Four people were arrested Friday in connection with an apparent shoplifting incident at JC Penney’s at the Eastern Hills Mall, Erie County sheriff’s officials said.
Store security saw two women and a man allegedly take more than $2,000 worth of merchandise and flee the store without paying just before 1 p.m.
Ryan G. Brandt, 19, of Englewood Avenue, Town of Tonawanda, was apprehended a short time later in a nearby Pizza Hut. He was taken to the Erie County Holding Center, pending arraignment.
Later Friday, police arrested Crystal Brown, 17, and Michael H. Long, 20, of the same Englewood Avenue address along with Amber Mascio, 17, of Eggert Road, Buffalo. All were charged with grand larceny.

For two hours Thursday afternoon, hundreds of Erie County Family Court workers and members of the public were kept outside the building after a Buffalo woman tried to smuggle in what turned out to be a fake grenade.
The evacuation began at about 1 p. m., when a state court officer spotted an X-ray image of a device that looked like a hand grenade inside the woman’s purse as she attempted to pass through the security checkpoint in the lobby of the seven-story building at Niagara, Franklin and West Eagle streets.
Three hours later, members of the Erie County Sheriff’s Bomb Squad determined it was an imitation device.
“We performed diagnostic tests to rule out whether it was an explosive device,” said Dan Walczak, the squad’s commander, “and determined it was an imitation grenade that would be used as a handle for a gear shifter in a vehicle.”
Walczak, Deputy William Cranston and FBI agent Ian Vabnick transported the device in a fragmentation bag to a secure location, where they conducted the tests.
Tauyara Mapps, 24, of Hertel Avenue, was charged with first-degree placement of a false bomb or hazardous substance in a public place. She was taken to the Erie County Holding Center and was expected to be arraigned today in City Court, police spokesman Michael J. DeGeorge said.
Several people in the courthouse said there were frightening moments when security personnel ordered the evacuation.
“It was intense. We didn’t know what was going on. We were hearing it was a bomb,” said Dolores Stevenson, a Buffalo resident who was on the fourth floor.
“People were scared. I was thinking to myself get out of the building. I said ‘thank God,’ when I got out,” said Buffalo resident Bassam Abdulah, who was on the sixth floor.
Outside, Buffalo police sealed off intersections leading to the building. Bomb Squad personnel made sure there were no other suspicious devices.
By 2:55 p. m., the building was reopened to workers and a short while later to the public.
Andrew B. Isenberg, district executive for the 8th Judicial District, said it is not uncommon for state court officers to confiscate contraband from individuals entering court buildings.
Last year, about 9,000 items were taken, including knives and guns, but Thursday’s incident, he said, was unusual.
“It was a metal imitation device made to look like a hand grenade, and clearly it did not look like a toy,” Isenberg said.
The incident, he added, highlights the need for security at court buildings and particularly Family Court.
“People who come here are upset and frustrated and emotional. These cases have big impacts on their lives with custody, parental and visitation issues,” Isenberg said.
Those going into the court building must pass through a metal detector at the security checkpoint and their possessions go through an X-ray machine.

A man who was observed shoplifting at a Boulevard Mall store elbowed and pushed his way past a store security officer and then led police on a chase that involving the suspect’s vehicle striking one civilian vehicle and a police vehicle twice, Amherst police said.
The incident began at about 8:20 p. m. Monday, when a Macy’s security officer saw a person trying to leave the store with stolen clothing hidden inside his coat, Amherst police said .
The officer confronted the man, who pushed the officer away and later struggled with him as the thief tried to get way in his vehicle, police said.
A Boulevard Mall security officer saw the man’s car leave the mall parking lot and travel onto Maple Road, where authorities chased him.

The driver refused to pull over, and his vehicle struck one person’s vehicle and a marked police car twice. The chase ended when the vehicle turned into a Niagara Falls Boulevard plaza parking lot, where police surrounded his vehicle.
Amherst K-9 Officer Bruce Mann charged Jonathan Burdette, 23, of Wilson, with eight criminal charges and 12 traffic violations. Among the criminal charges were robbery, criminal mischief, resisting arrest and driving while impaired by drugs, police said.
Burdette was treated in Erie County Medical Center and released. He later was arraigned before Amherst Town Justice Geoffrey K. Klein, who sent him to the Erie County Holding Center on $25,000 bail.

Buffalo Police say that an off-duty officer upset that a vehicle had doubled parked at the city court decided to take the matter into his own hands by punching the driver of the other car.
Officer Michael J. Strobele was arrested Thursday on a charge of third-degree assault after fighting John Stronka, a court security officer authorities said.
Strobele, a 10-year veteran of the force, was off-duty when he and Stronka, of Cheektowaga, fought at about 10 a. m. on Delaware Avenue near West Eagle Street, according to Buffalo police spokesman Michael J. DeGeorge.
Strobele, 35, also was charged with second-degree harassment. Stronka, who was not charged, and suffered facial injuries, DeGeorge said.
Police Commissioner H. McCarthy Gipson directed the department’s Professional Standards Division to begin an investigation into the incident. Strobele has been suspended without pay.

A suspended Riverside High School student fought with two security guards and the school principal Thursday morning, an incident that escalated when two of the student’s friends joined the fracas, Buffalo police said.
Fearing the violent behavior might spread, about a dozen police cars from around the city responded to the incident that began shortly before 8 a. m.
A third friend of the suspended student punched and kicked out two third-floor windows in an apparent protest, authorities said.
The school is temporarily located in School 51 at Hertel Avenue and Guernsey Street.
The quick response by police ended in four arrests and no reported injuries, according to police spokesman Michael J. De- George. A district official said the police presence helped keep the situation from getting out of control.
“A 14-year-old student suspended Wednesday for fighting outside the school and told not to come to school [Thursday] started fighting with two security guards and the principal who were waiting,” school district spokesman Stefan Mychajliw said.
Mychajliw said the three other students will be suspended and additional disciplinary charges will be brought against the previously suspended student for violating the district’s code of conduct.
Police charged two of the students, one male and one female, as juvenile offenders, and two others, both 16-year-old males, with criminal charges. One was charged with assault, criminal trespass, harassment, obstructing governmental administration and disorderly conduct.
The other was charged with criminal trespass, disorderly conduct, and harassment.
Suspended students, Mychajliw explained, will sometimes try to get back into school for various reasons, including the fact that guardians may not know of the suspension.
Mychajliw said security guards and Principal Michael Mogavero handled the situation properly and, as a result, classes were not interrupted. The school serves ninth-and 10th-graders.
The district, Mychajliw said, was evaluating the situation to determine if extra security would be needed today at Riverside.

The call came out early in the third quarter Sunday to investigate numerous complaints of a commotion in a ladies’ restroom across from Section 336 in Ralph Wilson Stadium.
It didn’t take security officers long to figure out the cause of what police later called a “public disturbance” in the restroom.
A woman, law enforcement officials said Monday, was having sex with her boyfriend in a bathroom stall.
The couple was arrested, two of 37 people arrested at the stadium by Orchard Park police and Erie County sheriff’s deputies before, during and after Sunday’s Bills-Jets game.
Police charged Alicia A. Venneman, 29, of Northville, in the southern Adirondacks, with disorderly conduct.
They also charged a man whom police identified as her boyfriend, Jeramy H. Kemper, 31, of Mayfield, with trespassing and resisting arrest.
“This was inappropriate behavior in public,” Scott Berchtold, Bills vice president of communications, said Monday. “Our security staff reacted accordingly, and law enforcement officials were called in to handle the situation.”

Sunday, law enforcement officials logged more than the average number of arrests at a Bills game, making 37 arrests, 32 by Orchard Park police and five by the Erie County sheriffs.
Authorities made 16 arrests at the San Diego game two weeks earlier, 39 at the Oakland game Sept. 21 and 28 at the Seattle game Sept. 7.

Greenwalt, 18, of Lockport; Timothy Raywood, 21, of New Jersey; Peter J. Cummings, 30, of Atlanta; Daniel J. Cummings, 23, of Williamsville; Steven W. Wilson, 48, of Hamilton, Ont.; Scott K. Miller, 25, of Toronto; Heather R. Barniac, 18, of Greenwood; and Shawne E. Porter, 20, of Hornell.
Seven people were charged with unlawful possession of alcohol: Michael R. Ferguson and Mark D. Ferguson, both 19, of Ancaster, Ont.; Michael A. Fallis, 20, of Hamilton, Ont.; Brian R. Lux, 18, of West Seneca; Michael Multer, also known as Ryan Multer, 19, of Penn Yan; Travis S. Duchmann, 18, of Hamburg; and Matthew J. Bratcher, 19, of Hamburg.
Facing charges of obstructing governmental administration are Kevin F. Dawson, 22, of Caledonia, Ont.; and Jason J. Virtue, 36, and Mark A. Virtue, 34, both of Brantford, Ont.
