Promoter of Cincinnati Grand Prix Sentenced to 27 Months in Prison www.privateofficer.com

CINCINNATI OH May 4 2013—Curtis Boggs, 54, formerly of Harrison, Ohio, was sentenced in U.S. District Court to 27 months in prison, ordered to pay $352,745.21 in restitution, and forfeit any assets that he received as proceeds of the crimes he committed as part of a fraudulent scheme he promoted to bring a grand prix race to Cincinnati in 2009.
Carter M. Stewart, United States Attorney for the Southern District of Ohio; Robert E. Hughes, Acting Special Agent in Charge, Federal Bureau of Investigation (FBI); and Kathy Enstrom, Acting Special Agent in Charge, Internal Revenue Service-Criminal Investigation (IRS), announced the sentence handed down today by Chief U.S. District Court Judge Susan J. Dlott.
Boggs pleaded guilty on January 3, 2013 to one count each of wire fraud and money laundering. According to court documents, Boggs was employed by an insurance company as an investment adviser from 2000 to 2009. Beginning in approximately October 2008 and continuing through approximately August 2009, Boggs solicited his customers and others to invest in silver and gold, or in a grand prix race, through a corporation called Cincinnati Grand Prix (CGP). Boggs admitted that during that period, he fraudulently obtained investments of at least $352,745 for CGP in exchange for shares in the “stock” of CGP.
“Although some of the money was spent to developing the race, significant sums of money were also spent on the defendant’s personal expenses,” Assistant U.S. Attorney Tim Mangan wrote in a memorandum filed with the court prior to sentencing.”
On or about October 21, 2008, Boggs laundered money derived from the fraud scheme by using $27,232.63 to buy a Lincoln MKX vehicle for his personal use.
A federal grand jury indicted Boggs in June. He was arrested on October 8, 2012 when he was stopped trying to enter the U.S. from Mexico.
Stewart commended the cooperative investigation by FBI and IRS agents, as well as Assistant U.S. Attorney Mangan, who represented the United States in this case.

The test facility, dubbed the “Super Pond,” is used to conduct shock testing of vessels, submarine systems and munitions. With a bottom measuring 300 feet in diameter and a maximum depth of 150 feet, the facility also has been used in testing torpedoes, missiles, warheads, amphibious and remotely controlled vehicles, underwater gun firing and acoustics. The sailors belonged to a unit whose salvage operations have included TWA Flight 800, Swiss Air Flight 111, the space shuttles Challenger and Columbia, and the Civil War ironclad USS Monitor. The unit also provided damage assessments and repairs on the USS Cole and participated in humanitarian missions following Hurricane Katrina and the 2010 earthquake that struck Haiti. Deputy Commander Capt. John Coffey said Wednesday, “Petty Officer Harris and Petty Officer Reyher were exceptional Sailors.”

CHARLOTTE, N.C. Feb 12 2013 (AP) — An accountant has been convicted for his role in a $40 million Ponzi scheme that defrauded investors in North Carolina, Virginia and Ohio.
A federal jury in Charlotte convicted Jonathan D. Davey of Newark, Ohio, on four counts of investment fraud conspiracy and tax evasion. Prosecutors say Davey administered several hedge funds in the Black Diamond Ponzi scheme, soliciting more than $11 million from victims in the case.
The 48-year-old accountant, who was convicted Friday, is the 11th defendant convicted in the 2007 fraud, which prosecutors say deprived about 400 victims of more than $40 million. Prosecutors say Davey used a shell company in Belize to funnel money toward construction of his mansion in Ohio.
Davey faces a maximum sentence of 50 years in prison and $1 million in fines.

According to a police media report, “witnesses observed the actor wearing a dress that he tucked into his pantyhose, allowing his genitals to be seen by numerous customers and employees” in the store’s garden center on Monday afternoon.
“I don’t even know how he got in, but people was just looking at him. You could see everything,” employee Shane Teets told Channel 4 Action News reporter Jennifer Miele. “There was no reason for that — all the little kids and stuff. It was gross.”
A store security officer asked the man to leave, then watched him get into his car and followed him to a Sheetz gas station and helped lead police to him.
“I think that’s great. Good for him. Glad he did,” shopper Ann Halapin said.
The suspect was identified by police as Nelson Falcone, 58, of Bannock, Ohio. He was arraigned before District Judge Michael Defino Jr. on charges of indecent exposure, open lewdness and disorderly conduct.
Falcone is being held in the county prison on 10 percent of $15,000 bond, pending a preliminary hearing.

Akron Ohio mayor says he was “Set-Up” on traffic stop www.privateofficer.com
The mayor of Akron said a 911 call reporting him for erratic driving over the weekend was orchestrated for political purposes.
In a statement released Monday, Mayor Don Plusquellic said an Akron firefighter and his girlfriend set him up, following him from a restaurant and then dialing 911 to report him to police.
Plusquellic said he was celebrating an Akron police officer’s birthday at the restaurant Saturday night and was on his way home when a police officer stopped him on West Market Street.
Plusquellic said the officer approached his car and told him about the 911 call, and after asking him several questions, the officer decided not to take any further action and let Plusquellic go.
The mayor said the firefighter and his girlfriend took video footage of Plusquellic at the restaurant before placing the 911 call, apparently before they even observed Plusquellic driving.
Plusquellic said the police officer handled the situation properly and responsibly.

Woman commits suicide at Ohio gun range www.privateofficer.com
Police in the Cincinnati suburb of Sharonville say they believe Ann Fukuyama committed suicide Sunday at Target World, a public range that sells and rents guns and has a dozen 25-yard target shooting lanes.
Witnesses say the woman gave no warning or indication anything was wrong.
But police say she may have attempted suicide before and they believe she went to the target range to kill herself.
Target World manager Jeff Mann says the range is operating normally. He won’t discuss the woman or the shooting.

Northmont High School teacher arrested with minor girl www.privateofficer.com
Deputies said Loren P. Meadows, 35, of Union, was charged with resisting arrest and obstructing official business.
Meadows is the wide receivers coach and the strength and conditioning coordinator for the Thunderbolts football program, as well as Northmont’s head boys and girls varsity track and field coach.
According to the News Journal, the Clinton County Sheriff’s Office received a report at 12:01 a.m. Tuesday of a vehicle parked in the driveway of an abandoned house on Clarksville Road. Deputies found Meadows and a teenage girl inside the vehicle. Both of them were partially undressed.
“Initially, when asked his age, he (Meadows) tried to pass himself off as being 17 as well,” Lt. Pete Smith of the sheriff’s office told the newspaper. “With the help of the on-board computers that we have now, we were able to pull up his age and Social Security number and we found he was 35 years old.”
Meadows was taken to the Clinton County Jail and later released on bond.

Police nab “the panty thief” www.privateofficer.com
Thomas Williams, 25, is scheduled to be arraigned at Alliance Municipal Court Friday afternoon on charges of receiving stolen property.
Investigators say Williams was targeting off-campus homes near Mount Union College. After executing a search warrant at his home on Federal Avenue, police confiscated hundreds of underwear, as well as bras, candles, lotions, perfume, jewelry, pictures and cameras.
“Our clothes were basically all over the floor. He went through pictures, all our personal belongings,” says Mount Union senior Brittany Watkins.
They also found a duffel bag with handcuffs, rope, duct tape and a stolen gun. The suspect is accused of writing sexually-explicit racist messages on the walls.
Police say the suspect lived with his parents just a few streets away from campus.
“The way the items were concealed in his bedroom, in his car, we have absolutely no reason to believe his parents knew anything,” says Detective David Bair.
Police believe Williams would break into the homes while students were away during breaks.
Investigators say more charges are likely to be filed.

NBC.com—A Delaware woman pleaded guilty to one count of theft in office Wednesday.
Delaware County 911 Supervisor Cathy Jenkins stole approximately $5,000 worth of overtime pay by reporting hours she did not work, authorities said.
A criminal investigation began after the Delaware County sheriff’s office received information from the Delaware County auditor’s office regarding possible improper payroll activity at the 911 center from April 2007 through October 2008.
“The sheriff’s office fully investigates any and all complaints of illegal activity,” Sheriff Walter L. Davis III said. “It’s sad to see a county employee involved in breaking the public trust. When you’re involved in this type of criminal activity, the public’s trust is broken. As public servants, we must raise the bar regarding being responsible and accountable in dealing with public funds.”
“Overtime abuse is abuse plain and simple, especially when the employee is a public employee,” Delaware County Prosecuting Attorney Dave Yost said. “They’re stealing from the taxpayers and will be prosecuted as a felony.
Jenkins was terminated from her job at the Delaware County 911 Center, a department that operates under the authority of the Delaware County Commissioners.
Theft in office is a fifth-degree felony, punishable by as much as one year in prison.

http://www.privateofficer.com/ A major training facility being built to accommodate both private security and law enforcement personnel has residents of a small quiet eastern Ohio subdivision making noise and moving rapidly to stop the construction of the facility.
According to area residents, they do not want the traffic that it would bring nor do they want their still quiet, peaceful neighborhood alive with gunfire and they are also concerned about the safety of their families one woman said.
Nearby resident Robert Heinton has collected more than 800 signatures asking Guernsey County commissioners to halt the project. He says it will ruin home values in his rural community near Lore City, about 80 miles east of Columbus.
But in these lean economic times, County Commissioners are looking at the financial benefits that it would bring to the area. Commissioner Steve Allen says training exercises could bring in more than 4,000 police officers and military reservists each year, creating new business for hotels and restaurants and small businesses in the community.
Templar Tactical, the suburban Cleveland company that will operate the 200-acre facility, says there will be live-fire shooting ranges, a helicopter landing pad and several buildings but did not go into specifics about the number of people that would use the training facility, hours of use nor did they address safety concerns raised by some residents.
