Judge denies bound for brothers charged with killing Fla security officer www.privateofficer.com

WEST PALM BEACH, Fla.May 24 2012 - A judge this morning denied bond for one of the brothers who allegedly murdered a Palm Beach Gardens security guard last year with a shovel.

Joseph Frisbee, 28, of suburban West Palm Beach, was arrested yesterday on charges of first-degree murder, robbery with a firearm, dealing in stolen property and fraud.

This morning, Palm Beach County Circuit Court Judge Krista Marx ordered he be held without bond.

While holding Frisbee’s probable cause affidavit in her hand, Marx said sternly, “I find proof evident, presumption great.”

As of this morning, Frisbee’s brother – 33-year-old Stephen Frisbee, of Jacksonville – has not been booked into the Palm Beach County Jail.

The brothers allegedly murdered Jacques Novembre, a father of five and grandfather of 11, July 14. The 61-year-old security guard was found beaten last summer behind Promenade Shopping Plaza on Alternate A1A. The tall, bespectacled Novembre never awoke. He died in Kindred Hospital in Riviera Beach on Sept. 29.

On Tuesday, the day after Jackie Novembre graduated from John I. Leonard High School, the 18-year-old watched police officers announce the arrest of the two brothers in the brutal murder of her father.

“I wish he was there to watch me yesterday. But he wasn’t,” sobbed Novembre, tightly gripping a white tissue.

“There is no joy today. Our dad was our life,” said daughter Frantzcesse, balancing her three-year-old son Quentin on her knee.

The Frisbee brothers could get the death penalty if convicted of the first-degree murder charges. The brothers tried to steal a brass backflow device from behind the shopping center. The water-control devices can be sold to scrap dealers for cash, police said.

Novembre, who was on duty, interrupted them. The brothers beat him with a shovel. They stole his necklace, bracelet and wallet. Novembre’s nose was broken, and he suffered severe facial and skull fractures, police said.

The brothers took the backflow device and left Novembre unconscious behind the plaza.

That same day, Stephen sold the bracelet for $435 at a Lantana pawn shop. He sold several backflow devices the next day to a scrap metal dealer for $300 in Pompano Beach. The store owners called police.

“Various witnesses also called Crime Stoppers of Palm Beach County and provided information,” said Gardens Police Chief Stephen Stepp at the press conference at the Gardens police station called to announce the arrests.

Frantzcesse said the arrests were a great relief to her family.

“I’m glad justice is served. But it does not bring my dad’s life back,” she said, trying not to cry.

PALM BEACH GARDENS Fla Feb 22 2012 — The reward has been doubled to $10,000 for information that leads to solving the murder of Jacques Novembre, a father of five and grandfather of 11, who was found beaten last summer behind Promenade Shopping Plaza.

“We’re getting closer. We need that one last tip,” said Gardens Police Chief Stephen Stepp.

Novembre, 61, was found unconscious by a police officer on patrol about 1 a.m. on July 14, behind the plaza on Alternate A1A. The tall, bespectacled Novembre never awoke. He died in Kindred Hospital in Riviera Beach on Sept. 29.

“It’s been very hard on all of us. We are waiting for answers,” said Novembre’s step-daughter Maryse. Her mother Ariane recently returned from a trip to Haiti to inform Novembre’s family of his death, she said.

Novembre, 61, of West Palm Beach, was a two-year employee of United K9 Security in West Palm Beach. He worked for another firm, Command Security in Delray Beach, two days a week.

“He was very popular among the workers at the plaza,” said Gardens Police Commander Laurie Van Deusen.

Customers at Swampgrass Willy’s Bar-B-Q in the plaza are still dropping off contributions to the Novembre family. A foot-tall plastic bottle is packed with change, as well as many $20 and $50 bills.

“People are very frustrated that no arrests have been made. People ask me about (Novembre) all the time,” said Tiffany Blitstein, who has worked in the restaurant for 16 years.

Gardens police say Novembre interrupted someone trying to steal a back-flow prevention device from behind the plaza, which is just north of Northlake Boulevard. The devices bring about $20 at a scrap metal dealer.

The murder weapon was a “blunt object.” Novembre’s nose was broken, and he suffered severe facial and skull fractures, police say.

Novembre was carrying a cellphone, 22 photos, a flashlight and prescription glasses when his body was found, according to the police report. His wallet was missing.

“I hope someone out there comes forward with information,” said Maryse.

PALM BEACH GARDENS Fla Oct 9 2011 — The lanky security guard was frightened as he made his after-midnight rounds at Promenade Shopping Plaza on July 14.

“He told me he was nervous about a man he threw off the property the night before,” said Jay Hershkowitz, the owner of New York Pizza Department who often shared a late-night slice with the guard. “He was afraid the guy might come back after him.”

Jacques – none of the plaza workers knew his last name, his family, where he lived or his age – was found beaten and bloody behind the plaza a few hours later. He never regained consciousness.

On Sept. 29, Jacques died in Kindred Hospital in Riviera Beach.

“He would wait for me to count up the cash at night after my shift. Then he would put me in his golf cart and drive me to my car,” said Sara Lopez, a hairdresser at Prime Cut Salon. “He was such a gentle, nice man.”

Jacques Novembre, 61, of West Palm Beach, was a two-year employee of United K9 Security in West Palm Beach. He enjoyed soccer, politics, helping people and late-night pizza. He and his wife, Ariane, have five children – the youngest is 17 – and 11 grandchildren. He worked for another firm, Command Security in Delray Beach, two days a week.

“The days before he died, he would squeeze my hand very tight,” his widow said last week.

Gardens police say Novembre could have interrupted someone trying to steal a back-flow prevention device from behind the plaza. The devices have about 12 pounds of brass, which is worth about $20 at a scrap metal dealer.

The weapon was a “blunt object,” police say. His nose was broken, and he suffered severe facial and skull fractures. Novembre was carrying a cellphone, 22 photos, a flashlight and prescription glasses when his body was found, according to the police report. His wallet was missing.

No arrests have been made.

Like all security guards at United K9, Novembre was not authorized to carry a gun, mace or club, said Iva Wummer, owner of the company.

“Our guards are trained not to confront people committing a crime. We tell them to call 911,” Wummer said.

Outside of the plaza’s stores are red and black CrimeStoppers fliers advertising a $2,000 reward for information about who killed Novembre. Inside are the people who remember the man who looked out for them.

Novembre was often seen in the plaza parking lot leaning over an open car hood, trying to coax a car engine to life for a befuddled driver. He’d roll back shopping carts to Publix. He’d poke his bald head into Prime Cut Salon and ask for a free haircut.

“I dropped a $20 bill in the parking lot. I’m sitting here, and he hands me the money,” said Drew Lawrence, a customer sipping a drink on a recent afternoon in Swampgrass Willie’s. “He was just a nice, old man doing his job. Now he’s dead.”

On the bar is an extra-large beer bottle for donations for Novembre’s family. Somebody wrote “In Loving Memory” on a sticky note and attached it to the neck of the bottle. A charity event is planned at the bar.

Novembre’s shift is now patrolled by Jeger Wollphgams Bollikams, a 22-year-old who, like Novembre, is from Haiti. Also tall and slender, with a bright smile, Bollikams has a wife and family. While on duty, he drives the same black and white golf cart that Novembre did. Like Novembre, he works alone.

Bollikams walked a visitor to the spot where they found Novembre’s body.

“Yes, I know this is a dangerous job. But I don’t feel scared. I’m always careful, whatever I do,” he said.
