theft and receiving stolen property and arraigned Tuesday by District Judge Nancy Matos Gonzalez. She was released after posting 10 percent of $5,000 bail.

East Hampton Man Charged with Placing Fake Bomb in Front of East Hampton Middle School www.privateofficer.com

U.S. Attorney’s Office
FBI
PRESS RELEASE District of Connecticut

New Haven CT. Feb 2 2013

David B. Fein, United States Attorney for the District of Connecticut, and Kimberly K. Mertz, Special Agent in Charge of the New Haven Division of the FBI, today announced that a federal grand jury in Hartford returned an indictment yesterday charging Sean Doran, 20, of East Hampton, with one count of intentionally conveying false or misleading information and a hoax by leaving a fake bomb device at the front doors of East Hampton Middle School in East Hampton on January 12, 2013.
The indictment was unsealed today during Doran’s initial appearance and arraignment before United States Magistrate Judge Donna F. Martinez in Hartford. Doran pleaded not guilty to the charge and was released on a $50,000 bond.
“As alleged, the defendant purposefully placed a fake bomb right at the door of a Connecticut middle school,” stated U.S. Attorney Fein. “Hoaxes threaten the sense of security that children and teachers are entitled to enjoy in their school. This indictment should be a clear signal that all threats to schools will be vigorously investigated by my office.”
“The indictment of Mr. Doran should be a warning to those individuals who choose to disrupt and threaten everyday public life, hoax or no hoax,” stated FBI Special Agent in Charge Mertz. “Placing a hoax bomb in a public location is criminal. Placing it outside a school is absolutely appalling. The FBI and its law enforcement partners will work tirelessly to bring to justice those responsible for such criminal conduct.”
If convicted of the charge, Doran faces a maximum term of imprisonment of five years and a fine of up to $250,000.
U.S. Attorney Fein stressed that an indictment is not evidence of guilt. Charges are only allegations, and each defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.
The case has been assigned to Chief United States District Judge Alvin W. Thompson in Hartford.
This matter is being investigated by the Federal Bureau of Investigation’s JTTF, the East Hampton Police Department, the New Haven Police Department, and the Connecticut State Police. The case is being prosecuted by Special Assistant United States Attorney Anjna R. Kapoor.

Charges filed against 8 students after cheerleader falls 5 stories www.privateofficer.com

0009

STATE COLLEGE, PA Jan 30 2013 – Eight Pennsylvania State University students have been charged after a 19-year-old cheerleader and Louisville native fell from a five-story window.
According to the State College Police Department, an investigation was initiated after Paige Raque fell five stories from an apartment window while attending a party at an apartment on October 13, 2012.
Tempest S. Hourston, 21, Megan E. Markovitz, 21, Adaire B. Robinson, 21, Alexandria M. Hipple, 20, Brooke A. Piccione, 20, Alyssa A. Duffy, 19, Julie A. Hannan, 19, and Madeline C. Miller, 19, were charged Tuesday with furnishing alcoholic beverages to a minor and related offenses.
The police report indicates Hipple, Piccione, Duffy, Hannan and Miller lived in the apartment and were hosting a 20th birthday party for Piccione the night of the incident. Police say they either supplied money for alcohol, asked the three who are of age to purchase it or were aware that people underage were drinking in their apartment.
Police say Raque lives next door to the girls who threw the party and is on the cheerleading squad with Duffy and Miller. Raque lives with Markovitz who, along with Hourston, are also cheerleaders. Robinson was a cheerleader in the spring of 2012.
Guests at the party told police that Raque “was already intoxicated when she arrived at the party.” At one point Raque “felt sick” and was escorted back to her apartment, but “returned to the party awhile later and a short time after that she fell out the window.”
There were 50 or 60 people at the party. One guest said “the party was very crowded and at one point he and another friend walked into the living room and stood on a table to get above the crowd.” While they were standing on the table talking, several girls, including Raque, also got up onto the table and started dancing. It was right after that Raque fell five stories out an open screened-in window.
Surveillance video from the complex shows dozens of people running out of the apartment after Raque fell. It also shows girls carrying “what appear to be bottles of liquor and boxes of wine.” Police said they observed “empty beer cans, an empty case of beer in the hallway and several bags of wine from the wine box, but a majority of the vodka and wine boxes were already cleared out of the apartment.”
Raque’s father, Tom, didn’t want to comment on the charges, but said Paige continues to make an impressive recovery.
On January 22, Raque’s brother, Parker Raque, tweeted about his sister’s condition saying, “She still suffers from a lot of nerve pain in her feet and struggles with toe movement. I ask that you still remember her in your prayers.”
He also tweeted, “For those who are curious of Paige’s recovery, she continues to do cognitive and physical therapy daily and is honestly doing great.”

Attempted Upper Darby High School break-in is foiled by security, police www.privateofficer.com

UPPER DARBY PA Dec 2 2012 — The quick response by security guards and police led to the arrest of two township men for allegedly breaking into Upper Darby High School early Thursday morning.
Rodriquez Lamar Felton, 20, of the 200 block of Huntley Road, and Sean Zowa, 19, of the 500 block of South Cedar Lane, are facing charges for the alleged break-in and theft of three computers and accessories 2 a.m. Thursday at the school, 601 N. Lansdowne Ave.
“An Upper Darby High security guard was making his rounds and saw one guy inside and one guy outside the school,” police Superintendent Michael Chitwood said. “He confronted the guy inside and they got into a struggle and guy escaped. The guard did a great job. He called 911 and Stephen Ford, the first officer in, called out flash information and a description. Shortly after that (Lt. Glenn) Gamber grabbed one of the guys in Naylors Run Park in back of the school and Zowa was identified by the guard. It was a great job, a collaborative effort between security and police.”
According to Chitwood, Felton was developed as a suspect and was arrested at his home hiding behind a dresser in a second-floor front bedroom.
“These two just got out of jail recently,” Chitwood said. “Look at their criminal records dating to 2007 for Zowa and 2008 for Felton when they were juveniles. If the security officer had not been making rounds they would have got away.”
The security guard, 58, of Upper Darby, was not injured during the struggle.
“They wrestled around because the guard was in front of the door,” Upper Darby School DistrictDirector of Public Safety and Attendance Lou Gentile said. “The guy ran out of the room and out the door where the loading dock is.”
According to Gentile, there was no damage to the window or in the school.
“The window was apparently left unlocked,” Gentile said. “It was the teacher’s room in the Phys Ed office. One of the computers taken was smashed up pretty bad.”
According to Chitwood, three computers, valued at $1,700 each, were removed from the school and found under the window where the suspects allegedly gained access Published: Friday, November 30, 2012
Zowa, a former Upper Darby High student, was interviewed and admitted entering the school and handing the computers out of the window to Felton.
“Felton provided a written statement admitting to going with Zowa to the school, helping Zowa enter through a window and assisting Zowa to get the computers out through the window,” Chitwood said.
Zowa and Felton were arraigned on charges of burglary, criminal trespass, theft, receiving stolen property and criminal mischief.
They were detained in lieu of posting 10 percent of $50,000 each pending a preliminary hearing Dec. 5.

Four people arrested at Westfield Southpark mall shoplifting escalates www.privateofficer.com

HOBART IN Nov 26 2012 — Friends of a fleeing shoplifter at Westfield Southlake mall fought with police and mall security Sunday as police subdued one suspect with a Taser in a mall corridor.
The incident comes a week after a Gary teen fired a gun inside the mall. On Sunday, police arrested three Lansing, Ill., residents and a Highland teen in connection with the fight.
Detective Sgt. Jeremy Ogden said the incident unfolded at 3:55 p.m. at Zumiez, a popular skateboard apparel store. A store manager told police he saw Kyle C. Galloy, 20, of Lansing, Ill., attempt to exit the store wearing a $59.95 sweatshirt he took into a fitting room.
Ogden said Galloy was wearing the sweatshirt and removed it for the manager who called mall security. Galloy tried to flee, but was apprehended by Hobart Patrolman Steve Aponte.
While Aponte was escorting Galloy through the mall, a woman began shouting profanities at Aponte. Aided by mall security, police arrested Amber Van Hoose, 19, of Highland, for disorderly conduct.
Meanwhile, Ogden said two other men identified as Eugene McCall, 20, and Oneill Cruz, 19, both of Lansing, began kicking a mall security officer. Ogden said Cruz struck the officer with his fist.
Hobart Patrolmen Luke Tambrini and Scott Shaginaw arrived to take Cruz and McCall into custody. When Cruz resisted, officers used a stun gun to subdue him.
Ogden said no police officer was injured and Cruz was taken to the St. Mary Medical Center inHobart for treatment.
All four face charges in Lake Superior Court. Galloy was charged with conversion and resisting law enforcement; McCall and Cruz with battery on a police officer and Van Hoose with disorderly conduct and resisting arrest. All the charges are misdemeanors, Ogden said.
Last week’s gunplay and Sunday’s confrontation come as the regional shopping mall prepares for its busiest shopping season.
Ogden said the mall has added more security personnel and off-duty police.
“People are safe at the mall. There will be increased police presence during the holiday,” Ogdensaid.
He said police met last week with Westfield Southlake manager Peter Karonis and they have a strong partnership.
Ogden said mall security officers have begun approaching people gathering in parties of three or more. “You could be asked to leave the area and disperse,” he said. The officers are handing out cards with the mall’s “code of conduct” that includes 17 rules.
On Nov. 10, four Gary teens were involved in a fight that culminated with a gunshot into the mall’s ceiling.

Two Pa men face charges in Michigan after shoplifting spree www.privateofficer.com

WOODHAVEN MI Sept 9 2012 — An alleged larceny spree that spanned three Walmarts in as many states came to an end here last week.

Pennsylvania residents Shawn Bilkovsky, 20, and Anthony Lostraglio, 18, were arrested Aug. 27 after Bilkovsky allegedly tried to steal two flat-screen TVs from Walmart, 23800 Allen Road, and then stabbed a store loss prevention worker with a car key. Police said Lostraglio was along for the ride.

Both men were arraigned Friday in 33rd District Court. Bilkovsky was charged with one count each of armed robbery and unarmed robbery, as well as one count of receiving and concealing stolen property greater than $1,000. Lostraglio was charged with one count of receiving and concealing stolen property greater than $1,000 and second-degree retail fraud greater than $200 but less than $1,000. Bond was set at $75,000 for Bilkovsky and $20,000 for Lostraglio. Both men are in custody at the Wayne County Jail, where they await a preliminary examination of the evidence against them. The exam is scheduled for 9 a.m. Tuesday.

According to investigators, Bilkovsky and Lostraglio entered the Woodhaven Walmart together and then split up. Bilkovsky grabbed a shopping cart and headed for the electronics department, where he grabbed two flat-screen TVs. Loss prevention personnel monitoring in-store surveillance cameras told police they noticed how quickly and apparently indiscriminately Bilkovsky put the big-ticket items in his cart so they started watching him closely. Eventually, they said, he took the cart into an unoccupied aisle and attempted to remove the security tags from the TVs. Then he headed for the exit in the grocery department.

The loss prevention workers met him there and a tussle ensued. Bilkovsky allegedly used a car key to stab one of the loss prevention workers. The worker, a woman, showed police a gash on her side about 7 inches long. Store security workers eventually were able to subdue Bilkovsky long enough for police to arrive.

As officers were interviewing him in the store’s vestibule, Lostraglio approached and asked if he could have the key. He said it belonged to a white Ford Contour and that he was just trying to leave. He was then arrested while investigators sorted out the details.

Once the Contour was located in the parking lot, police said they found a cache of electronic devices still in packaging. As police would later discover, most of the items were taken from Walmarts in Ohio and Pennsylvania. The car itself was reported stolen earlier that day near Pittsburgh.

In interviews with detectives, Bilkovsky and Lostraglio said they were California-bound and made a detour through Michigan to see Bilkovsky’s mother. Along the way, they admitted hitting three Walmarts to steal electronics.

“People are creatures of habit, and since they had success at other Walmarts I think they just kept returning to that,” said Lt. Michael Graham, who called the multijurisdictional nature of the alleged crime spree “unique.”

The Woodhaven Walmart also was the site of a fatal police shooting of an alleged shoplifter in June.

It’s hard to say what exactly the draw is, but for whatever reason that’s becoming normal operating procedure there,” Graham said.

Staples Shoplifting Ring Hit Stores in 4 States www.privateofficer.com

Madison NJ July 5 2012 A Brooklyn man charged with shoplifting seventoner cartridges from the Madison Staples on June 21 allegedly was part of an organized retail crime ring that stole more than $100,000 in printer ink from Staples stores in New Jersey and also hit stores in Massachusetts, Connecticut and New Hampshire, authorities said.

The man, Daquan Dollar, 24, was one of three alleged shoplifters arrested Friday in New Hampshire on felony organized retail crime related charges by Tilton, N.H., police, according to a Tilton Police news release.

Madison Police Lt. Darren Dachisen said on Monday that Madison police detectives have been sharing information with other agencies investigating similar cases.

“They would target toner at 100 dollars a box, at 200 dollars a box and they were averaging between 2 to 3 thousand dollars per store in thefts every time they hit,” Tilton Police Chief Robert Cormier told WMUR.

The station reported it likely will be tried as a federal case and that at least $60,000 in toner ink, tablet computers and calculators believed to have been stolen by the ring were recovered in a Nashua, N.H., hotel room.

Dollar was out on bail on the Madison charges when he wound up behind bars on the New Hampshire charges about a week later, authorities said.

Tilton police arrested Dollar and the two other defendants—Louissant Kashif Trumaine, 20, and Ronnell Samuals, 27, both of Brooklyn—and learned they were wanted in connection with other crimes in New Jersey on June 25, Connecticut and Massachusetts on June 26, and New Hampshire on June 28.

One suspect, Dwayne Dollar, 27, remains at large, police said.

In New Jersey, the ring allegedly was responsible for over $100,000 dollars in thefts from Staples stores, Cormier.

“All officers and detectives worked well together on scene to locate the suspects quickly and make their arrest,” Cormier said of the Friday arrests. He said Tilton police were “glad we were able to help get them in custody.”

In Massachusetts, they allegedly hits stores in Boston, Cambridge, Brighton, Framingham, Shrewsbury, Natick, Worcester and Millbury. Then on June 28, they left for New Hampshire and allegedly hit stores in Nashua, Bedford and Manchester, before being spotted in Concord and then heading to Tilton.

The arrests in Tilton came when police were flagged by Staples employees, and a regional loss prevention manager told police he just saw three or four men fitting the description of suspects involved in thefts from Staples stores.

When the alleged shoplifters realized store employees recognized them, one of them threw a “booster bag,” a special bag used by shoplifters to avoid setting off security devices, and the four men then ran out of the store and split up, police said. Two ran into neighboring stores, one ran into a vehicle and one fled toward a mall.

One man allegedly hid in an employee stock room of a nearby store and then fled out a fire exit, setting off an alarm, and running along railroad tracks before being caught by police.

Police stopped two other men allegedly attempting to flee in a car with New York plates.

Dollar was released the day after his June 21 arrest in Madison on $25,000 bail. He was charged with eluding arrest, resisting arrest and shoplifting in the Madison incident after he allegedly ran from police and was chased down by Patrolman James Cavezza on foot and Patrolwoman Lisa Esposito assisted with the arrest.
